The correlation and time-sampling error of the streamflow characteristic are considered in the generalized least squares method. Unregulated medium-flow, low-flow and high-flow characteristics were selected to be representative of the regional information that can be obtained from streamflow gaging station records for use in evaluating the effectiveness of continuing the present network stations, discontinuing some stations; and/or adding new stations. The analysis used streamflow records for all currently operated stations that were not affected by regulation and discontinued stations for which unregulated flow characteristics, as well as physical and climatic characteristics, were available. The state was divided into three network areas, western, northeastern, and southeastern Kansas, and analysis was made for three streamflow characteristics in each area, using three planning horizons. The analysis showed that the maximum reduction of sampling mean square error for each cost level could be obtained by adding new stations and discontinuing some of the present network stations. Large reductions in sampling mean square error for low-flow information could be accomplished in all three network areas, with western Kansas having the most dramatic reduction. The addition of new stations would be most beneficial for man-flow information in western Kansas, and to lesser degrees in the other two areas. The reduction of sampling mean square error for high-flow information would benefit most from the addition of new stations in western Kansas, and the effect diminishes to lesser degrees in the other two areas. Southeastern Kansas showed the smallest error reduction in high-flow information. A comparison among all three network areas indicated that funding resources could be most effectively used by discontinuing more stations in northeastern and southeastern Kansas and establishing more new stations in western Kansas. At Seattle, the December 15 high tide of 14.8 feet above MLLW (mean lower low water datum; 8.55 feet above the National Geodetic Vertical Daltum of 1929, or NGVD) was 0.1 foot higher than the 100-year high tide. At Neah Bay, near the western end of the Straits of Juan de Fuca, however, the high tide of 8.77 feet MLLW (4.55 feet NGVD) on that date was 3.2 feet lower than the 100-year high tide. This study has identified the observed December 15 high-tide elevations at many locations in the Puget Sound region. The observed high tide then was much higher than predicted in most of the Puget Sound region, primarily as the result of a very low barametric pressure. Little damage from wind waves was reported. Elevation profiles for the predicted and observed high tides on December 15 and for several other selected tide levels indicate an increase in the maximum height in the inland direction, except near Port Angeles, and show abrupt changes in tidal elevations at three constrictions - Admiralty Inlet, Tacoma Narrows, and Deception Pass. Increased pumpage from the 800-foot sand of the Kirkwood Formation has reversed an antecedent water-level recovery in this aquifer, thus reducing water in storage and increasing the potential for saltwater intrusion. Practicable approaches to providing a dependable water supply while properly managing withdrawals from the 800-foot sand include development of surface- and ground-water supplies but artificial recharging the 800-foot sand is the principal alternative discussed. Investigation of its feasibility locally included a review of methods of artificial recharge and attendant operational problems, investigation of local hydrogeologic conditions, and collection and interpretation of water-quality data. System design and quality of injected water are important for successful artificial recharge. Mixtures of water from the 800-foot sand and from a representative local public-supply system may become supersaturated with oxygen. Significant temperature differences between two such waters would likely exacerbate that condition. Limited chemical analyses suggest that suspended solids concentration of water from local public supplies may at times be high enough to cause clogging of recharge-well screens. These problems are soluable by appropriate conditioning of recharge water. Diablo earthquake sequence of January 24-26, 1980, was composed of Small and moderate earthquakes; the two largest shocks, on January 24 and 26, were of magnitudes (M) 5.5 and 5.6, respectively (Bolt and others, 1981). A 5.5 event is at the lower end of the range of earthquake magnitudes which cause observable ground failure (Youd and Perkins, 1978; Keefer, 1984). While none of the slope failures produced by the Greenville/Mt. Diablo earthquake sequence (GMDES) was larger than a few tens of cubic meters, they were both widespread in area (see map) and rich in variety, and thus have much to teach us about seismically induced slope failures in the San Francisco Bay area.</p>\n<p>This map depicts the location, type, and relative size of the ground failures observed during our reconnaissance, which began at 2:30 pm PST on January 24 and continued on January 25, 26, and 28 and February 6. Our observations were generally limited to that part of the Livermore region that is accessible by state and county roads.</p>\n<p>Information about the individual ground failures may be obtained from the map and the brief descriptions in table 1. The following text is a general discussion of the distribution and the mechanisms of the ground failures, followed by a discussion of the effects of wet winter conditions and of topographic amplification on the distribution and mechanisms of slope failure, and it concludes with a description of our (unsuccessful) efforts to locate any ground failures due to liquefaction. Correlation analysis indicated that water levels in the flood plain relate better to those in the river than those in the upgradient valley meadow. Water table surfaces showed that water moves parallel to the river with a small gradient toward the river. Water temperature data for the river had a large annual fluctuation. The temperature of well water from 0 feet below land surface had no fluctuation. The temperature of sloughs and shallow groundwater had intermediate fluctuations. Specific conductance data ranged from 264 microsiemens/cm at 25 C in sandhill wells to 1,540 microsiemens in the river. A groundwater flow model and simplified slough-temperature model showed