In 1991, the U.S. Geological Survey (USGS), U.S. Department of the Interior, began a National Water-Quality Assessment (NAWQA) program. The long-term goals of the NAWQA program are to describe the status and trends of the quality of a large, representative part of the Nation’s surfaceand ground-water resources, and to identify the natural and human factors that affect the quality of these resources. Factors such as geomorphology, climate, hydrology, land use, and land cover that affect water-quality, are being studied relative to specific water-quality issues that affect large hydrologic regions of the United States. In addressing these goals, the NAWQA program will produce water-quality information that will be useful to policy makers and managers at the National, State, and local levels.

Because it would be impractical to assess the water quality in the entire Nation, major activities of the NAWQA program take place within a set of hydrologic systems called study units. Study units at 60 locations comprise diverse hydrologic systems of river basins, aquifer systems, or both, ranging in size from 1,000 mi2 (square miles) to more than 60,000 mi2 . These study units collectively encompass about 45 percent of the land area in the conterminous United States and represent 60 to 70 percent of the Nation’s water use and population served by public water supply.

In 134 wells with paired measurements, the September 1993 level ranged from 4.86 feet below to 5.91 feet above the September 1992 level and averaged 0.59 foot below the September 1992 level. Water samples were collected in the San Francisco Bay estuary during 22 cruises from January through December 1993. Conductivity, temperature, light attenuation, turbidity, oxygen, and in-vivo fluorescence were measured 1ongitudinally and vertically in the main channel of the estuary from south of the Dumbarton Bridge in the southern part of the bay to Rio Vista on the Sacramento River. Discrete water samples were analyzed for chlorophyll a, phaeopigments, suspended particulate matter, and dissolved oxygen. Water density was calculated from values for salinity, temperature, and pressure (depth), and is included in the data summaries. Photosynthetic parameters, water column respiration, and phytoplankton species abundance and cell volume were determined at selected stations every other month.

The Iowa District of the Geological Survey's Water Resources Division conducts its hydrologic work through a District Office in Iowa City and Field Headquarters in Iowa City, Council Bluffs, and Fort Dodge. The projects currently being conducted, as summarized in this report, are operated under the general categories of data collection and investigative studies.

This report describes: (1) the organization of the Iowa District; (2) the hydrologic data-collection programs; and (3) the local, statewide, regional, or national hydrologic investigations conducted by the U.S. Geological Survey in Iowa during fiscal year 1994. The report also lists reports published or released by the Iowa District since 1984.

Awareness of our environment in general, and water resources in particular, has brought increased interest in and support of hydrologic data collection and research. The quantity, quality, and distribution of water are extremely important to the future well-being of New Mexico. The State's surface-water resources are minimal and highly variable due to climate and to regulation and diversion; ground-water resources are subject to development that exceeds natural recharge and to potential contamination by land use. Issues related to global climate change, disposal of hazardous wastes, toxic substances in water, water rights, and ground-water contamination are evolving areas of greater public concern. At the same time there is a continuing need for a better understanding of various hydrologic systems and processes in order to manage these limited water resources for maximum benefit to present and future generations.

The U.S. Geological Survey has collected and disseminated information on the water resources of New Mexico for more than a century. The Survey began to collect records of streamflow in New Mexico in December 1888 when the first discharge measurements were made on the Rio Grande near the present gaging station at Embudo. This site, called the \"birthplace of systematic stream gaging,\" was chosen to be the training center for the first hydrographers of the Irrigation Survey, a bureau within the original Geological Survey. Since that time, in cooperation with Federal, State, local, and tribal agencies, we have monitored streams at hundreds of sites throughout the State and have a current network of more than 200 streamflow-gaging stations. Through the Cooperative Program, we also have established sites where ground-water levels are monitored to document changes in ground-water storage or where surface-water and groundwater samples are collected to determine water chemistry, and we have undertaken investigative studies to define the availability, quality, and distribution of water resources. Information from the data program and results of investigative studies are made available to water-resources managers, regulators, and the public to be used for the effective management of the State's water resources.

This report provides a brief summary of the activities of the New Mexico District for FY (fiscal year) 1992, including our mission, organization, sources of funding, and descriptions of current projects. This report serves to document not only the content of the program, but also the diversity and complexity of that program. Cooperation among water-resources agencies will be essential in effectively dealing with water-related issues facing New Mexico. We look forward to the challenge of addressing these issues by continuing to provide factual hydrologic data and technically sound areal appraisals and interpretive studies.

Water quality was determined by a combi- nation of synoptic field measurements and laboratory analyses. Synoptic sampling consisted of 8 cross-sectional transects and a longitudinal transect with 28 mid-channel stations. Each cross- sectional transect included five vertical profiles of water temperature, dissolved oxygen concen- tration, pH, and specific conductance. Longi- tudinal transect stations were sampled at three depths (near the surface, middle of the water column, and at or near the bottom) for the same characteristics. Sampling was completed in 3 days or less, and was repeated approximately every 2 weeks from June through October 1991. Beginning in August 1991, water samples were collected at selected locations and analyzed for chlorophyll-a and pheophytin concentrations, as measures of phytoplankton biomass and phytoplankton-degradation products, respectively.
