Simulations of predevelopment steady-state and historical pumping conditions were used to fit the model. Projections of water-level declines were made based on the condition of no additional development and the condition of a 0.44 percent annual increase in irrigation withdrawals to 1990 and a 0.88 percent annual increase in nonirrigation withdrawals to 2020. Based on no additional development, projected maximum water-level declines from 1980 were 31 feet in 2000 and 59 feet in 2020. The amount of recoverable water remaining in the aquifer as simulated by the model was 24.6 million acre-feet in 2000 and 22.4 million acre-feet in 2020, compared to an estimated 28 million acre-feet in 1980, with increased withdrawals, projected maximum declines were 33 feet in 2000 and 67 feet in 2020. As simulated by the model, 24.4 million acre-feet of recoverable water remained in 2000 and 21.8 million acre-feet remained in 2020. The sensitivity of the model to variation in hydraulic conductivity, specific yield, and recharge was tested over their range of uncertainty. Projected water-level declines were most sensitive to specific yield. In response to changes in specific yield, declines varied by as much as 6.2 feet from the standard simulation to 2020 with no additional development. Twenty-six public systems tap these aquifers for all or part of their supply. The county contains two types of sand and gravel aquifers--unconfined aquifers which are at or near the land surface, and semiconfined aquifers which are overlain by one or more till members. A map of water levels in unconfined and semiconfined aquifers shows that moraines and other topographically high features are ground-water divides of local flow systems. Distances from ground-water divides to discharge areas are a few miles or less. The quality of the ground water is good for most uses, although treatment may be required to reduce hardness (median concentration is 340 milligrams per liter) and dissolved iron (median concentrations is 140 micrograms per liter). Ground water is a calcium magnesium bicarbonate type. The range of specific conductance is from 260 to 1,170 micromhos. Values are higher near towns. Wells probably yield less than 5 gallons per minute. Ground water is a sodium or mixed cation carbonate/bicarbonate type with dissolved-solids concentrations ranging from about 300 to 700 milligrams per liter. No relationship between water chemistry and well depth or location is apparent. Brazil Creek flows 1 cubic foot per second or less about 25 percent of the time and has no flow about 15 percent of the time. Water in Brazil Creek is a mixed cation carbonate/bicarbonate type. Dissolved-solids concentrations upstream from old and recent mines ranged from 30 to 100 milligrams per liter whereas concentrations downstreams from the mines ranged from 50 to 600 milligrams per liter. Excessive levels of cadmium, chromium, lead, and mercury at times preclude use of water from Brazil and Rock Creeks for public supply. Maximum suspended-sediment discharge, in tons per day, was 2,500 for Brazil Creek and 3,300 for Rock Creek. Silt-clay particles with diameters less than 0.062 millimeter were the dominant sediment size. Preliminary results show sediments are typical of other San Francisco Bay study sites, ranging from coarse sands to fine silt-clays. The sediments are enriched in manganese and low in organic carbon; iron is moderately enriched, with acid-extractable iron concentrations of 162-3,521 micro-g/g. Sediment concentrations of silver, zinc, lead, and cadmium measured between April and July are reported. Previous area studies have shown increased concentrations during autumn and winter, a period not covered in the data set. Due to insufficient data, interpretations are incomplete. Clam-tissue burdens for silver and zinc are similar to those found in Corbicula from pristine areas. Lead concentrations are typically below the 2-micrograms/g detection level. Within this system, the eastern part of the Tulare aquifer, which has an area of approximately 681 square miles, was simulated by means of a numerical ground-water flow model. The model estimates the yearly average recharge rate for that part of the aquifer lying west of the James River to be approximately 23,000 acre-feet per year. This rate is considerably more than the estimated 1978 yearly average irrigation pumpage rate of 9,800 acre-feet per year. It is expected that, since pumping will reduce discharge from the aquifer through evapotranspiration and flow to the James River, this part of the aquifer would be able to supply irrigation water at recent pumpage rates for an indefinite period. For that part of the aquifer lying east of the river, estimated recharge is 6,800 acre-feet per year; a rate slightly smaller than the estimated 1978 yearly average irrigation pumpage rate of 7,200 acre-feet per year. It is estimated that this part of the aquifer would be able to supply irrigation water at 