To succeed in this task, the USGS established the Community for Data Integration (CDI) to address data and information management issues affecting the proficiency of earth science research. Through the CDI, the USGS is providing data and metadata management tools, cyber infrastructure, collaboration tools, and training in support of scientists and technology specialists throughout the project life cycle. One of the significant tools recently created to contribute to this mission is the Uploader tool. This tool allows scientists with limited data management resources to address many of the key aspects of the data life cycle: the ability to protect, preserve, publish and share data. Under the leadership of the U.S. Geological Survey and the member States of the National Digital Elevation Program (NDEP), Federal agencies, State agencies, and others work together to acquire high-quality elevation data for the United States and its territories. New elevation data are acquired using modern technology to replace elevation data that are, on average, more than 30 years old. Through the efforts of the NDEP, a project-by-project data acquisition approach resulted in improved, publicly available data for 28 percent of the conterminous United States and 15 percent of Alaska over the past 15 years. Although the program operates efficiently, the rate of data collection and the typical project specifications are currently insufficient to address the needs of government, the private sector, and other organizations. The National Enhanced Elevation Assessment was conducted to (1) document national-level requirements for improved elevation data, (2) estimate the benefits and costs of meeting those requirements, and (3) evaluate multiple national-level program-implementation scenarios. The assessment was sponsored by the NDEP's member agencies. The study participants came from 34 Federal agencies, agencies from all 50 States, selected local government and Tribal offices, and private and not-for-profit organizations. A total of 602 mission-critical activities were identified that need significantly more accurate data than are currently available. The results of the NEEA indicated that enhanced elevation data have the potential to generate $13 billion in new benefits annually. Clinton's Lower Mekong Initiative to enhance U.S. engagement with countries of the Lower Mekong River Basin in the areas of environment, health, education, and infrastructure. Since 2009, the USGS has worked closely with the U.S. Department of State; personnel from Cambodia, Laos, Thailand, and Vietnam; nongovernmental organizations; and academia to collect and use research and data from the Lower Mekong River Basin to provide hands-on results that will help decisionmakers in future planning and design for restoration, conservation, and management efforts in the Lower Mekong River Basin. In 2012 Forecast Mekong is highlighting the increasing cooperation between the United States and Lower Mekong River Basin countries in the areas of food and environmental security. Under the DRAGON, Forecast Mekong continues work in interactive data integration, modeling, and visualization system by initiating three-dimensional bathymetry and river flow data along with a pilot study of fish distribution, population, and migratory patterns in the Lower Mekong River Basin. We document one-of-a-kind observations of natural phenomena and cultural impacts on our changing world. In order for society to deal with national and global trends, the USGS must enable access and use of legacy, inaccessible information by including these data in our digital archives and databases. The USGS has conducted scientific assessments on the quality and quantity of the Nation's water resources, provided access to geospatial and natural resource data, and conducted multi-purpose natural science studies. All of these have generated records that need to be accessible and integrated in order to be examined for new information and interpretations that were never intended by the original collector. The Federal Records Act of 1950 mandates that the USGS preserve Federal records containing evidence of the agency's organization, functions, policies, decisions, procedures, and essential transactions. At the USGS, the goal of Open Government is to improve and increase access to scientific information. Potential depth-challenge zones were predicted for larger species at the lowest flow modeled in the dam-removal scenario. Increasing flows under both scenarios increased the number and size of potential velocity-challenge zones, especially for smaller species. The river originates on the northern slope of the world's tallest mountains, the Himalaya Range, and then drops elevation quickly through steep mountain gorges, tumbling out of China into Myanmar (Burma) and the Lao People's Democratic Republic (Lao PDR). The precipitous terrain of Lao PDR and Thailand generates interest in the river and its tributaries for hydropower development. The terrain, soils, water, and climate make it one of the world's most biologically rich regions. The Mekong's bounty is again on display in the Mekong River Delta, where rice production has successfully been increased to high levels making Vietnam second only to Thailand as the world's largest rice exporters. At least 800 fish species contribute to the natural resource bounty of the Mekong River and are the basis for one of the world's most productive fisheries that provide the primary protein source to more than 50 million people. Against this backdrop of rich natural resources, the U.S. Geological Survey (USGS) is working with the consulting firm FISHBIO, colleagues from the international Delta Research and Global Observation Network (DRAGON) Institute, and a broad contingent of Southeast Asian representatives and partners from abroad to increase knowledge of the Mekong River fisheries and to develop the capacity of permanent residents to investigate and understand these fisheries resources. With the Lower Mekong Basin (LMB) region facing the likelihood of significant environmental changes as a result of both human activities and global climate change, enhancing environmental understanding is critical. To encourage cooperation among the LMB scientists and managers in the study of the Mekong River's fisheries, FISHBIO and the USGS, with generous support from the U.S. State Department, hosted a workshop in Phnom Penh, Cambodia, in February 2012. Workshop participants were from Lao PDR, Thailand, Cambodia, and Vietnam. Representatives from the governments, universities, nongovernmental organizations, and the Mekong River Commission discussed current and potential methods and mechanisms of the Mekong Fish Monitoring Network. The goals of