In mid-January flooding occurred in the foothills of the Sierra Nevada and in the central coast area. In late January and mid-February, high floodflows in streams in coastal southern California caused much damage and several deaths. The Tijuana River in northern Baja California (Mexico) and southern San Diego County flooded many square miles of lowlands as its flow during two separate flooding episodes exceeded all records. Most reservoirs in San Diego County spilled, several for the first time since their completion. Lake Elsinore, in eastern Riverside County, caused much damage to lakeside property as it filled to an elevation not reached since 1916. </p><p>The February flooding in southern California was caused by a series of storms separated by short intervals. Some peaks of record were observed, and streamflow throughout the area remained high for a relatively long period. In many streams, the volumes of sustained flow for periods of 7 and 15 consecutive days were the greatest that have occurred during the period of record.</p>","language":"English","publisher":"U.S. The wells tap aquifers at or below the altitude of the spring discharge.</p><p>Water levels in some wells on Sagebrush Flat, and in a well 27 miles to the northeast in an area of no ground-water development, show slight fluctuations that may correspond to annual variations in precipitation. However, hydrographs of most wells on Sagebrush Flat show water-level declines and rises that correspond with the beginning and end of the pumping season. The discharge of Rattlesnake Springs started to decrease at about the beginning of the 1978 pumping season and did not start to increase until after most pumping was stopped.<br></p><p>The water level in deep aquifers beneath Sagebrush Flat is at a lower altitude than in shallow aquifers, and water moves down well boreholes from shallow aquifers to deeper aquifers. The most recent, and perhaps the worst in historical times, occurred in November, 1974 (Fathauer, 1975). Evidence of storm surge events is exhibited in sea-floor stratigraphy as well as shoreline flooding and indicates that significant widespread changes in sea-floor sedimentation take place (Nelson and Creager, 1977). These changes have implications for installations on the sea floor and for mass transport of pollutants.</p><p>This paper describes the interbedded sand layers found in southern Norton Sound off the modern Yukon Delta that are deposited by the storm surge events. Such deposits are evident in both modern and ancient deposits of epicontinental shelves (Hays, 1967; Howard and Reineck, in press; Anderton, 1976.). These graded sand layers in very shallow water mimic many of the features of thin-bedded turbidite sands, although the shallow water deposits are thought to have a very different mechanism of deposition related to storm surge processes.</p><p>Two factors in the oceanographic setting of northern Bering Sea magnify the effects of storm surge. The sea floor is very shallow (less than 20 m deep over wide areas) particularly in Norton Sound. Consequently there is intensive wave reworking which causes extensive sea-floor erosion, mass movement, displacement, and offshore progradation of significant amounts of sediment during storm surges; The second factor is a system of strong dynamic_ bottom currents that can move large amounts of sediment northward to Chukchi Sea during normal weather. Much more sediment is moved when the current is reinforced by relaxing of the sea surface set-up caused by storm surge (Fig. 1) (Flemming and Heggarty, 1966; Coachman et al., 1976; Cacchione and Drake, 1979; Schumacher and Tripp, 1979).</p><p>Another important influence on the sedimentation in southern Norton Sound is the effect of seasonal processes on the Yukon River delta, During the winter months from November to May the Yukon River averages 40,000 cfs when the ice-covered river is fed mainly by base flow (Dupre, 1976). The headwater areas are mountainous with steep, relatively narrow channels. Land in the headwater areas is heavily forested, but small towns and farms are common in the valleys of large streams. Downstream, the basin is characterized by low hills and wider stream channels. Land in this part of the basin is also predominantly forested; however, large agricultural and urban areas are common. The results of a laboratory experiment are shown for comparison. A calibration procedure to determine detector efficiency is given for application to borehole probes. It is shown that the response of a crystal can be separated in terms of geometric effects and instrumentation effects. It is also shown that approximating crystal detectors with point detectors in mathematical theory is grossly oversimplified. They are also useful for constructing a spectral estimate of earth noise at a quiet site based on noise samples obtained from a network of globally distributed sites. It is hoped that the spectra will be usefull for other purposes as well. </p><p>The term 'noise' is used here to describe the ambient signals recorded during a quiet period when earthquake signals have not been detected by visual inspectino of the analog seismogram. The total recorded noise is the sum of instrumental noise, environmental noise (such as effects of temperature, pressure, wind), earth background noise from both natural and cultural sources, and very possibly low-level signals from earthquakes that cannot be visually identified. It is not possible to separate and quantify the signals generated by these independent noise sources using