7,200 acre-feet per year for approximately 50 years, at which time excessive drawdown would begin to cause reduced well yields at several locations. Data uses and funding sources were identified for the 140 complete record streamflow-gaging stations operated in Kansas during 1983 with a budget of $793,780. As a result of the evaluation of the needs and uses of data from the stream-gaging program, it was found that the 140 gaging stations were needed to meet these data requirements. The average standard error of estimation of streamflow records was 20.8 percent, assuming the 1983 budget and operating schedule of 6-week interval visitations and based on 85 of the 140 stations. It was shown that this overall level of accuracy could be improved to 18.9 percent by altering the 1983 schedule of station visitations. A minimum budget of $760 ,000, with a corresponding average error of estimation of 24.9 percent, is required to operate the 1983 program. None of the stations investigated were suitable for the application of alternative methods for simulating discharge records. Improved instrumentation can have a very positive impact on streamflow uncertainties by decreasing lost record. Information on documented instances of ground-water contamination and sources of potential contamination from land disposal of wastes was provided by the Wisconsin Department of Natural Resources. Available data provide an overview of ground water quality but may be insufficient for assessment of ground-water contamination from land disposal of wastes. Many sources of potential ground-water contamination (landfills, surface waste-storage impoundments, and buried tanks) are known. Some of these are probably causing local ground-water contamination that is not apparent from available regional data. Information needs for assessment of ground-water contamination from land disposal of wastes include improved understanding of both ground-water hydrology and the chemical behavior of specific contaminants in the environment. Temporary storage within the bed plays an important role in solute movement. Three different models of bed-storage processes are developed for conservative solutes. One model assumes the bed is a well-mixed, nondiffusing, nonreacting zone. Solute flux into the bed is then proportional to the difference between stream and bed-solute concentrations. A second model assumes that solute is transported within the bed by a vertical diffusion process. The bed-solute concentration, which matches the stream concentration at the interface, varies with depth in the bed according to Fick 's law. A third model assumes convection in the downstream direction occurs in certain parts of the bed, while the mechanism of the first model functions elsewhere. Storage of absorbing species is assumed to occur by equilibrium adsorption within streambed particles. Uptake rate is described by an intraparticle diffusion process. Model equations were solved using finite element numerical methods. Models were calibrated using data from a 24-hour injection of conservative chloride and adsorptive Sr ions at Uvas Creek near Morgan Hill, California. The central highlands received 3 to 10 inches of precipitation that was augmented by snowmelt to altitudes of 10,000 feet. The storm was preceded by extremely large amounts of rainfall and runoff in November and was followed by other periods of high runoff in January and March 1979. In some areas flood peaks in November, January, or March were higher than the peak of December 1978. \n\nAt Winslow, the discharge of the Little Colorado River in December 1978 was the highest since at least 1952. The discharge of the Gila River above the San Francisco River was probably the highest since at least 1891, and in the Safford Valley, the peak was the highest since 1916. The Agua Fria River below Waddell Dam had the highest discharge since 1919. \n\nThe flood of December 1978 caused 12 deaths and caused damage that was probably in excess of $150 million in Arizona and west-central New Mexico. Damage was estimated to be $51.8 million in Maricopa County, Arizona. Floods caused extensive agricultural damage along the Gila River in Virden Valley in New Mexico and in Duncan, York, and Safford Valleys in Arizona. Duncan, Arizona, was flooded with as much as 7 feet of water. \n\nThe flood crest on the Gila River in December 1978 moved from Redrock, New Mexico, to Duncan, Arizona, in about 6 hours, which is more rapid than during other recent floods but is comparable to the travel-time recorded in 1941. Travel-time in the reach varies with discharge and is about 14 hours for discharges of 10,000 cubic feet per second and 5 hours for discharges of more than 40,000 cubic feet per second. \n\nWater-conservation reservoirs on the Gila, Salt, Verde, and Agua Fria Rivers and a flood-control reservoir on the Gila River had a major influence on the magnitude of floods downstream from the reservoirs. All runoff from the Gila River