Through 1978, OCS oil and gas leases had yielded \\$40.5 billion in gross production value and produced over \\$28.3 billion in direct revenue to the federal government.</p><p>Policies and procedures for managing the oil and gas resources of the OCS were established by Congress in the Outer Continental Shelf Lands Act of 1953. The Department of Interior was given the central responsibility for carrying out this management role in the 1953 Act; this responsibility has been re-established in the 1978 Amendments to the OCS Lands Act. As stated in the 1978 legislation, the goals of OCS management are to:</p><p style=\"padding-left: 60px;\" data-mce-style=\"padding-left: 60px;\">...preserve, protect and develop oil and natural gas resources in a manner which is consistent with the need (A) to make such resources available to meet the Nation's energy needs as rapidly as possible... (C) to insure the public a fair and equitable return on the resources of the Outer Continental Shelf, and (D) to preserve and maintain free enterprise competition.</p><p>As part of its continuing effort to monitor the effectiveness of federal policies relating to OCS oil and gas resources, the Conservation Division of U.S. Geological Survey, Department of Interior, has sponsored the research which is the basis for the present report. These studies showed generally that ground water contributed throughout the reach is saline, but that loads of dissolved constituents in ground-water accretions are highest in three subreaches. Yields per mile of river channel from these subreaches during the low-flow studies averaged more than 5.5 tons of dissolved solids per day, of which more than 1.8 tons were sodium and 2.9 tons were chloride.</p>\n<p>Salt-load trend studies for three long-term continuous streamflow and daily water-quality stations show that the salinity of the flow upstream from Ira (mile 826.3) increased significantly after 1963 but decreased significantly after 1970. Part of the reach upstream from Ira is proximate to oil fields. The production and open-pit disposal of oil-field brines in the area increased significantly in the early 1960's; but a ban on open-pit disposal was enacted in 1969. No significant downward trend of salinity in flow at other daily water-quality stations downstream from Ira occurred after the ban on open-pit disposal of oilfield brines.</p>\n<p>The low-flow and salt-load trend studies indicate that part of the salinity in the flow of the Colorado River has resulted from the inflow of oil-field brine; but preponderant evidence indicates that the major part of the salinity is of natural origin. Neither the ban on open-pit disposal nor pumping of saline ground water has significantly reduced the salinity of flow downstream from Cuthbert (mile 810.6).</p>\n<p>Diversion of saline low flows from the Colorado River at mile 799.3 upstream from Colorado City since January 1969 has resulted in significant improvement in the quality of water. A summary of the historical data from 24 sites throughout Florida indicate that the principal ionic composition of atmospheric precipitation samples is calcium-sodium and bicarbonate-chloride with an average specific conductance of 32 micromhos per centimeter at 25 C. Historically, much of the sampling focused on primary nutrients and selected trace elements. Historical data indicate that nitrogen and phosphorus concentrations averaged 1.1 and 0.1 milligrams per liter, respectively. The limited trace metal data indicate that motor-vehicle activity may have a significant impact on local precipitation quality. Lead, for example, was measured in concentrations of as much as 2,400 micrograms per liter in samples collected in a highly populated, commerical area in south Florida. Statistical testing indicated that most major inorganic constituents, primary nutrients, and trace metals were significantly differnet among the sampling sites. The pH data indicated a range of about 5.0 to 7.0, but only limited pH data were collected and analyzed at the historical sites in such a timely manner as to represent pH conditions of the atmospheric precipitation during active rainfall. A critical review of the historical data suggested that while they may reflect local atmospheric quality conditions they likely do not define baseline conditions from a regional perspective. The application of these data were generally limited regarding regional extrapolation due to lack of standardization of sampling techniques, variable methods of sample preservation, nonuniform sampling intervals, variable sample sizes, and different periods of record. When supporting data from water analyses are available, the value of the cementation exponent m can be determined more precisely. Data for this study were taken from logs of oil-test wells, Amstrat sample studies, drill-stem tests and water test wells in parts of Montana, North and South Dakota, and Wyoming. The