The stratigraphy of this complex and heretofore poorly known interval is reported here in order to provide a basis for correlation among the structural blocks in the range. Inferred depositional environments of the upper part of the Minturn Formation are described briefly.</p>\n<p>The upper part of the Minturn contains numerous occurrences of stratiform uranium and copper that were examined and sampled in order to document the concentration and distribution of metals within the established stratigraphic framework. The independent variables required for estimating flood discharge for rural streams are contributing drainage area and mean annual precipitation. Main-channel slope, a variable used in previous reports, was found to contribute very little to the accuracy of the relations and was not used. The regression equations are applicable for watersheds with drainage areas less than 2,500 square miles that are not significantly affected by regulation from manmade works. These relations are presented in graphical form for easy application.\r\nLimitations on the use of the regression relations and the reliability of regression estimates for rural unregulated streams are discussed. Basin and climatic characteristics, log-Pearson Type III statistics and the flood-frequency relations for 226 gaging stations in Oklahoma and adjacent states are presented.\r\n\r\nRegression relations are investigated for estimating flood magnitude and frequency for watersheds affected by regulation from small FRS (floodwater retarding structures) built by the U.S. Soil Conservation Service in their watershed protection and flood prevention program. Gaging-station data from nine FRS regulated sites in Oklahoma and one FRS regulated site in Kansas are used. For sites regulated by FRS, an adjustment of the statewide rural regression relations can be used to estimate flood magnitude and frequency. The statewide regression equations are used by substituting the drainage area below the FRS, or drainage area that represents the percent of the basin unregulated, in the contributing drainage area parameter to obtain flood-frequency estimates. Discharge ratings for the gates on Lock and Dam 14, at Le Claire, Iowa, were developed from current-meter discharge measurements made in the forebays of the gate structures. Methodology is given to accurately compute the vertical gate openings of the tainter gates. Discharge coefficients, in equations that express discharges as a function of tailwater head, headwater head, and vertical height of gate opening, were determined for conditions of submerged-orifice and free-weir flow. A comparison of the rating discharge to the hydraulic model rating discharges is given for submerged orifice flow for the tainter and roller gates. Two were drilled in the Yakima River canyon between Ellensburg and Yakima--one to 602 feet in the Burbank Creek valley and the other to 1,019 feet near the mouth of Umtanum Creek. A third well was drilled to 725 feet in the Badger Pocket area of the Ellensburg-Kittitas valley. A test well near George, Washington, was deepened from 975 to 1,610 feet and three piezometers were installed in this interval. The Burbank Creek, Umtanum Creek, and George test wells are completed in basalts and associated interflow zones of the Yakima Basalt Subgroup of the Columbia River Basalt Group. The Badger Pocket well penetrated more than 725 feet of unconsolidated materials without reaching the basalt. Specific capacities of the Umtanum Creek and George wells after 20 hours of pumping were 190 and 160 to 190 gallons per minute per foot of drawdown, respectively. Specific capacity of the Burbank Creek well after flowing for 24 hours was 32.5 gallons per minute per foot of drawdown. The Badger Pocket well was not tested for water yield. Ground-water flow above the Bearpaw Shale can be divided into two general flow patterns. An upper flow pattern occurs in aquifers at depths of less than about 200 feet and occurs primarily as localized flow controlled by the surface topography. A lower flow pattern occurs in aquifers at depths from about 200 to 1,200 feet and exhibits a more regional flow, which is generally northward toward the Yellowstone River with significant flow toward the Powder and Tongue Rivers. \r\n\r\nThe chemical quality of water in the shallow ground-water system in the study area varies widely, and most of the ground water does not meet standards for dissolved constituents in public drinking water established by the U.S. Environmental Protection Agency. Water from depths less than 200 feet generally is a sodium sulfate type having an average dissolved-solids concentration of 2,100 milligrams per liter. Sodium bicarbonate water having an average dissolved-solids concentration of 1,400 milligrams per liter is typical from aquifers in the shallow ground-water system at depths between 200 and 1,200 feet. \r\n\r\nEffects of surface coal mining on the water resources in the northern Powder River Basin are dependent on the stratigraphic location of the mine cut. Where the cut lies above the water-yielding zone, the effects will be minimal. Where the mine cut intersects a water-ielding zone, effects on water levels and flow patterns can be significant locally, but water levels and flow patterns will return to approximate premining conditions after mining ceases. Ground water in and near active and former mines may become more mineralized, owing to the placement of spoil material from the reducing zone in the unsaturated zone where the minerals are subject to oxidation. Regional effects probably will be small because of the limited areal extent of ground-water flow systems where mining is feasible. \r\n\r\nResults of digital models are presented to illustrate the effects of varying hydraulic properties on water-level changes resulting from mine dewatering. The model simulations were designed to depict maximum-drawdown situations. Samples of water were analyzed for volatile organic compounds, trace metals, and organochlorine and organophosphorous compounds. Surficial-bed material was analyzed for extractable trace metals and organochlorine compounds. Water samples from two closely spaced sampling locations along Raccoon Creek contained elevated concentrations of methylene chloride (455 and 1800 micrograms/L, respectively), a volatile organic solvent. Bed-material samples taken from Little Timber and Birch Creeks contained elevated levels of trace metals and organochlorine compounds, including polychlorinated biphenyls (PCB's). Contaminant concentrations in bed-material samples taken from Raccoon Creek were much lower than those found previously by the U.S. Geological Survey in 