At Seattle, the December 15 high tide of 14.8 feet above MLLW (mean lower low water datum; 8.55 feet above the National Geodetic Vertical Daltum of 1929, or NGVD) was 0.1 foot higher than the 100-year high tide. At Neah Bay, near the western end of the Straits of Juan de Fuca, however, the high tide of 8.77 feet MLLW (4.55 feet NGVD) on that date was 3.2 feet lower than the 100-year high tide. This study has identified the observed December 15 high-tide elevations at many locations in the Puget Sound region. The observed high tide then was much higher than predicted in most of the Puget Sound region, primarily as the result of a very low barametric pressure. Little damage from wind waves was reported. Elevation profiles for the predicted and observed high tides on December 15 and for several other selected tide levels indicate an increase in the maximum height in the inland direction, except near Port Angeles, and show abrupt changes in tidal elevations at three constrictions - Admiralty Inlet, Tacoma Narrows, and Deception Pass. Increased pumpage from the 800-foot sand of the Kirkwood Formation has reversed an antecedent water-level recovery in this aquifer, thus reducing water in storage and increasing the potential for saltwater intrusion. Practicable approaches to providing a dependable water supply while properly managing withdrawals from the 800-foot sand include development of surface- and ground-water supplies but artificial recharging the 800-foot sand is the principal alternative discussed. Investigation of its feasibility locally included a review of methods of artificial recharge and attendant operational problems, investigation of local hydrogeologic conditions, and collection and interpretation of water-quality data. System design and quality of injected water are important for successful artificial recharge. Mixtures of water from the 800-foot sand and from a representative local public-supply system may become supersaturated with oxygen. Significant temperature differences between two such waters would likely exacerbate that condition. Limited chemical analyses suggest that suspended solids concentration of water from local public supplies may at times be high enough to cause clogging of recharge-well screens. These problems are soluable by appropriate conditioning of recharge water. The area studied encompasses 85 sq mi, or 68% of the town 's 125-sq mi area. The groundwater reservoir underlying the area consists of unconsolidated gravel, sand, silt, and clay of Holocene, Pleistocene, and Late Cretaceous age that have been divided into eight geologic units. The maximum total thickness of the unconsolidated deposits is about 1,500 ft. Precipitation is the sole source of groundwater recharge in the area. The average annual precipitation, as recorded at Valley Stream during 1927-83, was 42.62 in. The water table altitude in the 1980 's has recovered and equalled or exceeded that before the regional drought of 1962-66. The potentiometric surfaces in the Magothy and Lloyd aquifers are still somewhat below those before the drought but are recovering throughout most of the area. The report presents 10 maps showing the surface altitude of the geologic units as well as the potentiometric altitudes of the three major aquifers. Also included are six geologic sections, four hydrographs, and several graphs presenting the data that was collected. More than one million acre-feet of ground water is stored in five major glacial aquifers, outwash sand and gravel, beneath 340 square miles. About 58 million acre-feet is stored in bedrock, in the Niobrara marl aquifer, the Codell sandstone aquifer, and the Dakota sandstone aquifer. Recharge of aquifers by infiltration of precipitation totals 31 ,000 acre-feet annually. Effects of increased ground-water withdrawals generally have been small for glacial aquifers and large for some bedrock aquifers. Water levels declined 0.6 to 4 feet in glacial aquifers during 1978-80 within a mile of irrigation wells pumping 300 to 1,000 gallons per minute. In contrast, water levels declined 40 feet near a well pumping 1 ,500 gallons per minute from the Niobrara aquifer because of small artesian storage. Artesian pressure of the Dakota aquifer declined about 200 feet between 1909 and 1979 because of large withdrawals through flowing wells. The availability of surface water is limited because streams are ephemeral and have large flows only during spring of wet years. Most of the lakes are small, semipermanent, and shallow. Most surface water in the study area contains low concentrations of dissolved solids but most of the ground water is very hard and slightly saline. Some ground water has a very high-salinity hazard for irrigation. Water from the Niobrara and Codell aquifers also has a high sodium hazard and high boron concentrations. A monitoring program was begun by the U.S. Geological Survey in 1978 to quantify the implacts of construction process. Sediment information was collected daily at six gaging stations located above, below, and within the construction area. Yields of suspended sediment from the active construction area ranged from 9,580 to 15,700 tons per square mile per year. Surrounding suburban terrain yielded 428 to754 tons per square mile per year. However, the size of the construction project was small in comparison to the surrounding suburbs contributing sediment. The Geological Survey is unique among government organizations because it has neither regulatory nor developmental authority--its sole product