that additional groundwater pumpage or lower river stage caused by upstream diversions would decrease groundwater inflow to the slough, with a corresponding water temperature decrease. A simulated artificial recharge project would increase groundwater inflow to the slough and increase water temperature in the slough. The simulation of a plan to pump groundwater to create wildlife-habitat ponds indicated that this would cause stream depletions each month, except during the nonpumping period, June through August. Simulations of steady-state conditions and historical ground-water withdrawals were consistent with observed data. The model was used to simulate the response of the aquifer system to an irrigation-development plan in the Pojoaque River basin. Storage is the main source of water; 34.05 cubic feet per second (86 percent of the withdrawal rate) was simulated to be withdrawn from storage after 50 years of withdrawals for irrigation development. The maximum simulated water-level decline was 334 feet, and the net simulated streamflow capture from the Rio Grande and the Santa Cruz, Pojoaque, and Santa Fe Rivers was 5.63 cubic feet per second (14 percent of the withdrawal rate). The sensitivity of the model was tested by varying aquifer characteristics to the limits of the plausible range. Change in hydraulic head in the Pojoaque River basin is most sensitive to hydraulic conductivity. The aquifer in the study area underlies 35 square miles. Aquifer width ranges from 0.1 to 1.5 miles and averages 0.5 miles. Saturated thickness ranges from zero to more than 140 feet and averages 22 feet. The aquifer is unconfined except west of the Grand Hogback, where artesian conditions were observed at several locations. Well yields usually are less than 25 gallons per minute. At the Meeker municipal well field in Agency Park, wells reportedly could yield more than 1,000 gallons per minute each. Based on nine aquifer tests, transmissivity ranges from 860 to 93,000 feet squared per day, and hydraulic conductivity ranges from 70 to 1,550 feet per day. The estimated total volume of water in storage in the aquifer in the study area is 103,000 acre-feet. Groundwater type in the eastern part of the study area is calcium bicarbonate; to the west, water type is sodium sulfate. Water in the aquifer is classified as very hard throughout the study area. Specific conductance generally increases from east to west. The upper 29 to 118 feet, a sand and gravel unit, is the aquifer tapped for water by all wells in the area. This unit is underlain by impermeable clay that is at least 100 feet thick. </p><p>Ground-water flow is northeastward at an estimated rate of 3 to 6 feet per day. Hydraulic conductivities in the aquifer range from 85 to 150 feet per day; 120 feet per day provided the best match of field data in a ground-water flow model. The depth to water ranged from 1 to 20 feet. </p><p>Chemical anlayses indicate that ground water is contaminated with organic chemicals from near the Hangar/Administration building at the U.S. Coast Guard Air Station to East Bay, about 4,300 feet northeast. The plume, which follows ground-water flow lines, ranges from 180 to 400 feet wide. In the upper reach of the plume, hydrocarbons less dense than water occur at the surface of the water table; they move downward in the aquifer as they move toward East Bay. Maximum concentrations of the major organic compounds include: benzene, 3,390 micrograms per liter; toluene, 55,500 micrograms per liter; xylene, 3,900 micrograms per liter; tetrachloroethylene, 3,410 micrograms per liter; and bis (2-ethyl hexyl) phthalate, 2,100 micrograms per liter. Soils are generally free of these hydrocarbons; however, in the vicinity of past drum storage, aircraft maintenance operations, and fuel storage and dispensing, as much as 1,100 micrograms per kilogram of tetrachloroethylene and 1,500 micrograms per kilogram of bis (2-ethyl hexyl) phthalate were detected. A total of 162 genera from 8 insect orders and 8 non-insect orders were documented. Numbers of organisms per sample ranged from 0 to 3,700. Counts generally were greater during low streamflow. Diptera (two-winged flies) were the most numerous organisms and the percent composition of Diptera increased downstream. Organisms associated with both unpolluted and polluted streams were collected. The assignment of taxa into trophic groups placed most taxa into the burrowers-sprawlers-clingers (habits) groups and primary and secondary consumer (food-web) groups. General community structure, however, remained balanced and stable. Mean diversity indices ranged from 2.21 to 2.82 and similarity indices indicate better than 50% consistency of composition. Mean diversity indices were greatest in the middle part of the Piceance Creek basin. The distribution of benthic invertebrates collected indicated that no deleterious water quality conditions existed during the study period. Differences in benthos communities within and between sites are attributed to differences in water discharge, water temperature, substrate, and chemical quality of water. Application of multiple linear regression techniques indicates that statistically significant correlations exist between properties of basins determined from maps and measured streamflow characteristics. This suggests that corresponding characteristics of ungaged basins can be estimated. Streamflow frequency characteristics can be estimated from regional equations developed for southeast, south-central and Yukon regions. Statewide or modified regional equations must be used, however, for the southwest, northwest, and Arctic Slope regions where there is a paucity of data. Equations developed from basin characteristics are given to estimate suspended-sediment values for glacial streams and, with less reliability, for nonglacial streams. Equations developed from available specific conductance data are given to estimate concentrations of major dissolved inorganic constituents. Suggestions are made for expanding the existing data base and thus improving the ability to estimate hydrologic characteristics for Alaskan streams. By 1960, however, the estimated catch had dropped to slightly more than 3.6 million kg (8 million lb), according to Walburg and Nichols (1967). Pollution, overfishing, and dams constructed across streams that prevent shad from reaching their spawning grounds have caused partial or total depletion of stocks (Hildebrand 1963).
