Each transmitter sends a unique coded signal to a receiving system that encodes and records only the appropriater, pre-programmed codes.  A record of the time of each reception is stored on diskettes in a micro-computer.  This system enables continuous monitoring of infrequent signals (e.g. one per minute or one per hour), thus extending operation life or allowing size reduction of the transmitter, compared to conventional wildlife telemetry. We assessed the magnitude and cause of telemetry location errors in a mature hardwood forest by using a 4-element Yagi antenna and compass bearings toward four transmitters, from 21 receiving sites.  The distance error from the azimuth intersection to known transmitter locations ranged from 0 to 9251 meters.  Ninety-five percent of the estimated locations were within 16 to 1963 meters, and 50% were within 99 to 416 meters of actual locations.  Angles with 20o of parallel had larger distance errors than other angles. Historical and present ranges of these species are similar, although red-shouldered and broad-winged hawk ranges now have more vacant patches at a local and regional level.  Only the red-shouldered hawk is of special concern or officially listed as threatened by some state agencies.  Analysis of Breeding Bird Survey (BBS) data indicated positive trends in counts of red-tailed hawks along the more developed Northeast corridor.  No trends were found in analyses of BBS data for red-shouldered hawks in either more- or less-developed regions of the Northeast.  Based on the BBS, we found a decreasing trend in counts of broad-winged hawks along the more-developed Northeast corridor, and an increasing trend in less-developed regions of the Northeast.  Our analyses of Christmas Bird Count data indicated no trend in counts of red-shouldered nor rough-legged hawks, but an increase in counts of red-tailed hawks from 1962 to 1983. Some of the hawk lookouts increased their hours of observation from 1979-1985, thereby confounding the total counts.  Data recording and missing data hamper coding of data and their use with modern analytical techniques.  Coefficients of variation among years in counts averaged about 40%. Thirty-nine percent had blood lead levels greater than 0.2 ppm, indicating exposure to environmental lead.  Within the exposed group, 3 had blood levels exceeding 0.6 ppm and one exceeded 1.0 ppm. Turkey vultures occupy a variety of habitats, nest in diverse situations and utilize a wide variety of carrion.  Consequently, no particular limiting factor is likely to have a major effect on the total population.  California condor numbers, in contrast, have continued to decline.  With the capture of the last wild bird in 1987, the species has been extirpated from the wild.  Reestablishment will depend on production and introduction of captive-reared birds, hopefully within the next 10 years.  In the 18th century, condors inhabited areas along the Pacific coast from British Columbia to Baja California.  Since 1950, the range has been restricted to a six county area adjacent to the southern San Joaquin Valley of California.  Within this area, there appears to be no shortage of suitable nest sites; all recently used nest sites are within federally-controlled lands.  Suitable foraging grounds have continued to diminish and are now largely limited to private rangelands and some Bureau of Land Management rangelands within the foothills of the San Joaquin Valley.  Only these areas continue to supply the large mammal carcasses that the California condor needs for survival.  The habitat of the condor is subject to a variety of land use practices and development pressures.  Excessive mortality, coupled with low reproductive potential, continues to threaten the recovery of the species. The known numbers of nesting pairs in the west increased substantially in the last 10 years and totaled 584 in 1986. Much of the increase was due to more intensive survey efforts, but most biologists cite examples of new palrs establishing nesting territories. In contrast, productivity was relatively stable at 0.9 young produced per occupied territory with small annual fluctuations, a level slightly below the requirement for delisting (1.0 young per occupied territory) by the Pacific States Bald Eagle Recovery Plan. About 4,500 to 6,000 (minimum estimate) bald eagles winter throughout the western United States, which is about 50% of the surveyed population in the contiguous 48 states. Osprey range expansion and population increases have been documented in the West since 1981, when the population was estimated at 1,472 palrs (i.e., about 18% of the U.S. population). Monitoring efforts in the 1980s were not as intensive for ospreys as for bald eagles, but productivity was usually at the upper end of 0.95 to 13 young per occupied territory (a rate generally believed adequate for population stability). Although bald eagle and osprey nesting populations and productivity show cause for optimism, organochlorine contaminants remain a problem in a few individual birds and in some localized areas (e.g., lower Columbia River). DDE residues high enough to reduce productivity have been documented in eggs of both species during the 1980s. In addition, the bald eagle, which also forages on sick or dead prey, has been exposed to lead shot and the organophosphorus insecticide famphur. These contaminants have killed numbers of them in the West in recent years. Nesting ospreys appear more tolerant than nesting bald eagles of man and his disturbance; thus, more restrictions are required at bald eagle nest sites. Furthermore, bald eagles winter within the United States and their specific wintering requirements are generally known and considered in the species' management, whereas western ospreys winter in Mexico and Central America where knowledge of their requirements is nearly nonexistent. The authors of habitat status papers commented that the diversity of habitat classification systems limited their ability to relate habitat status to raptors.  Differences of scale, objectives and survey design have hindered integration of habitat classification methods used by land managers with the habitat relationships understood by wildlife biologists, but examples now exist for successful integration of these methods. Locations of the birds were determined using standard aerial telemetry techniques for side-facing Yagi antennas.  We used strut-mounted, 4-element Yagi antennas connected to a switchbox and scanning receiver.  By recording bearing and distance from at least 1 of 3 aeronautical navigation beacons, the position of the aircraft and the bird could be estimated with an error of about 2 km.  On several occasions we plotted the general heading of a bird and then relocated and tracked the same bird on the following day. The gyrfalcon is a rare winter visitor.  The peregrine falcon federally listed as endangered, is a migrant and through reestablishment is breeding and wintering locally throughout the northeast.  The merlin is a migrant and uncommon winter bird.  The American kestrel breeds, winters, and migrates in the northeast.  A 22-year analysis of the American kestrel Breeding Bird Survey data showed populations to be stable in less developed areas and declining in more developed areas.  By states, declines occurred in the more developed areas of New Hampshire, Massachusetts, Connecticut and Pennsylvania, and data indicate a decrease in American kestrels from 1957 to 1966, a decrease in merlins between 1967 and 1974 and a decrease in peregrine falcons between 1940 and 1975.
