The WRD is also designing a National Water Information System (NWIS) that will combine and integrate the existing National Water Data Storage and Retrieval System (WATSTORE), National Water Data Exchange (NAWDEX), and components of several other existing systems. The procedures and testing done in a market evaluation of 32-bit microcomputers are documented. The results of the testing are documented in the NWIS Project Office. The market evaluation was done to identify commercially available hardware and software that could be used for implementing early NWIS prototypes to determine the applicability of 32-bit microcomputers for data base and general computing applications. Three microcomputers will be used for these prototype studies. The results of the prototype studies will be used to compile requirements for a Request for Procurement (RFP) for hardware and software to meet the WRD 's needs in the early 1990's. The identification of qualified vendors to provide the prototype hardware and software included reviewing industry literature, and making telephone calls and personal visits to prospective vendors. Those vendors that appeared to meet general requirements were required to run benchmark tests. Since 1966, annual ground-water pumpage has exceeded estimates of mean annual recharge, and continued and increased stresses on the aquifer system of the valley are expected. In 1981 the U.S. Geological Survey began a 10-year program to develop a data base that could be used in evaluating future water-management alternatives for the valley.\r\n\r\nThis report tabulates existing water-level and water-quality data in order to provide a basis for the design of a ground-water monitoring network for Indian Wells Valley.\r\n\r\nWater-levels were measured in 131 wells during 1977-84. About 62 percent of the wells that have water-level measurements spanning at least 3 years during the period 1977-84 show a net water-level decline; the decline in 23 percent of the wells is greater than 5 feet. Water-quality samples from 85 wells were analyzed for major dissolved constituents. At selected wells water samples were also analyzed for nutrients and trace metals. Seventy-nine of the wells sampled contained water with concentrations of one or more dissolved constituents that equaled or exceeded U.S. Environmental Protection Agency primary or secondary maximum contaminant levels for drinking water. Dissolved-solids concentrations, which ranged from 190 to 67,000 milligrams per liter, equaled or exceeded 500 milligrams per liter (the Environmental Protection Agency secondary maximum contaminant level) in 85 percent of the sampled wells and 1,000 milligrams per liter in 59 percent.\r\n\r\nWater samples collected in 1984 from eight wells near the industrial-waste ponds of the China Lake Naval Weapons Center were analyzed for the presence of organic compounds designated 'priority pollutants' by the U.S. Environmental Protection Agency. Priority pollutants were detected in three wells. Trichloroethylene, methylene chloride, vinyl chloride, and chloroform were identified; concentrations were less than 10 micrograms per liter except for trichloroethylene and chloroform, at 94 and 12 micrograms per liter, respectively. The model can be used to compute water-surface elevations and flow discharges at any of 66 predetermined locations or at any alternative river cross sections definable within the network of channels. In addition, the model can be used to provide tidal-interchange flow volumes and to evaluate tidal excursions and the flushing properties of the riverine system. Comparisons of model-computed results with measured watersurface elevations and discharges demonstrate the validity and accuracy of the model. Tidal-cycle flow volumes computed by the calibrated model have been verified to be within an accuracy of ? 10 percent. Quantitative characteristics of the hydrodynamics of the tidal river are identified and discussed. It has been designed primarily to simulate recharge in large areas with variable weather, soils, and land uses, but it can also be used at any scale. The physical and mathematical concepts of the deep percolation model, its subroutines and data requirements, and input data sequence and formats are documented. The physical processes simulated are soil moisture accumulation, evaporation from bare soil, plant transpiration, surface water runoff, snow accumulation and melt, and accumulation and evaporation of intercepted precipitation. The minimum data sets for the operation of the model are daily values of precipitation and maximum and minimum air temperature, soil thickness and available water capacity, soil texture, and land use. Long-term average annual precipitation, actual daily stream discharge, monthly estimates of base flow, Soil Conservation Service surface runoff curve numbers, land surface altitude-slope-aspect, and temperature lapse rates are optional. The program is written in the FORTRAN 77 language with no enhancements and should run on most computer systems without modifications. Documentation has been prepared so that program modifications may be made for inclusions of additional physical processes or deletion of ones not considered important. In response, the U.S. Geological Survey has undertaken a pilot study in Colorado and Ohio to (1) determine the characteristics of current (1984) water-quality data-collection activities of Federal, regional, State, and local agencies, and academic institutions; and (2) determine how well the data from these activities, collected for various purposes and using different procedures, can be used to improve our ability to answer major broad-scope questions, such as:</p><p>A. What are (or were) natural or near-natural water-quality conditions?