Coring operations were conducted in the west basin of Clear Lake during July and August 1980 to produce a regional Quaternary reference section. A 177-m-long core (CL-80-1) was taken, which also augments and extends a previous study of eight shorter cores collected from Clear Lake in 1973. Core CL-80-1 was continuously cored in 7.5 m of water, and 66.5 percent recovery was achieved. The sediments are composed primarily of clayey and silty sapropelic mud similar to those presently being deposited in the lake, and are interbedded with local coarse sand and gravel deposits and thin volcanic ash beds. Coring was terminated when coarse rounded gravel and cobbles of Franciscan assemblage lithology were encountered. The location of core CL-80-1 is between two other core sites of the 1973 series of cores, one of which (CL-73-4) is 115 m long and contains a well-defined, uninterrupted pollen and physical stratigraphic record from the present to about 130,000 years ago. Paleomagnetic and preliminary pollen analyses of core CL-80-1 are complete and comparison of these results with those of core CL-73-4 suggest that the new core represents a record from the present to about 175,000 years ago.

As part of this effort the U.S. Geological Survey research vessel, R/V SEA SOUNDER, conducted two cruises in 1978 and one cruise in 1979 (Table 1). A number of stations were occupied for various periods of time (Fig. 1) during which tidal current speed and direction data was recorded. Some 1978 data was obtained concurrently with bottom boundary layer experiments conducted with a large instrumented tripod system referred to as GEOPROBE (Cacchione and Drake, 1979).

One of the most obvious forms of this interaction is the formation of furrow-like gouges or the sea floor. These gouges are caused by wind- and current-driven ice masses that rake the seabed with their keels. Since the advent of side-scanning sonar about 1970, the morphology and character of these seabed features have been under study. The ground-water reservoir in Kings and Queens Counties had supplied an average of more than 120 million gallons per day for industrial and public water supply from 1904 to 1947. However, deterioration of groundwater quality from induced encroachment of salty ground-water caused the total cessation of pumping for public supply in Kings County in 1947 and in western Queens County in 1974. This investigation was designed to make a preliminary evaluation of the present groundwater quality and to review hydrologic information pertinent to the formulation of an appropriate development plan. Detailed hydrogeologic mapping was done to define the geometry of the ground-water system. The history of ground-water development and the consequent responses of ground-water levels and quantity were summarized. A well network was established to monitor ground-water levels and ground-water quality in Kings and Queens Counties. The distribution of chloride and nitrate in ground-water was used to identify contamination from salt-water intrusion and surface sources. A limited source of potable ground-water is available in the Magothy-Jameco and Lloyd aquifers; however, an accurate estimate of the quantity of water available or a draft rate suitable for maintaining a useable ground-water quality is undetermined. Annual water-level measurements are made by personnel from the Division of Water Resources, Kansas State Board of Agriculture, and from the U.S. Geological Survey . State-agency support for this cooperative program is provided by the Kansas Geological Survey.
Water-level measurements are made in mid-winter of each year, mostly in January, to minimize the effect of seasonal pumping. However, a few water-level measurements that are made in mid-winter of some years may reflect either the effects of recent pumping by the observation well or by nearby wells, or the effects of barometric-pressure changes. Thus, a significant change in water-levels for a particular well during a 1-year period may represent only a temporary condition, and any indication of a developing trend should be based on a comparison of changes that occur over a period of several years.
Hydrologic data in this report relate water-level changes from: (1) A \"base-reference year\" ( predevelopment year), (2) a year of abnormally high rainfall and minimum pumpage (1966 or 1974) , and (3) each of seven consecutive years of measurement (1975-81). The \"base-reference year\" is designated as 1940 for the southwestern area, 1944 for the south-central area, and 1950 for the northwestern and west-central areas (fig. 1). Water levels for the \"base-reference year\" are established by measurements made during that year and by interpretation of maps showing water-level altitudes. Depth to bedrock, used in computing saturated thickness of water-bearing deposits, are based on driller' s logs, reported depths of wells, and interpretation of maps showing the altitude of the bedrock surface.

This period saw the conclusion of the Hollister MWDM effort that has produced nearly continuous, high precision, line length measurements for the last 5 years. The establishment of an observatory similar to that used during the Hollister MWDM effort is underway near San Juan Bautista and both high precision vertical and horizontal measurements will commence in the near future. An interim measurement program was begun near Palmdale in Southern California during October 1980 and is continuing at the present time. Extensive electronic modification to the MWDM instrument has also been successfully completed during this reporting period. Each of these efforts will be discussed in more detail in the following sections of this report.

The probability of spill occurrences, likely movement of oil slicks, and locations of resources vulnerable to spilled oil were analyzed. The model predicted movement of the center of spill mass and estimated the times between spill occurrence and contact with various resources, to allow a qualitative assessment of oil characteristics at the time of contact; no direct computation was made of weathering and cleanup. The model also assumed that any oil spilled under ice would remain in place, unchanged, until spring breakup. Ice movements, or travel of oil under ice, if occurring, would affect the results in a manner not directly predictable at this time. The combined results of spill occurrence and spill movement predictions yielded estimates of the overall risks associated with development of the proposed lease area. Assuming that oil exists in the lease area (a 99.3-percent chance) it is estimated that the leasing of the tracts proposed for OCS Sale 71 will result in an expected 9.2 oilspills (of 1,000 barrels or larger) over the lease lifetime of 25 years. This estimate is based on historic oilspill accident data for platforms and pipelines on the U.S. OCS (Gulf of Mexico and California). The estimated probability that land will be contacted by one or more oilspills (of 1,000 barrels or larger) that have been at sea less than 30 days (not counting any time trapped under ice) is greater than 99.5 percent. If oilspill accident data for Prudhoe Bay, Alaska, is used in the analysis, it is estimated that 5.6 oilspills (1,000 barrels or larger) will occur over the lease lifetime. The estimated probability that one or more oilspills (1,000 barrels or larger)will occur and contact land is99 percent. The results of a recent experimental cleanup operation for oilspills under ice in Canadian Arctic waters showed a substantial degree of success; this should be considered in evaluating impacts of spills predicted by this model.
