Because of the \"greenhouse effect,\" projected increases in atmospheric carbon dioxide levels might cause global warming, which in turn could result in changes in precipitation patterns and evapotranspiration and in increases in sea level. This report describes the greenhouse effect; discusses the problems and uncertainties associated with the detection, prediction, and effects of climatic change, and presents the results of sensitivity-analysis studies of the potential effects of climate change on water resources in the Delaware River basin.
\nOn the basis of sensitivity analyses, potentially serious shortfalls of certain water resources in the basin could result if some climatic-change scenarios become true. The results of basin streamflow-model simulations in this study demonstrate the difficulty in distinguishing effects of climatic change on streamflow and water supply from effects of natural variability in current climate. The future direction of basin changes in most water resources, furthermore, cannot be determined precisely because of uncertainty in current projections of regional temperature and precipitation. This large uncertainty indicates that, for resource planning, information defining the sensitivities of water resources to a range of climate change is most relevant. The sensitivity analyses could be useful in developing contingency plans on how to evaluate and respond to changes, should they occur.

This multidisciplinary approach provides multiple lines of evidence for evaluating water-quality status and trends, and for refining an understanding of the factors that affect water-quality conditions locally, regionally, and nationally. Water quality can be characterized by evaluating the results of qualitative and quantitative measurements of the algal community. Qualitative periphyton samples are collected to develop of list of taxa present in the sampling reach. Quantitative periphyton samples are collected to measure algal community structure within selected habitats. These samples of benthic algal communities are collected from natural substrates, using the sampling methods that are most appropriate for the habitat conditions. Phytoplankton samples may be collected in large nonwadeable streams and rivers to meet specific program objectives. Estimates of algal biomass (chlorophyll content and ash-free dry mass) also are optional measures that may be useful for interpreting water-quality conditions. A nationally consistent approach provides guidance on site, reach, and habitat selection, as well as information on methods and equipment for qualitative and quantitative sampling. Appropriate quality-assurance and quality-control guidelines are used to maximize the ability to analyze data locally, regionally, and nationally. The approach is to subdivide the process for obtaining sediment data into 3 parts: (1) field, (2) office, and (3) laboratory operations. The report also summarizes recommended goals for each subcategory. The quality assurance and quality control practices are described by stating the minimum acceptable activities that a district should conduct. For example, the plan describes field calibration of thermometers and standards used to calibrate a thermometer. The plan also proposes corrective actions if the quality control procedures identify a problem. The plan describes the formal reports prepared by a district that describe the completeness of sediment data and presents an evaluation of data obtained by the quality assurance program. Data were collected in three canals in Hyde County, two canals in Beaufort County, and in Campbell Creek, which receives drainage directly from the Beaufort County canals. A tide gate was placed in one of the Hyde County canals near the beginning of the investigation. In August 1990 following more than 2 years of data collection, control structures were placed in the remaining two Hyde County canals. Flashboard risers were installed in the Beaufort County canals in April 1991. Hydrologic and water quality data are presented for each of the study sites for the period of October 1990 through May 1992. Following a description of the study sites and data collection methods, data are presented for the five drainage canals and Campbell Creek. Anomalous major- and minor-element concentrations were based on baseline values established from element concentrations in streambed sediment in the basin. The largest number of anomalies occurred for antimony, arsenic, cerium, copper, and zinc; at least 10 percent of these element concentrations exceeded the threshold values of 0.7 mg/g (micrograms per gram), 8.5 mg/g, 57 mg/g, 40 mg/g, and 120 mg/g, respectively. Concentrations of arsenic as large as 31 and 61 mg/g occurred in streambed sediment formed from the pre-Tertiary metamorphic and intrusive rocks geologic unit and from the nonmarine sedimentary rocks geologic unit, respectively. These geologic units were probable sources of arsenic to smaller headwater streams; however, arsenic concentrations from these geologic sources rapidly attenuated downstream in the Yakima River. Geologic sources of arsenic were generally small in agricultural land-use areas; however, concentrations as large as 140 mg/g were found in samples of soils that were historically treated with the lead-arsenate pesticide. In addition, concentrations of lead, as large as 890 mg/g, occurred in these pesticide- treated soils. Streambed sediment formed from the pre-Tertiary metamorphic and intrusive rocks geologic unit also contained concentrations as large as 1,700 mg/g for chromium, 140 mg/g for cobalt, and 1,900 mg/g for nickel. Like arsenic, concentrations of chromium (in addition to mercury and nickel) were attenuated in the Yakima River.
