The U.S. Bureau of Land Management requested mineral surveys of about 11,921 acres of the approximately 15,000 acre wilderness study area. In this report \"wilderness study area\" refers to the 11,921 acres that were studied. The Dos Cabezas Mountains are in many ways a typical mountain range of the Basin-and-Range physiographic province. They are a northwest-trending block-faulted range separated from adjacent ranges by broad valleys. The range is about 22 mi long and 8 mi wide, and it reaches an elevation of 8,354 ft at Dos Cabezas Peaks, located about 2 mi west of the study area. The terrain of the area is rugged. Roadheads and trails provide adequate access for foot traverses.</p>\n<p>In the Dos Cabezas Mountains the Apache Pass fault zone is the major structural feature, barely skirting the southwest side of the study area. It extends several miles to the northwest and tens of miles to the southeast, across the Chiricahua Mountains beyond Apache Pass. It is typically made up of a pair of bounding faults and some anastomosing faults between them. The study area is underlain by a variety of sedimentary, igneous, and metamorphic rocks that provide only a fragmentary record of geologic events between Precambrian and Holocene times. A suite of metamorphic and igneous (primarily crystalline) rocks forms the basement terrain. Paleozoic and Mesozoic sedimentary rocks and also Paleozoic and Mesozoic volcanic rocks overlie the basement rocks but are extensively eroded away and may be covered. A pile of volcanic rocks of Late Cretaceous and Paleocene age caps the older rocks in much of the study area. Mid-Tertiary intrusive rocks underlie the eastern part of the study area as well as some very small, widely scattered additional localities. Camp Verde, the nearest major population center, is about 13 mi southwest of the road less area.</p>\n<p>The area boundary closely follows the rim of the steep-walled canyon cut by Wet Beaver Creek into the gently westward sloping surface of the Colorado Plateau. The mouth of the canyon and the western boundary of the roadless area are near the Mogollon Rim, an escarpment that marks the southwestern margin of the Colorado Plateau. Here, the plateau surface falls off sharply in the Verde Valley, and Wet Beaver Creek flows 12 mi farther west where it joins the Verde River, the master stream of the region.</p>\n<p>The maximum elevation within the area, just east of Hog Hill, is 6,470 ft. The lowest point, at 4,000 ft, is the stream bed of Wet Beaver Creek near the western area boundary. Topographic relief within the area ranges from 1,200 ft near the mouth of the canyon at Casner Butte to about 150 ft at the eastern boundary.</p>\n<p>Perennial springs, located south of Hog Hill, discharge about 1,200-1,500 gallons of water per minute into Wet Beaver Creek (Twenter and Metzger, 1963, p. 94).</p>\n<p>The western boundary of the roadless area and the mouth of Wet Beaver Creek canyon are accessible by Forest Service roads from either Camp Verde or the Sedona interchange on Interstate Highway 17. Various points along the canyon rim and the area boundary can be reached by unimproved roads, jeep trails, and pack trails. Sedona and 0ak Creek, the nearest population centers, are located, respectively, at the northwest corner and along the west boundary of the roadless area.</p>\n<p>The Rattlesnake Roadless Area includes the deeply embayed Mogollon Rim margin of the Colorado Plateau Province and part of the Werde Walley. The Werde Walley is a deeply dissected lacustrine basin, one of several tectonic basins in the Arizona transition zone that separate the Basin and Range Province from the Colorado Plateau Province. Here the plateau surface falls off abruptly to the Werde Valley, drained by the Werde River, the master stream of the region.</p>\n<p>The highest point in the roadless area is 6,834 ft at the basalt cap at the north end of Munds Mountain. The lowest point, about 3,480 ft, is along Dry Beaver Creek, near the southwest corner of the roadless area. The maximum relief, more than 2,000 ft, occurs between the Munds-Lee Mountain divide and the valley floors of bordering Oak Creek and Jacks Canyon. The relief between floor and upper canyon rims along the steep-walled and narrow Woods Canyon ranges from 900 ft to more than 1,400 ft; the east side of the canyon has the highest walls.</p>\n<p>Canyon rims in the roadless area are accessible by several four-wheel-drive trails across the plateau surface from points along Schnebly Hill Road and Highway I-17. Access to Jacks Canyon is by road and four-wheel-drive trail to Jacks Canyon Tank, about 4 mi up the canyon from Highway 179. Access to the head of Jacks Canyon is by foot or horse along a well-maintained trail. The Decree authorizes diversions of water from the Delaware River basin and requires compensating releases from certain reservoirs of the City of New York to be made under the supervision and direction of the River Master. Reports to the Court, not less frequently than annually, were stipulated. During the 1985 report year, December 1, 1984, to November 30, 1985, precipitation and runoff varied from below average to above average in the Delaware River basin. For the year as a whole, precipitation was near average. Runoff was below average. Operations were under a status of drought warning or drought from January 23, 1984, through the end of the report year. Below-normal precipitation the first half of the year resulted in decreased storage in the reservoirs to record low levels by March 1, 1985. Storage remained at record low levels from March through September. Above-normal precipitation in September and November served to break the drought and increase storage into the normal zone of the operating curves for the reservoirs. Diversions from the Delaware River basin by New York City did not exceed those authorized by the terms of the Amended Decree or those invoked by the several emergency conservation measures throughout the year. There were no diversions from the Delaware River basin by New Jersey during the year. Releases were made as directed by the River Master at rates designed to meet the Montague flow objective on 82 days between June 14 and September 28. Releases were made at conservation rates or at rates designed to relieve thermal stress in the streams downstream from the reservoirs at other times. Uses of data from the 139 stations are categorized into seven classes: Regional Hydrology, Hydrology Systems, Legal Obligations, Planning and Design, Project Operation, Hydrologic Forecasts, and Water Quality Monitoring. Sufficient use of surface water data collected from the stations justifies the continued operation of all stations.