1980. Only a trace of PCB 's was detected in any bed material sample taken from Racoon Creek. Gas chromatographic flame-ionization detector scans, performed on solvent extracts of all water and sediment samples, were useful in characterizing the presence or absence of organic contaminants in those samples. Changes in the character of organic contamination along the reaches of two streams were apparent when the fingerprints of chromatograms representing upstream sites were compared to those representing downstream sites. At Seattle, the December 15 high tide of 14.8 feet above MLLW (mean lower low water datum; 8.55 feet above the National Geodetic Vertical Daltum of 1929, or NGVD) was 0.1 foot higher than the 100-year high tide. At Neah Bay, near the western end of the Straits of Juan de Fuca, however, the high tide of 8.77 feet MLLW (4.55 feet NGVD) on that date was 3.2 feet lower than the 100-year high tide. This study has identified the observed December 15 high-tide elevations at many locations in the Puget Sound region. The observed high tide then was much higher than predicted in most of the Puget Sound region, primarily as the result of a very low barametric pressure. Little damage from wind waves was reported. Elevation profiles for the predicted and observed high tides on December 15 and for several other selected tide levels indicate an increase in the maximum height in the inland direction, except near Port Angeles, and show abrupt changes in tidal elevations at three constrictions - Admiralty Inlet, Tacoma Narrows, and Deception Pass. An abundance of data at many crest-stage stations and a lack of data for urban area and flat-slope areas indicated a need for a shift in the number, type, and locations of gages. Extensive correlations and comparisons of annual peak flows and watershed characteristics of 96 sites resulted in a reduced network of 25 stations that could potentially be used as index sites. The adequacy of the reduced network for development and verification of regional flood-frequency equations was tested by comparing a set of regional flood-frequency equations developed using data from the full network with a set developed using data from the reduced network. The results indicate that the crest-stage gage network can be reduced to 25 stations and still provide adequate information for future flood-frequency analyses. Increased pumpage from the 800-foot sand of the Kirkwood Formation has reversed an antecedent water-level recovery in this aquifer, thus reducing water in storage and increasing the potential for saltwater intrusion. Practicable approaches to providing a dependable water supply while properly managing withdrawals from the 800-foot sand include development of surface- and ground-water supplies but artificial recharging the 800-foot sand is the principal alternative discussed. Investigation of its feasibility locally included a review of methods of artificial recharge and attendant operational problems, investigation of local hydrogeologic conditions, and collection and interpretation of water-quality data. System design and quality of injected water are important for successful artificial recharge. Mixtures of water from the 800-foot sand and from a representative local public-supply system may become supersaturated with oxygen. Significant temperature differences between two such waters would likely exacerbate that condition. Limited chemical analyses suggest that suspended solids concentration of water from local public supplies may at times be high enough to cause clogging of recharge-well screens. These problems are soluable by appropriate conditioning of recharge water. Data uses and funding sources were identified for the 68 continuous-record stream gages currently (1984) in operation with a budget of $408,700. Three stream gages have uses specific to a short-term study with no need for continued data collection beyond the study. The remaining 65 stations should be maintained in the program for the foreseeable future. In addition to the current operation of continuous-record stations, a number of wells, flood-profile gages, crest-stage gages, and stage stations, are serviced on the continuous-record station routes; thus, increasing the current budget to $423,000. The average standard error of estimate for data collected at the stations is 34.6%. Standard errors computed in this study are one measure of streamflow errors, and can be used as guidelines in comparing the effectiveness of alternative networks. By using the routes and number of measurements prescribed by the ' Traveling Hydrographer Program, ' the standard error could be reduced to 31.5% with the current budget of $423,000. If the gaging resources are redistributed, the 34.6% overall level of accuracy at the 68 continuous-record sites and the servicing of the additional wells or gages could be maintained with a budget of approximately $410,000. A monitoring program was begun by the U.S. Geological Survey in 1978 to quantify the implacts of construction process. Sediment information was collected daily at six gaging stations located above, below, and within the construction area. Yields of suspended sediment from the active construction area ranged from 9,580 to 15,700 tons per square mile per year. Surrounding suburban terrain yielded 428 to754 tons per square mile per year. However, the size of the construction project was small in comparison to the surrounding suburbs contributing sediment. Data from seven stations are summarized for 1970-79. Water entering the North Platte River upstream from Casper generally is more mineralized and degraded than the water in the North Platte River or in the tributaries entering the river downstream from Casper. The average dissolved solids concentration was about 320 mg/L at the upper sampling station and about 430 mg/L just downstream from Casper. This increase is typical of many other constituents. The mean fecal-coliform concentration at the upper station was about 8 colonies/ml and about 4,000 colonies/100 ml at the station downstream from Casper. Concentrations of some constituents periodically were greater than maximum recommended for drinking water supplies. About 24% of the dissolved solids concentrations were more than 500 mg/L. Some selenium concentrations exceeded the limit of 10 micrograms/L mandated for public water supplies. Large concentrations of copper, zinc, and ammonia indicate that these constituents might be a problem for sensitive aquatic life. The model consolidates habitat use information into a framework appropriate for field application, and is scaled to produce an index between 0.0 (unsuitable habitat) to 1.0 (optimum habitat).
