Benthic chlorophyll a was sampled throughout the bay (maximum of 54 stations) at bimonthly intervals and at monthly intervals at up to 14 stations in the southern bay. Ancillary data collected concurrently with the benthic chlorophyll a data include sediment phaeopigment concentration and grain size; and water column salinity, temperature, chlorophyll a (in vivo The findings were to be submitted for inclusion in an Environmental Impact Statement being assembled by Land Management Services of Jackson, Wyoming. The study area is being considered for possible drilling sites in the near future.</p><p>The project area lies on the southwest slope of the Gros Ventre Mountain Range in the Cache Creek-Little Granite Creek area in Teton County, north-western Wyoming. A total of 16 prehistoric sites and isolated finds were recorded within or immediately adjacent to the study area boundaries. The total surface area covered amounted to 1857 acres (or 5.7%) of the 32,580 acres included in the study. An intensive surface evaluation was completed of all staked projects (well locations and access roads) in the survey area. Exploratory or evaluative testing is recommended for the Getty Reserve well location and in one area on the NCRA well access route. Some form of further evaluation is recommended at thirteen other localities.</p><p>Fieldwork was conducted during September, 1980, by archeologists from Archeological Services. Subsequent analysis included the application of a model of site predictability based on the statistical analysis of environmental factors, such as slope, aspect, vegetation, soils, fauna and proximity Streamflow varies seasonally. No flow was observed from the upper part of the basin in late winter (April). In the lower part of the basin springs support perennial flow in the Kugururok River and downstream along the Noatak. The discharge of the Noatak was 150 cubic feet per second in April 1978. During the summer, rainstorms are common, and runoff produces high flow. During August 1978, flow was normal in the basin; unit runoff averaged about 1 cubic foot per second per square mile. The Noatak is a gravel-bed stream of moderate slope. It drops about 1,800 feet in elevation from a point near the head waters to the mouth, a distance of 400 miles. Streambed material in most places is gravel, cobbles, and boulders, maximum riffle depths and pool widths increase in a downstream direction. Stream velocity in August 1978 increased from about 1 foot per second in the upper basin to about 4 feet per second in the lower reaches. High-water marks of the maximum evident flood were found at elevations from bankfull to 5 feet above bankfull. Maximum evident flood unit runoff rates were estimated to be less than 50 cubic feet per second per square mile. Scars produced by ice jams were seldom seen above bankfull. Bank erosion appears to be most active in the lowlands. Water in the Noatak River basin is virtually unaffected by man 's activity. Water quality varies with location, weather, season, and source; the water is normally clear, cool, and hard. During late winter sea water intrudes into the Lower Noatak Canyon. Benthic invertebrate community composition and variability suggest the river 's undiminished natural quality. The Secretary of the Department of the Interior has been designated by the Outer Continental Shelf Lands Act of 1953 (43 U.S.C. 1331-1343), as amended by the Outer Continental Shelf Lands Acts of 1978, to manage and regulate many of the activities that relate to the leasing, exploration, development, and production of the OCS mineral resources. Many of the Secretary's responsibilities have been delegated to the Bureau of Land Management (BLM) and the U.S. Geological Survey (USGS).</p><p>Under OCS Lands Act an Outer Continental Shelf Oil and Gas Information Program was created and is managed by the BLM and the USGS. Authorities and operating procedures are detailed in the Code of Federal Regulations at 30 CFR 252 and 43 CFR 3300.</p><p>Under this program regional indexes are prepared by the U.S. Geological Survey in conjunction with the Bureau of Land Management, and they list all relevant, actual, or proposed programs, plans, reports, environmental impact statements, and other lease sale information. User-defined plans of surface coal mining and agricultural development permit evaluation of potential changes in dissolved solids resulting from leaching of overburden material used to backfill mine pits and from withdrawal and return flow of irrigation water. Provision is made for simulation runs using increased streamflow from a proposed larger reservoir intended to replace the present Tongue River Reservoir. Simulations at mean streamflow indicated that mining 119,600 acres of federally leased coal tracts may increase by 4.8 percent the present annual dissolved-solids concentration in the Tongue River at Miles City. Simulations using the proposed Tongue River reservoir show substantial reductions in dissolved-solids concentration when paired with similar simulations using the present Tongue River Reservoir. When compared on a per-acre basis for the study area, the dewatering caused by irrigation increases dissolved-solids concentration more than the input of leachates from surface coal-mining operations. About 62 percent of this production was exported, 28 percent as phosphate rock and 34 percent is manufactured fertilizers and chemicals. The remainder was used domestically, largely (88 percent) for fertilizer and animal feed supplement to produce agricultural products (U.S. Bureau of Mines, 1981). A significant portion of these agricultural products was exported, so the phosphate rock that went into that portion was exported indirectly. Thus, most phosphate production is exported directly or indirectly and contributes to the U.S. balance of international payments. Although the marketable value of the phosphate rock produced in 1980 was only about $1.2 billion, the total value of the agricultural and chemical products depending on phosphate rock input is many times that. The continued ability of the U.S. phosphate industry to supply low-cost phosphate rock for export and domestic consumption is clearly of major importance to the
