This application was novel in the consideration of winter discharge records for the period of backwater effects due to ice. The current level of operation in Maine was identified as requiring a budget of $195,000 and having a total uncertainty of 374 cubic feet per second. Stream-gaging strategies were identified that could reduce the level of uncertainty in the system by as much as 45.8%, assuming the budgetary level remained constant. Alternately, practical stream-gaging strategies were also indentified that could reduce the total level of funding by as much as 19.2%, assuming the current level of uncertainty was deemed acceptable. Several alternatives of concurent budgeting and levels of uncertainty were identified. These relationships provide flexibility to the network manager. The results, documented in the report, were based on a sparse data base and should be applied in that context. Information on hydraulic properties of the basin fill, recharge from bordering mountain ranges, discharge by evapotranspiration, and exchange of water between aquifer and stream was available from previous measurements or estimates. The steady-state calibration procedure and subsequent transient simulations demonstrated that the original conceptualization can be reasonably simulated. An analysis of model sensitivity to increases and decreases in certain hydraulic properties indicated a low sensitivity to aquifer anisotropy and a low to moderate sensitivity to stream leakance and evapotranspiration rate. An analysis to investigate the effects of generalizing aquifer conductivity and recharge showed that flow components and water-level response to stress could be simulated adequately but that steady-state water-level conditions could not. During equilibrium conditions, recharge to and discharge from the basin was about 16,500 acre-feet per year. Modeling results indicated that by 1978 the storage depletion rate had reached 5,600 acre-feet per year resulting from a ground-water withdrawal rate of 10,500 acre-feet per year. The test hole was drilled in the SW 1/4 SE 1/4 sec. 34, T. 12 N. , R. 1 E., Yolo County, California, about 3 miles northeast of the town of Zamora. Drilled to a depth of 2,500 feet below land surface, the hole is cased to a depth of 190 feet and equipped with three piezometer tubes to depths of 947, 1,401, and 2,125 feet. A 5-foot well screen is at the bottom of each piezometer. Eighteen cores and 68 sidewall cores were recovered. Laboratory tests were made for mineralogy, hydraulic conductivity, porosity , consolidation, grain-size distribution, Atterberg limits, X-ray diffraction, diatom identification, thermal conductivity, and chemical analysis of water. Geophysical and thermal gradient logs were made. The hole is sampled periodically for chemical analysis and measured for water level in the three tapped zones. This report presents methods used to obtain field samples, laboratory procedures, and the data obtained. Using (1) the chemical compositions of water samples from two points along a flow path and (2) a set of mineral phases hypothesized to be the reactive constituents in the system, the program calculates the mass transfer (amounts of the phases entering or leaving the aqueous phase) necessary to account for the observed changes in composition between the two water samples. Additional constraints can be included in the problem formulation to account for mixing of two end-member waters, redox reactions, and, in a simplified form, isotopic composition. The computer code and a description of the input necessary to run the program are presented. Numbers exceeded 100,000 cells per milliliter at all stations sometime during the study. Concentrations decreased during late summer and autumn and were low during winter, except in January 1979 when numbers at most sites exceeded 100,000 cells per milliliter. The January 1979 bloom coincided with large discharges from Lake Okeechobee. During previous winters, discharges and algal numbers were lower. During other seasons, algal blooms occurred most frequently under low-flow or stagnant conditions. The upstream site at Moore Haven, which had the least discharge and was most stagnant, had consistently higher algal concentrations than downstream sites. Blue-green algae were dominant in the river during the summer at the upstream site throughout the year. The percentage of blue-green algae decreased downstream. Concentrations of nitrite plus nitrate nitrogen were inversely correlated with concentrations of algae and decreased to near zero during algal blooms. The low concentrations of these forms of inorganic nitrogen relative to other major nutrients probably favor blue-green algae and limit growth of other algae. Contributions by the basin tributaries to the nutritive condition of the river were small because concentrations of nutrients, algal growth potential, and algae in the tributaries were generally less than those in the river. This data file has been recompiled and updated through 1981. Some revisions of epicenters and intensities in the original file have been made, and intensities have been assigned to earthquakes that previously had none assigned. Only earthquakes that had epicenters within the boundary of the state are listed in table 