The flooding damaged homes, furnishings, and landscaping. Rainfall, peak discharges, high-water elevations, and frequency relations of rainfall and discharge are tabulated and plotted for selected streams. The rain was most intense in the area along Rawls Creek, R-2 (tributary to Rawls Creek), Koon Branch (tributary to Rawls Creek), and the upper part of Kinley Creek. A rainfall of about 5.5 inches in 3 hours, which has a recurrence interval in excess of 100 years, was reported by local residents along these streams. High-water marks are presented in this report for Stoop Creek, Kinley Creek, K-1 (tributary to Kinley Creek), K-2 (tributary to Kinley Creek), unnamed tributary to Kinley Creek, Lowery Creek (tributary to Kinley Creek), Rawls Creek, R-2 (tributary to Rawls Creek), and Koon Branch (tributary to Rawls Creek). Peak discharges at the most downstream sites on Rawls Creek and Koon Branch had recurrence intervals of 75 years and 60 years, respectively. Peak discharges on Kinley Creek varied from 20 to 25 years north of K-1 basin to less than 10 years at K-1. The Stoop Creek basin had a recurrence interval of 10 years. These activities are part of the Federal program of appraising the Nation 's water resources. Included are brief descriptions of the nature and scope of all active studies, summaries of significant results for 1988 and anticipated accomplishments during 1989. Water resources appraisals in Florida are highly diversified, ranging from hydrologic records networks to interpretive appraisals of water resources and applied research to develop investigative techniques. Thus, water-resources investigations range from basic descriptive water-availability studies for areas of low-intensity water development and management to sophisticated cause and effect studies in areas of high-intensity water development and management. The interpretive reports and records that are products of the investigations are a principal hydrologic foundation upon which the plans for development, management, and protection of Florida 's water resources may be used. Water data and information required to implement sound water-management programs in highly urbanized areas relate to the quantity and quality of storm runoff, sources of aquifer contamination, injection of wastes into deep strata, underground storage of freshwater, artificial recharge of aquifers, environmental effects of reuse of water, and effects of land development on changes in ground-and surface-water quality. In some parts of the State broad areas are largely rural. Future growth is anticipated in many of these. This report is intended to inform those agencies vitally interested in the water resources of Florida as to the current status and objectives of the U.S. Geological Survey cooperative program. The mission of this program is to collect, interpret, and publish information on water resources. Almost all of this work is done in cooperation with other public agencies. In planning the replacement crossing by the Texas State Department of Highways and Public Transportation, approximations of apportionment of flow among the openings and velocities within the openings were of concern. The model was used to simulate flow in the river floodplain system for the proposed design, an alternate design, and for the natural condition. The proposed bridge design by the State Department of Highways and Public Transportation consisted of a 320-foot main channel opening, four left overflow bridges with widths of 120, 320, 320, and 280 feet, and one right overflow opening with a width of 440 feet. The alternate design consisted of a 950-foot main channel opening, three left overflow bridges with widths of 320, 320, and 280 feet, and one right overflow opening with a width of 200 feet. Preliminary one-dimensional computations were used as an aid in establishing the boundary conditions for the two-dimensional analysis.</p>\n<p>The analysis evaluates the interaction of complex hydraulic characteristics of varied features found at many multiple-opening highway crossings. Valid applications of accepted standard one-dimensional techniques would not reveal some aspects of the overall hydraulics of the crossing.</p>\n<p>The simulation of the proposed design shows, among other things, which openings are the most productive per foot of bridge length. The results of the two-dimensional simulation of the proposed design indicate some differences in the apportionment of flow among the openings when compared to the one-dimensional proposed crossing computations. The alternate design results in computed water-surface altitudes which were slightly lower than those of the proposed design. The alternate design would require less modification to the existing embankment. Velocities computed within the openings and at the bridge abutments, using the two-dimensional model, were within the design specifications of the State Department of Highways and Public Transportation.