preferred resistivity curves for apparent water resistivity (Rwa) analyses are the deeply focused laterolog and the induction log. The standard electric log can be used if the drilling mud is not saturated with salt. The preferred porosity logs are the sonic, sidewall neutron, compensated neutron, and the density logs. Older, uncalibrated neutron curves can be empirically calibrated in some instances, however, resulting porosities are frequently anomalous when compared to those determined from core or modern logs. When apparent water resistivity is determined for many wells, the data can be plotted and contoured to outline areas of recharge, direction of probable ground-water movement, and location and salinity of brine areas. Statistical summaries of probable diversions from the South Platte River based on a 27-year period of historical flows indicate that an average-annual diversion of 96,000 acre-feet and a median-annual diversion of 43,000 acre-feet would be available. Diversions would sustain water in ponds for waterfowl habitat for an average of about five months per year, with a miximum pond surface area of about 300 acres with the median diversions and a maximum pond surface area of about 1,250 acres at least one-half of the years with the historic diversions. If the annual diversion were 43,000 acre-feet, recharge to the two alluvial aquifers would raise water levels sufficiently to create flowing streams in the channels of Beaver and Badger Creeks while allowing an increase in current ground-water pumping. The only area of significant waterlogging would be along the proposed delivery canal on the west edge of Badger Creek valley. If the total water available were diverted, the aquifer system could not transmit the water fast enough to the irrigation areas to avoid considerable waterlogging in the recharge areas. The disturbance or disturbances appear to have culminated at different times in different parts of the region, ranging from 57 m.y. ago in the eastern San Gabriel Mountains to about 70 m.y. ago in the southern Mojave Desert. </p><p>The region can be subdivided into three parts on the basis of potassium-argon dating: (1) An inner area of anomalous ages in which the rocks yield apparent potassium-argon ages that indicate complete or nearly complete resetting of the isotopic system. (2) An outer area in which the rocks yield apparent ages that are, or approach, emplacement ages. (3) A zone separating these two areas from which rocks yield discordant apparent ages on coexisting mineral pairs. This discordant zone varies in width from about 6 to 12 km and grades inward to rocks reset to the degree that they yield concordant potassium-argon apparent ages on coexisting mineral pairs and outward toward rocks that yield near-concordant apparent ages. Rocks from the center and the inner parts of the discordant zone yield the most discordant apparent ages. </p><p>Contouring of the apparent ages defines the extent of the reset region that occurs on both sides of the San Andreas fault. The apparent ages can be contoured across the fault, although the position of the fault is well defined by abrupt deflection of the contours parallel to the fault. The reverse fault bounding the north side of the San Bernardino Mountains mayor may not be reflected by offset contours; correlation of possible offset features across the fault is uncertain. Several northwest-trending faults on the Mojave Desert strongly disrupt the contours but do not show the right-lateral displacements that have been attributed to them on the basis of apparent offsets of geologic features. These faults may have a component of vertical movement, and it is not known what effect this might have on the contours; even a small amount could be profound. </p><p>The cause of the isotopic disturbance is not well understood, as the area of most complete resetting does not appear to be coincident with any single batholithic mass. The apparent-age contours cross the boundaries of individual plutons, and the configuration of the contours shows no apparent relation to the shapes of plutons or groups of plutons. Even though there does appear to be a lack of correlation between individual plutons or batholith-size collections of plutons, this lack of correlation may be more apparent than real. It is possible that some of the plutons within the area of anomalous ages are part of an extensive batholithic mass of which only the uppermost part is exposed. </p><p>An alternative interpretation of the anomalous ages is that a continuing post-emplacement heat source generated by continued under thrusting of the Pacific plate beneath North America caused the region to remain at elevated temperatures such that argon retention by minerals datable by potassium-argon methods was not possible for some time after pluton emplacement. As suggested by Coney and Reynolds (1977), possibly the angle of underthrusting