a single sample of station data, although instrumental problems may be indicated by gross changes of noise levels, if the changes are not in the microseismic bands. Since seismic data at the SRO and ASRO stations are recorded in a digital format, spectral computations can be automated so that station noise levels can be monitored as part of data-review procedures. The noise spectra presented in this study are intended to serve as an initial baseline against which relative changes in noise levels can be measured. </p><p>Total noise power was computed separately for the short- and long-period bands, which are recorded separately at the stations. Power spectral densities were derived by averaging the spectral estimates of a number of contiguous dat segments. The mean value and slope were removed from each segment, cosine-tapered windows were applied, and the estimates were obtained using a fast Fourier transform. In the short-period analyses 16 segments were used, each segment being 1024 samples in length. Because the sampling interval is .05 seconds, the total record length is nearly 13.7 minutes. Normally, the short-period SRO and ASRO data are recorded in an event-only mode. However, several days of continuous short-period data were acquired from most stations for the purpose of this study. Where there was appreciable diurnal variation in short-period noise, spectral data were computed for both day and night intervals. In most cases the long-period spectral densities were obtained by averagin the estimates from 16 data segments, each segment having a length of 2048 samples. Since the long-period sampling interval in 1 second, the total record length used was nearly 9.1 hours. In a few instances, a smaller number of segments was averaged. Spectral data were computed from the vertical-component short-period signals and all three components of long-period signals. All of the spectral plots have been corrected for known instrument response and presented in units of earth displacement. </p><p>With a few exceptions, the samples of noise data used were acquired during the early months of 1980, winter at some of the stations and summer at others. The starting times for the intervals analyzed are listed in Table 1. A seasonal variation of noise levels in microseismic bands is to be expected. However, none of the stations were experiencing a noticeably high level of microseisms during the intervals analyzed. The SRO systems have extended both the range and resolution of seismic measurements beyond the limits of conventional seismographs and the data are recorded in digital format making it convenient to automate processing and analysis. The SRO network now comprises 12 stations and one additional station will be installed. The data produced by the SRO network, and other digital systems being installed to supplement the SRO network, will be collected by the U.S. Geological Survey's Albuquerque Seismological Laboratory, organized into network-day tapes, and made available to research organizations throughout the world. The network-day tapes are particularly unique and useful data files as they will contain not only seismic data but all of the information needed by an analyst to interpret the data, including station constants and calibration and other instrumental parameters. Hoffman (in preperation) describe these tapes and the format used in their compilation. </p><p>The global digital data base for seismology is still relatively limited in terms of both geographical and temporal coverage. For this reason there is a tendency, perhaps, to stretch the applicability of the available data beyond the intended purposes. The danger in this is compounded by the fact that computer processing and analysis often can be done without even looking at the waveforms, and it is done with deceptively high computational precision that belies the basic accuracy of the measurements. The day may be passing when seismologists have a hands-on familiarity with the data acquisition systems, but clearly it is as important as ever that they have a knowledge of the capabilities and limitations of the instruments. </p><p>The primary objective of the SRO network was to lower the threshold of event detection in the long-period band. This was achieved by using a newly-developed borehole seismometer that is capable of resolving both vertical and horizontal components of earth background noise at the quietest sites on earth. Another objective was to accommodate a large range of signla amplitudes. This was achieved by using an advanced digital recording systems which provides at least 110 dB of separation between system noise levels and clipping levels in the principal bands of interest. The broadband capability was not an initial program requirement and is not being fully utilized at present, but it adds significantly to the research potential of the network. The SRO systems have proven to be reliable in operation and the general quality of the data is excellent. </p><p>Every seismograph has functional limits of accuracy, and the SRO system is no exception. The chief purpose of this report is to define these limits for the SRO system and provide the most accurate calibration data currently available. At the same time we will describe the testing program in sufficient detail so that the data user can make his own judgments regarding the effectiveness and accuracy of the tests. This report is not a final statement; further work is needed in some areas to completely define the SRO system, in some cases purely for academic reasons.
