The methods evaluated were identified by written responses from U.S. Geological Survey field offices and by a comprehensive literature search.</p>\n<p>The methods selected and techniques used for applying the methods are described in the report. The methods are evaluated by comparing estimated results to data collected at three streamflow-gaging stations in Iowa during the winter of 1987-88. Discharge measurements were obtained at 1- to 5-day intervals during the ice-affected periods at the three stations to define an accurate baseline record. Discharge records were compiled for each method based on data available assuming a 6-week field schedule.</p>\n<p>The methods are classified into two general categories, subjective and analytical, depending on whether individual judgement is necessary for method application. On the basis of results of the evaluation for the three Iowa stations, two of the subjective methods (discharge ratio and hydrographic-and-climatic comparison) were more accurate than the other subjective methods, and approximately as accurate as the best analytical method. Three of the analytical methods (index velocity, adjusted rating curve, and uniform flow) could potentially be used for streamflow-gaging stations where the need for accurate ice-affected discharge estimates justifies the expense of collecting additional field data. One analytical method (ice adjustment factor) may be appropriate for use for stations with extremely stable stage-discharge ratings and measuring sections. Further research is needed to refine the analytical methods. Between March and May 1988, two observation wells were installed upgradient and six wells were installed downgradient of the polishing lagoons and sampled for organic and inorganic U.S. Environmental Protection Agency priority pollutants. Placement of the well screens allowed sampling from both the upper and lower parts of the surficial aquifer. Natural gamma-ray geophysical logs were run in the four deepest wells. Lithologic logs were prepared from split-spoon samples collected during the drilling operations. Laboratory hydraulic conductivity tests were conducted on samples of fine-grained material recovered from the two confining units that separate the surficial aquifer and the drinking-water supply aquifer; values ranged from 0.011 to 0.014 foot per day (4x10-6 to 5x10-6 centimeters per second). Static water levels were recorded on April 25, 1988.\r\n\r\nRelatively low concentrations of purgeable organic compounds (up to 2.2 micrograms per liter for dichlorodifluoromethane), acid and base/neutral extractable compounds (up to 58 micrograms per liter for bis(2-ethylhexyl) phthalate), or pesticides (up to 0.03 micrograms per liter for diazinon and methyl parathion) were detected in water samples collected from all of the wells. Albemarle Sound receives the greatest freshwater inflow of all the sounds in the estuarine system. Inflow to this sound averages about 13,500 cubic feet per second. Inflow to Pamlico Sound from the Pamlico River averages around 5,400 cubic feet per second, and average inflow into the Neuse River estuary is about 6,100 cubic feet per second. Approximately one-half of the inflow into the system is from ground-water discharge.\r\n\r\nThe Neuse River basin has had the greatest increases in wastewater discharges (650 percent since the 1950's) and had the greatesttotal wastewater discharges of any of the basins in the study area, averaging about 200 million gallons per day in 1988. Wastewater discharges into the Neuse and Tar Rivers were nearly equal to the 7-day, 10-year low flows for these rivers.\r\n\r\nLand-use data compiled in 1973 for the lower parts of the Neuse River basin and lower part of the Tar-Pamlico River basin indicate that 25 percent of the area was evergreen forest, 25 percent was forested wetlands, 20 percent was cropland and pasture, 12 percent was mixed forest, 10 percent was nonforested wetland, and 4 percent was urban. The amount of nonforested wetland in the part of the study area along the Outer Banks declined 6.5 percent from 1973 to 1983.\r\n\r\nThe numbers of farms and acreage in agricultural use in the study area have declined since the 1920's. A decrease of more than 60 percentin the number of farms was shown between the early 1950's and 1982. Fertilizer sales increased through the 1970's, but declined in the 1980's. Manufacturing employment has increased in the last 30 years, while agricultural employment has decreased.\r\n\r\nData from seven stations of the U.S. Geological Survey National Stream Quality Accounting Network were used to evaluate water quality for the major streams flowing into the Albemarle-Pamlico estuarine system. Water-quality data for 296 stations in the estuarine system were examined for the period 1945-88.\r\n\r\nThe statistical test used for trend analysis was the Seasonal Kendall test (Hirsch and others, 1982). This nonparametric procedure is useful for analyses of water-quality properties that show non-normally distributed frequency distributions. The Seasonal Kendall trend analyses of water-quality data indicate that change has occurred in the water quality of the Albemarle-Pamlico estuarine system from 1945 to 1988. Dissolved-oxygen concentrations increased at a mean rate of 0.1 milligram per liter per year throughout the estuarine system, except in the Chowan River where decreases of approximately 0.06 milligram per liter per year occurred. In general, pH increased in streams throughout the area at a mean rate of 0.04 pH unit per year, except in the Pamlico River where pH decreased by 0.03 pH unit per year. A general increase in pH and dissolved-oxygen concentrations (if daytime measurements) might be indicative of more productive estuary conditions for algal growth. Suspended-solids concentrations decreased throughout the area at a mean rate of 1.1 milligrams per liter per year, probably as a result of a general decrease in suspended inorganic material. Increasing trends of salinity concentrations, as much as 0.1 part per thousand per year, were detected in Albemarle Sound. \r\n\r\nTotal ammonia plus organic nitrogen concentrations decreased (-0.03 milligram per liter per year) in streams throughout most of the area but increased (0.02 milligram per liter per year) in the Pamlico River. However, ammonia nitrogen concentrations decreased (-0.0035 milligram per liter per year) in the Pamlico River; therefore, increases in organic nitrogen probably caused the observed increase in combined ammonia plus organic nitrogen concentrations. These results can be used as guides in estimating potential sources and magnitudes of errors one might expect when analyzing real test data. </p><p>First, the derivation of a direct method for calculating the noise levels of two sensors in a side-by-side evaluation is repeated and extended slightly herein. This bulk of this derivation was presented previously (see Holcomb 1989); it is repeated here for easy reference.</p><p>This method is applied to the analysis of a simulated test of two sensors in a side-by-side test in which the outputs of both sensors consist of white noise spectra with known signal-tonoise ratios (SNR's). This report extends this analysis to high SNR's to determine the limitations of the direct method for calculating the noise levels at signal-to-noise levels which are much higher than presented previously (see Holcomb 1989). </p><p>Next, the method is used to analyze a simulated test of two sensors in a side-by-side test in which the outputs of both sensors consist of bandshaped noise spectra with known signal-tonoise ratios. This is a much more realistic representation of real world data because the earth's background spectrum is certainly not flat.</p><p>Finally, the results of the analysis of simulated white and bandshaped side-by-side test data are used to assist in interpreting the analysis of the effects of simulated azimuthal misalignment in side-by-side sensor evaluations. A thorough understanding of azimuthal misalignment errors is important because of the physical impossibility of perfectly aligning two sensors in a real world situation. The program is conducted by the U.S. Geological Survey in cooperation with the Wyoming State Engineer. This report contains hydrographs for 92 observation wells showing water-level fluctuations from 1980 through September 1989. Also included in the report are maps showing locations of observation wells and tables listing well depths, use of water, geologic source, records available, and highest and lowest water levels for the period of record.
