The Ogallala aquifer, which consists of unconsolidated sand, gravel, and clay, is the principal source of ground water in Texas County. Saturated thickness ranged from 0 feet to over 600 feet. The estimated value used for specific yield in most of the areas was 0.15 but 0.05 was used in some places. Hydraulic conductivity ranged from 0 to more than 200 feet per day, and recharge ranged from 0.2 to 2.2 inches per year.</p><p>Irrigation pumpage was estimated using crop acreage and estimate of irrigation requirements. For projection simulations with large stress, a reasonable maximum stress using a minimum of 4 wells per square mile and 1972 pumping rate per well, if saturated thickness was more than 38 feet, was used.</p><p>Four types of boundaries were used in the model. They are:</p><p><ol><li>A zero-flux (impermeable) boundary on the perimeter of the modeled area.<br></li><li>A constant-head boundary for a reach of the Cimarron River.<br></li><li>A boundary which is a constant-head boundary initially but converts to an impermeable boundary (depending on the potentiometric gradient at the boundary) for a reach of Beaver River, Palo Duro Creek, and south of Palo Duro Creek.<br></li><li>A boundary which is a partially penetrating stream with leaky-stream bed for parts of Beaver River and Coldwater Creek.<br></li></ol></p><p>The base period for calibration was 1966. The model was calibrated by a simulation from 1966 to 1968 in which pumpage was modified until the 1968 calculated heads matched closely the 1968 observed heads. The model was verified by a simulation from 1966 to 1972, using the 1966 to 1972 pumpage stress, in order to determine the degree of conformity between 1972 calculated heads and 1972 observed heads. Climate, therefore, is significantly controlled by complex interaction of energy flows near and at the terrestrial surface. When man alters this delicate energy balance by his use of the land, he may alter his climatic environment as well. Land use climatology has emerged as a discipline in which these energy interactions are studied; first, by viewing the spatial distributions of their surface manifestations, and second, by analyzing the energy exchange processes involved. Two new tools for accomplishing this study are presented: one that can interpret surface energy exchange processes from space, and another that can simulate the complex of energy transfers by a numerical simulation model. Use of a satellite-borne multispectral scanner as an imaging radiometer was made feasible by devising a gray-window model that corrects measurements made in space for the effects of the atmosphere in the optical path. The simulation model is a combination of mathematical models of energy transfer processes at or near the surface. Integration of these two analytical approaches was applied to the Washington-Baltimore area to coincide with the August 5, 1973, Skylab 3 overpass which provided data for constructing maps of the energy characteristics of the Earth's surface. A regression model, relating flood-peak discharge to concurrent rainfall and antecedent soil moisture conditions, was used to simulate 67-year records of annual peak discharges. Flood-frequency characteristics were determined for the simulated annual peaks and for the observed annual peaks at each of 22 gaging stations. Drainage area, bank-full channel conveyance, and percentage of urban development were used as independent variables; and weighted flood-frequency discharges were used as dependent variables in the multiple regression analysis.&nbsp;</p>\n<p>Relationships applicable to unregulated streams were developed for predicting floods with recurrence intervals of 2, 5, 10, 25, 50, 100, and 500 years. Drainage basins ranged in area from 1.33 to 182 square miles. S. Geological Survey on the southeastern U. S. Atlantic Continental Margin to assess conditions and hazards that might cause or distribute oil spills or other pollutants, or constrain petroleum exploration or development of the area. These detailed investigations were requested and funded by the Bureau of Land Management to carry out its responsibility under the Outer Continental Shelf (OCS) Lands Act of 1969. Because of the energy crisis the decision had been made to lease on the southeastern continental shelf. A variety of studies had to be mounted quickly for input into decisions concerning the environment that would affect or constrain which lease tracks would be offered. The first lease sale, Lease Sale 43, took place in March 1978, and the environmental information on which this lease sale was based came in part from this initial effort and in part from a wide variety of pertinent data assembled from the literature by the Bureau of Land Management's Environmental Assessment Division. The compilation of relevant data for the Environmental Impact Statement for Lease Sale 43 also pointed up deficiencies in environmental knowledge in a number of areas. Statistical summaries of probable diversions from the South Platte River based on a 27-year period of historical flows indicate that an average-annual diversion of 96,000 acre-feet and a median-annual diversion of 43,000 acre-feet would be available. Diversions would sustain water in ponds for waterfowl habitat for an average of about five months per year, with a miximum pond surface area of about 300 acres with the median diversions and a maximum pond surface area of about 1,250 acres at least one-half of the years with the historic diversions. If the annual diversion were 43,000 acre-feet, recharge to the two alluvial aquifers would raise water levels sufficiently to create flowing streams in the channels of Beaver and Badger Creeks while allowing an increase in current ground-water pumping. The only area of significant waterlogging would be along the proposed delivery canal on the west edge of Badger Creek valley. If the total water available were diverted, the aquifer system could not transmit the water fast enough to the irrigation areas to avoid considerable waterlogging in the recharge areas.
