Near-surface water (2-m depth) is sampled continuously while the vessel is underway; on station, water to depths of 100 m is sampled with a submersible pump. The system is comprised of commercially available instruments, equipment, and components, and of specialized items designed and fabricated by the authors. Data are read from digital displays, analog strip-chart recorders, and a teletype printout, and can be logged in disc storage for subsequent plotting. Data records made in San Francisco Bay illustrate physical, biological, and chemical estuarine processes, such as mixing and phytoplankton net production. Reports to the Court, not less frequently than annually, with copies to the Governors and the Mayor, were stipulated. Water-supply conditions at the beginning of the year were under a status of emergency resulting from drought, which had been declared by the Delaware River Basin Commission. With the filling of the reservoirs, the emergency was lifted April 27. Runoff of Delaware River at Montague, New Jersey, was 19 percent below median during the year as compared to 28 percent below median the previous year. By November, with reservoir storage again declining, reductions in both diversions and releases were imposed. To conserve supplies, reductions were effected on November 13 limiting New York City diversions at 680 mgd and New Jersey to 85 mgd, and the required discharge at Montague was targeted at 1,655 cfs. Water quality of the Delaware River and Estuary was monitored on a continuous basis at six sites for most of the year and on a monthly basis at ten sites to accurately locate the salt front. Highest chloride concentration observed at the Chester, PA, site was 870 mg/l November 4. The samples, in ascending sequence, show a gradual change in the spore-bisaccate ratio from a preponderance of spores to numerical dominance of bisaccate pollen grains. This change is interpreted to indicate a climatic trend toward increasing aridity. The trend is thought to represent the decreasing energy phase of the oldest of three depositional cycles posited by Lupe (1977, 1979). These estimates are from the frequency curves defined from the streamflow records. Short-term records for 66 sites were extended on the basis of long-term climatic records and a rainfall-runoff model. These frequency curves may provide the best estimates of floods at these gaged sites. Analyses of flood-frequency information from these gaged sites have been the basis for techniques (published previously) used in estimating flood magnitude and frequency at ungaged sites in South Dakota. </p><p>This report supplements flood-frequency information published earlier. It presents: Annual peak discharges colected during a 25-year period at 124 crest-stage partial-record stations; maximum observed and unit discharges determined for 124 crest-stage and 120 continuous-record gaging stations; updated flood-frequency curves for 120 crest-stage gages; a documentation of analytical procedures used; and a summary of the small-streams flood-peak data collection program in the State from 1955 to 1981. Maximum flood peaks determined at 244 partial- and continuous-record gaging stations and at 52 miscellaneous sites are compared with regional flood The analysis considered the probability of spill occurrences based on historical trends; likely movement of oil slicks based on a climatological model ; and locations of environmental resources which could be vulnerable to spilled oil. The times between spill occurrence and contact with resources were estimated to aid analysts in estimating slick characteristics. \r\n\r\nCritical assumptions made for this particular analysis were: (1) that oil exists in the lease area, (2) that either 0.228 billion (mean case) or 1.14 billion (high case) barrels of oil will be found and produced from tracts sold in sale 78, and (3) that all the oil will be found either in the northern or the southern portion of the lease area. On the basis of these resource estimates, it was estimated that 1 to 5 oilspills of 1,000 barrels or greater will occur over the 25 to 30-year production life of the proposed sale 78 tracts. The results also depend upon the routes and methods chosen to transport oil from OCS platforms to shore. \r\n\r\nGiven the above assumptions, the estimated probability that one or more oilspills of 1,000 barrels or larger will occur and contact land after being at sea less than 30 days is less than 15 percent for all cases considered; for spills 10,000 barrels or larger, the probability is less than 10 percent. These probabilities also reflect the following assumptions: oilspills remain intact for up to 30 days, do not weather, and are not cleaned up. It is noteworthy that over 80 percent of the risk of oilspill occurrence from proposed sale 78 is due to transportation rather than production of oil. The deep well is cased to a depth of 909 feet and open from 909 to 1,210 feet. The shallow well is cased to a depth of 563 feet and open from 563 to 600 feet. Chloride concentration of water from the deep well is 17 milligrams per liter.