</p>\n<p>The simulations of the proposed and alternate designs indicate a lateral component of the water-surface slope at the embankment. Redistribution of flow across the floodplain also is indicated in both simulations. Three of the basins--Horsecamp Run, Gilmer Run, and Collison Creek--are primarily forested and relatively undisturbed. The remaining basins--Drawdy Creek and Brier Creek-are extensively mined, both surface and underground above stream drainage level. \r\n\r\nLow-flow measurements at numerous synoptic sites in the mined basins indicate that coal mining has substantially altered the hydrologic system of each basin. The effects of mining on streamflow that were identified are (1) reduced base flow in stream segments underlain by underground mines, (2) increased base flow in streams that are downdip and stratigraphically below the elevation of the mined coal beds, and (3) interbasin transfer of ground water through underground mines. These changes probably reflect increased permeability of surface rocks caused by subsidence fractures associated with collapsed underground mines in the basin. Such fractures would increase downward percolation of precipitation, surface and subsurface flow, and ground-water flow to deeper rocks or to underground mine workings. \r\n\r\nModel simulations of the water budgets for the unmined basins during the 1972-73 water years indicate that total annual runoff averaged 60 percent of average annual precipitation; annual evapotranspiration losses averaged 40 percent of average annual precipitation. Of the total annual runoff, approximately 91 percent was surface and subsurface runoff and 9 percent was groundwater discharge. Changes in storage in the soil zone and in the subsurface and ground-water reservoirs in the basins were negligible. \r\n\r\nIn contrast, water-budget simulations for the mined basins indicate significant differences in annual recharge and in total annual runoff. Model simulations of the water budget for Drawdy Creek basin indicate that total annual runoff during 1972-73 averaged only 43 percent of average annual precipitation--the lowest of all study basins; annual evapotranspiration losses averaged 49 percent, and interbasin transfer of ground-water losses averaged about 8 percent. Of the total annual runoff, approximately 74 percent was surface and subsurface flow and 26 percent was ground-water discharge. The low total annual runoff at Drawdy Creek probably reflects increased recharge of precipitation and surface and subsurface flow losses to ground water. Most of the increase in ground-water storage is, in turn, lost to a ground-water sink--namely, interbasin transfer of ground water by gravity drainage and (or) mine pumpage from underground mines that extend to adjacent basins. \r\n\r\nHypothetical mining situations were posed for model analysis to determine the effects of increased mining on streamflow in the mined basins. Results of model simulations indicate that streamflow characteristics, the water budget, and the seasonal distribution of streamflow would be significantly modified in response to an increase in mining in the basins. During 1985, public supply, irrigation, and self-supplied industry required 38% of the 56 ,500 acre-ft of appropriated surface water and 57% of the 187 ,800 acre-ft of appropriated groundwater. If the historic (1920-80) annual population growth rate (2.8%) continues, the 126,100 acre ft of water appropriated for public-water supplies should meet demand until 2015. The quantity of potentially available water supplies was estimated by summing those resources having less than 1.00 mg/L dissolved solids. Surface water resources that meet this criterion are the Little Arkansas and Ninnescah Rivers and Cheney Reservoir. Subtracting legislated minimum streamflows for the rivers from their mean annual streamflow volumes leaves 532,000 acre-ft, which combined with the annual sustained yield of Cheney Reservoir (40,000 acre-ft) provides an estimated 572,000 acre-ft of surface water annually. Groundwater that meets the criterion was estimated by summing the annual precipitation recharge available to unconsolidated deposits in the county (78,400 acre-ft) and in the Harvey County part of the Wichita well field (13,000 acre-ft). Although more groundwater is available, withdrawals exceeding annual precipitation recharge would cause water level declines. Because less than 4% of the potentially available surface water was used for supplies in 1985 and because about 120% of the groundwater recharge was used, surface water resources have a greater potential for meeting future water use demands.