the workshop were to determine if the Network and associated databases were of interest and value to the LMB nations, to determine if future fisheries monitoring data would be comparable among the nations, and to establish methods and an organizational structure for collaborating on future monitoring and research. The participants in this international workshop agreed that the Network would be useful but would require additional funding to secure their full participation. The USGS and FISHBIO are collaboratively seeking additional funding to expand research participation and projects in all four LMB nations. Also known as feral hogs or feral pigs, the animals typically weigh about 200 pounds (up to 400 pounds), have characteristic tusks up to 3 inches long, are territorial, and live in groups, except for the boars, who are solitary and typically interact with sows only to breed. They have an average litter size of 5-6 piglets and occasionally two litters per year, and because they have few natural predators, survival of their young can be nearly 100 percent. Because of the detrimental impacts of this invasive species---including rooting, damaging agricultural lands, competing for food with and destroying the habitats of native animals, and spreading diseases and parasites---many public lands implement feral swine control programs on an annual basis. This activity is not enough to control or prevent an increase in swine populations, however, because of their distribution beyond the boundaries of public lands. Currently, little is known about feral swine populations, their habitat use and movement patterns, and the resulting habitat destruction in Louisiana and Mississippi. To abate this lack of knowledge, researchers at the U.S. Geological Survey National Wetlands Research Center (NWRC)---in cooperation with the U.S. Fish and Wildlife Service, the Louisiana Department of Wildlife and Fisheries, and several large landholding companies---are using collars equipped with Global Positioning System (GPS) receivers to track feral swine in Louisiana and Mississippi to examine population movement patterns, document destruction of habitat and wildlife, and help increase and facilitate removal. The NWRC researchers are using the \"Judas pig\" system of attaching GPS-satellite telemetry collars to select feral swine to (1) track movement patterns on the landscape, (2) document habitat destruction and effects on native wildlife, and (3) improve removal rates. Once a collar has been attached to an individual, usually a large boar or sow, it is released and returns to its group. The group's movements and locations can then be tracked through the movement of the collared individual, the \"Judas pig,\" allowing researchers and managers to better target removal efforts. The use of GPS telemetry will allow the NWRC researchers to monitor feral swine movements daily. For example, groundwater inflow during low streamflow is vitally important to the health of a stream for many reasons, including buffering temperature, providing good quality water to the stream, and maintaining flow for aquatic organisms. The U.S. Geological Survey (USGS) has measured stream stage and flow at thousands of locations since 1889 and has the ability to distribute the information to the public within hours of collection, but collecting shallow groundwater data at co-located measuring sites is a new concept. Recently developed techniques using heat as a tracer to quantify groundwater and surface-water exchanges have shown the value of coupling these resources to increase the understanding of the water resources of an area. Secondary Ion Mass Spectrometry (SIMS) is an extremely sensitive analytical method in which a 5&ndash;30 micrometer diameter \"primary\" beam of charged particles (ions) is focused on a region of a solid specimen to sputter secondary ions from 1&ndash;5 nanograms of the sample under high vacuum. The elemental abundances and isotopic ratios of these secondary ions are determined with a mass spectrometer. These results can be used for geochronology to determine the age of a region within a crystal thousands to billions of years old or to precisely measure trace abundances of chemical elements at concentrations as low as parts per billion. The Landsat Program, a joint effort of the U.S. Geological Survey (USGS) and the National Aeronautics and Space Administration (NASA), was established to routinely gather land imagery from space. NASA develops remote-sensing instruments and spacecraft, then launches and validates the performance of the instruments and satellites. The USGS then assumes ownership and operation of the satellites, in addition to managing all ground reception, data archiving, product generation, and distribution. The basins extend generally from the offshore Atlantic continental margin westward beneath the Atlantic Coastal Plain to the Appalachian Mountains. Using a geology-based assessment method, the U.S. Geological Survey estimated a mean undiscovered natural gas resource of 3,860 billion cubic feet and a mean undiscovered natural gas liquids resource of 135 million barrels in continuous accumulations within five of the East Coast Mesozoic basins: the Deep River, Dan River-Danville, and Richmond basins, which are within the Piedmont Province of North Carolina and Virginia; the Taylorsville basin, which is almost entirely within the Atlantic Coastal Plain Province of Virginia and Maryland; and the southern part of the Newark basin (herein referred to as the South Newark basin), which is within the Blue Ridge Thrust Belt Province of New Jersey. Data management helps to ensure data quality in any discipline and supports decision making. Managing data as a long-term scientific asset helps to ensure that data will be usable beyond the original intended application. Emerging issues in water-resources management and climate variability require the ability to analyze change in the conditions of natural resources over time. The Landsat era that began in 1972 will become a nearly 41-year global land record with the successful launch and operation of the LDCM. The estimated mean volumes are as follows: (1) Assam Province, 273 million barrels of crude oil, 1,559 billion cubic feet of natural gas, and 43 million barrels of natural gas liquids; (2) Bombay Province, 1,854 million barrels of crude oil, 15,417 billion cubic feet of natural gas, and 498 million barrels of natural gas liquids; (3) Cauvery Province, 941 million barrels of crude oil, 25,208 billion cubic feet of natural gas, and 654 million barrels of natural gas liquids; and (4) Krishna&ndash;Godavari Province, 466 million barrels of crude oil, 37,168 billion cubic feet of natural gas, and 484 million barrels of natural gas liquids.