1, even though earthquakes that had epicenters in bordering states or countries may have been felt or may have caused damage in the state. Intensity values were updated from data sources that were not available at the time or original compilation. Some epicenters were relocated on the basis of new information. The data shown in table 1 represent best estimates of the epicenter, magnitude, and intensity of each earthquake on the basis of historical and current information. Some of the aftershocks from large earthquakes are listed, but not all, especially for the earthquakes that occurred before seismic instruments were universally The analysis considered: the probability of spill occurrences based on historical trends; likely movement of oil slicks based on a climatological model; and locations of environmental resources which could be vulnerable to spilled oil. The times between spill occurrence and contact with resources were estimated to aid analysts in estimating slick characteristics. \r\n\r\nCritical assumptions made for this particular analysis were (1) that oil exists in the lease area, and (2) that 0.879 billion barrels of oil will be found and produced from tracts sold in sale 76. On the basis of this resource estimate, it was calculated that 3 to 4 oilspills of 1,000 barrels or greater will occur over the 30-year production life of the proposed sale 76 lease tracts. The results also depend upon the routes and methods chosen to transport oil from 0CS platforms to shore. \r\n\r\nGiven the above assumptions, the estimated probability that one or more oilspills of 1,000 barrels or larger will occur and contact land after being at sea less than 30 days is 0.36; for spills 10,000 barrels or larger, the probability is 0.22. These probabilities also reflect the following assumptions: oilspills remain intact for up to 30 days, do not weather, and are not cleaned up. It is noteworthy that over 90 percent of the risk from proposed sale 76 is due to transportation rather than production of oil. Statistical analysis techniques are applicable to both these problems and include techniques for sampling the data and determining their accuracy. In addition, techniques for hypothesis testing, or inferential statistics, are used when comparing the effects of variables. A comprehensive and valid accuracy test of a classification project, such as thematic mapping from remotely sensed data, includes the following components of statistical analysis: (1) sample design, including the sample distribution, sample size, size of the sample unit, and sampling procedure; and (2) accuracy estimation, including estimation of the variance and confidence limits. Careful consideration must be given to the minimum sample size necessary to validate the accuracy of a given. classification category. \r\n\r\nThe results of an accuracy test are presented in a contingency table sometimes called a classification error matrix. Usually the rows represent the interpretation, and the columns represent the verification. The diagonal elements represent the correct classifications. The remaining elements of the rows represent errors by commission, and the remaining elements of the columns represent the errors of omission. For tests of hypothesis that compare variables, the general practice has been to use only the diagonal elements from several related classification error matrices. These data are arranged in the form of another contingency table. The columns of the table represent the different variables being compared, such as different scales of mapping. The rows represent the blocking characteristics, such as the various categories of classification. The values in the cells of the tables might be the counts of correct classification or the binomial proportions of these counts divided by either the row totals or the column totals from the original classification error matrices. In hypothesis testing, when the results of tests of multiple sample cases prove to be significant, some form of statistical test must be used to separate any results that differ significantly from the others. In the past, many analyses of the data in this error matrix were made by comparing the relative magnitudes of the percentage of correct classifications, for either individual categories, the entire map or both. More rigorous analyses have used data transformations and (or) two-way classification analysis of variance. In the 1940's, the foodfish catch of Atlantic croakers was concentrated in Chesapeake Bay; in the 1950's and early 1970's, the catch was concentrated in the Gulf of Mexico; and in the late 1970's, the catch was concentrated in the South Atlantic States (Wilk 1981). Industrial and recreational catches of Atlantic croakers have been concentrated in the Gulf of Mexico, where the Atlantic croaker is the most important species of bottomfish for industrial uses (Knudsen and Herke 1978), and has ranked first, second, or third in number caught by recreational anglers, depending on survey year (Nakamura 1981). Today, Virginia or Delaware is considered to be the northern extent of the species. During climatically warmer periods, such as the 1930's and 1940's, the croaker extended its range north at least to New York, where it was commercially fished.