was shallower than when the Transverse Range plutons were emplaced. </p><p>Locally, the youngest ages show a spatial relation to the Vincent thrust fault and its correlatives. If this fault is the cause of the region-wide resetting, it has to have extended under most of the western part of southern California. </p><p>The configuration of the anomalous-age zone is roughly coincident with the position of the Transverse Ranges, the recently discovered southern California uplift, a relatively shallow high-velocity zone in southern California, and the projection of the Murray fracture zone. The transition zone between freshwater and saltwater is represented in this report by a series of maps showing the depths to chloride concentrations of 250, 1,000, 10,000, and 18,000 milligrams per liter. The maps are based on chloride concentrations obtained from self-potential logs as well as from water-quality analyses. </p><p>Depths to the designated chloride concentrations generally increase inland from the coast except in New Jersey where they are greatest along the coast and in North Carolina where depths to the 10,000 and 18,000 milligrams per liter concentrations are greatest beneath Pamlico Sound. The transition zone between 250 and 18,000 milligrams per liter of chloride is generally 1,500 to 2,300 feet thick except in part of North Carolina, where it is less than 1,000 feet. </p><p>Depths to 250 and 1,000 milligrams per liter of chloride are probably controlled by the natural flow pattern of fresh ground water. Areas where these concentrations are relatively shallow generally coincide with areas of natural ground-water discharge. Depths to 10,000 and 18,000 milligrams per liter of chloride, and the occurrence offshore of ground water that is fresher than seawater, is attributed to long-term hydrologic conditions during which sea level fluctuations of a few hundred feet recurred several times. In Upper Klamath Lake, average accumulation rates range from 0.9 mm/yr at a site in Howard Bay to 12.5 mm/yr at a location near the input from Agency Lake. Divers collected cores, approximately 50 cm long, from eight locations in Upper Klamath Lake and from one location in Lake Euwana; coring sites were chosen to represent a variety of sedimentary environments. Plots of excess <sup>210</sup>Pb activity versus depth show that a sediment-mixing layer, ranging from 5 to 20 cm in thickness, is below the sediment-water interface at all coring locations; the mixing is due to biological activity, wave and current action, and gas generation. Two cores show changes in accumulation rates during the past 100-150 years that are probably related to changes in land use. X-radiographs indicate the presence of pumice layers and allow assessment of biological activity; these two kinds of information are important to the interpretation of <sup>210</sup><span id=\"_mce_caret\" data-mce-bogus=\"1\" data-mce-type=\"format-caret\">P</span>b activity data. Trace-metal contents were determined to establish baseline information. The eight cores from Upper Klamath Lake contain much lower concentrations of all metals measured (Cd, Cu, Cr, Fe, Pb, Mn, and Zn) than are found in other lacustrine environments. The core taken from Lake Euwana contained higher concentrations of metals than the cores collected from Upper Klamath Lake.</p><p>This study was initiated in response to a concern that possible rapid accumulation of sediments in Upper Klamath Lake poses a threat to the lake's ability to support economically critical activities. Much of the latter increase is due to depletion by agricultural use and irrigation return water with salts leached from soils under cultivation.</p><p>Forty sites in three agricultural areas--Fort Mojave, Bard Valley, and Palo Verde Valley--were sampled to describe the dissolved-solids concentrations in return flows. Emphasis was on Palo Verde Valley.</p><p>In the Fort Mojave area, the dissolved-solids concentration of Colorado River water was about 700 mg/L, while the concentration in water at the tile-drain convergence averaged about 2,500 mg/L. In the closed sump that presently receives all irrigation return, concentrations ranged from 812 to 1,760 mg/L.</p><p>In Bard Valley, water diverted from the river had an annual mean dissolved-solids concentration of about 835 mg/L. During the study, concentrations in the two main drains carrying irrigation return water ranged from 953 to 1,290 mg/L.</p><p>Selected drains in Palo Verde Valley were sampled several times to determine dissolved-solids loads from subareas within the valley. Loads determined in this study were compared with those of an earlier study. In agreement with the earlier study, loads were found to be largest from three subareas in the southern half of the valley and comparatively small from the four subareas in the northern half. Smaller loads were found in this study from all subareas, however.