is information that is made available equally to all interested parties. \r\n\r\nThis report describes the Water Resources Division's mission, organization, source of funds, and major programs. Three types of programs are described: long-term programs, which include the Federal-State cooperative program, coordination of Federal water-data acquisition, assistance to other Federal agencies, the national research program, the national water-data exchange, the water resources scientific information center, the national water-use information program, hydrologic-data collection, and international hydrology activities; topical programs, which include hazardous waste hydrology, coal and oil-shale hydrology, regional aquifer system analyses, acid rain, volcano hazards, and national water-resources conditions; and technical-assistance programs. Emphasis is on programs that will contribute to identifying, mitigating, or solving nationwide water-resources problems in the 1980's. The groundwater density, although variable with distance, is assumed to be constant in time. The Integrated Finite Difference grid elements in the code follow the geologic strata in the modeled area. If appropriate, the determination of hydraulic head in confining beds can be deleted to decrease computation time. The strongly implicit procedure (SIP), successive over-relaxation (SOR), and eight different preconditioned conjugate gradient (PCG) methods are used to solve the approximating equations. The use of the computer program that performs the calculations in the numerical code is emphasized. Detailed instructions are given for using the computer program, including input data formats. An abundance of data at many crest-stage stations and a lack of data for urban area and flat-slope areas indicated a need for a shift in the number, type, and locations of gages. Extensive correlations and comparisons of annual peak flows and watershed characteristics of 96 sites resulted in a reduced network of 25 stations that could potentially be used as index sites. The adequacy of the reduced network for development and verification of regional flood-frequency equations was tested by comparing a set of regional flood-frequency equations developed using data from the full network with a set developed using data from the reduced network. The results indicate that the crest-stage gage network can be reduced to 25 stations and still provide adequate information for future flood-frequency analyses. The annual recharge volumes commonly are much greater or smaller than the long-term average annual recharge. A comparison of two methods of estimating annual recharge indicates that, in Santa Maria Valley, a seepage-loss method is comparable to a water-level-change method. Both methods indicate that recharge was about 600,000 acre-feet during 1978-80. By the seepage-loss method, annual recharges for 1978, 1979, and 1980 are estimated as 290,000, 130,000, and 190,000 acre-feet. Using the water-level-change method, annual recharges during 1978, 1979, and 1980 are estimated at 230,000, 190,000, and 160,000 acre-feet. A log-Pearson Type III probability distribution of annual flows gaged on the Sisquoc River indicates that average annual recurrence intervals of recharge events equal to those of 1978, 1979, and 1980 are 20, 4, and 10 years. Data uses and funding sources were identified for the 68 continuous-record stream gages currently (1984) in operation with a budget of $408,700. Three stream gages have uses specific to a short-term study with no need for continued data collection beyond the study. The remaining 65 stations should be maintained in the program for the foreseeable future. In addition to the current operation of continuous-record stations, a number of wells, flood-profile gages, crest-stage gages, and stage stations, are serviced on the continuous-record station routes; thus, increasing the current budget to $423,000. The average standard error of estimate for data collected at the stations is 34.6%. Standard errors computed in this study are one measure of streamflow errors, and can be used as guidelines in comparing the effectiveness of alternative networks. By using the routes and number of measurements prescribed by the ' Traveling Hydrographer Program, ' the standard error could be reduced to 31.5% with the current budget of $423,000. If the gaging resources are redistributed, the 34.6% overall level of accuracy at the 68 continuous-record sites and the servicing of the additional wells or gages could be maintained with a budget of approximately $410,000. The State Water Resources Board has tested five site that it proposes to develop for a public supply of 3 million gallons per day. A digital model was used to determine how withdrawal at this rate from alternative combinations of wells would affect water levels and streamflow. Results show that withdrawal of 3 million gallons per day would have a minimal effect on water levels, but that withdrawal at this rate from some well combinations could cause the Chipuxet River to have little or no flow for 90 consecutive days on the average of 1 year in 20. Quality of ground water is generally good, but leaching of fertilizers applied to croplands, which overlie much of the aquifer, has caused locally excessive concentrations of nitrate. Induced infiltration of surface water through organic sediments that line the bottoms of ponds and streams also seems to be the cause of elevated concentrations of manganese in water from some heavily pumped wells.