</p><p>B. What are existing water-quality conditions?</p><p>C. How has water quality changed, and how do the changes relate to human activities?</p><p>Colorado and Ohio were chosen for the pilot study largely because they represent regions with different types of waterquality concerns and programs. </p><p>The study has been divided into three phases, the objectives of which are: </p><p>Phase I--Inventory water-quality data-collection programs, including costs, and identify those programs that met a set of broad criteria for producing data that are potentially appropriate for water-quality assessments of regional and national scope. </p><p>Phase II--Evaluate the quality assurance of field and laboratory procedures used in producing the data from programs that met the broad criteria of Phase I. </p><p>Phase III--Compile the qualifying data and evaluate the adequacy of this data base for addressing selected water-quality questions of regional and national scope.</p><p>Water-quality data are collected by a large number of organizations for diverse purposes ranging from meeting statutory requirements to research on water chemistry. Combining these individual data bases is an appealing and potentially cost-effective way to attempt to develop a data base adequate for regional or national water-quality assessments. However, to combine data from diverse sources, field and laboratory procedures used to produce the data need to be equivalent and need to meet specific qualityassurance standards. It is these factors that are the focus of Phase II, which is described in this report. </p><p>In the first phase of this study, an inventory was made of all public organizations and academic institutions that undertook water-quality data-collection activities in Colorado and Ohio in 1984. Water-quality programs identified in Phase I were tested against a set of broad screening criteria. A total of 44 waterquality programs in Colorado and 29 programs in Ohio passed the Phase-I screen and were examined in Phase II. These programs accounted for an estimated 165,000 analyses in Colorado and 76,300 analyses in Ohio for 20 selected constituents and properties. Although qualifying programs included both surface- and ground-water sampling, they emphasized surface waters and produced few groundwater analyses (3,660 for Colorado and 470 for Ohio). </p><p>For Phase II, information about field and laboratory qualityassurance practices was provided by each organization and its supporting laboratories through questionnaires. This information was evaluated against a set of specific criteria for field and laboratory practices. The criteria were developed from guidelines published by public agencies and professional organizations such as the American Public Health Association, the U.Sc, Environmental Protection Agency, and the U.S. Geological Survey. These maps show annual runoff during water year 1984 in the northeastern region and in the Southern Blue Ridge Province.</p>\n<p>Runoff from the northeastern region during the 1984 water yr ranged from 12 to 55 in.; this was 25 to 55% &gt; average runoff for the 1951-80 period. Runoff from the Southern Blue Ridge Province during the 1984 water year ranged from 14 to 60 in.; this was 10 to 30% &gt; the average runoff for the 1951-80 period.</p>\n<p>A split sample analysis of the data for New York was conducted to evaluate the accuracy of the runoff mapping procedure used in this report. A runoff map was prepared using one-half of the data base. The map was then used to estimate runoff at the gaging stations that were not used to develop the map. The values estimated from the split-sample map were found to differ from the actual recorded values by 9.9%.</p>\n<p>The runoff maps are most accurate in areas with a relatively large concentration of gaging stations and little topographic variability. Conversely, the maps are least accurate in areas with few gaging stations and high topographic variability. Based on these criteria, those parts of the maps covering Connecticut, Massachusetts, New Jersey, and Rhode Island, are the most reliable. The least reliable parts of the maps are those along the North Carolina-Tennessee border and in parts of Maine.</p>","language":"English","publisher":"U.S. Geological