basin upstream from Coolidge Dam, Arizona, during the floods of November 1978 to January 1979 was stored in San Carlos Reservoir, and major flooding was averted along the Gila River between Coolidge Dam and Salt River. Minor flooding occurred along the Gila River downstream from San Pedro River. Floods in central and western Maricopa Count, Arizona, were caused by the release of water from full reservoirs on the Salt, Verde, and Agua Fria Rivers, but peak discharges and duration of the floods were much less than would have occurred if the reservoirs had not been in place. \n\nFlow continued in the Salt River through Phoenix until May 1979. Floodwater was stored in the flood-control reservoir above Painted Rock Dam on the Gila River in order to prevent major damage along the Gila and Colorado Rivers. Water was released from Painted Rock Dam until January 1980. The over-lying surficial aquifer contains a water table and is coupled to the Floridan aquifer by leakage term that represents flow through a confining layer separating the two aquifers. Under the steady-state condition, all storage terms are set to zero. Use of the head-controlled flux condition allows simulated head and flow changes to occur in the Floridan aquifer at the model boundaries. Procedures used to calibrate the model, test its sensitivity to input-parameter errors, and validate its accuracy for predictive purposes are described. Also included are attachments that describe setting up and running the model. Seasonal regression and seasonal Kendall trend analysis techniques were applied to two monthly data sets at each station site for four different time periods. A recently developed method for determining optimal water-discharge data-collection frequency was also applied to the monthly water-quality data. Trend analysis results varied with each monthly load computational method, period of record, and trend detection model used. No conclusions could be reached regarding which computational method was best to use in trend analysis. Time-period selection for analysis was found to be important with regard to intended use of the results. Seasonal Kendall procedures were found to be applicable to most data sets. Seasonal regression models were more difficult to apply and were sometimes of questionable validity; however, those results were more informative than seasonal Kendall results. The best model to use depends upon the characteristics of the data and the amount of trend information needed. The measurement-frequency optimization method had potential for application to water-quality data, but refinements are needed. Field measurements include water temperature, specific conductance, pH, and alkalinity; laboratory determinations include common inorganic ions, nutrients, trace metals, dissolved organic carbon, and volatile organic compounds. Discharge was divided into three groups based on changes in slope on a graph of logarithms of water discharge versus suspended-sediment discharge. Two subgroups were formed within each of the three groups by determining whether the flow was steady or increasing, or was decreasing. Seasonality was accounted for by introducing day of the year in sine and cosine functions. The suspended-sediment load estimated from the equations for the 5 years was 77.3 percent of that computed from daily sediment- and water-discharge records for those years. A 10-kg portion was ground to -60 mesh, homogenized, and riffled into 128 splits of 70-80 g each. Homogeneity of these splits was confirmed by moisture, ash, and sulfur analyses of six randomly selected splits. Results of these analyses were within the ASTM (American Society for Testing and Materials) guidelines for interlaboratory precision. Splits of the Herrin (No. 6) coal were then transmitted to more than 30 laboratories for analysis. \r\n\r\nLow-temperature plasma oxidation was used to isolate inorganic matter for quantitative chemical and mineralogical analysis. Despite a wide variation in ashing conditions, only minor variations in ash yields were obtained; these variations were attributed to differences in operating temperature and moisture content. Mineralogical analyses of low-temperature ash (LTA) concentrates prepared by five different laboratories indicated variations within the limits of analytical error. The mean values, in weight percent, for the major minerals are as follows: calcite, 9; quartz, 20; pyrite, 23; kaolinite, 14; and illite+mixed-layer clays, 31. Normative mineralogical calculations and Fourier transform infrared analysis (FTIR) yielded results similar to those obtained from X-ray diffraction (XRD). Choosing appropriate mineral standards was found to be critical for the proper use of analytical techniques such as XRD and FTIR. \r\n\r\nGood interlaboratory agreement was obtained for most major, minor, and trace elements despite differences in analytical procedures and in the type of sample analyzed (coal, high-temperature ash, or LTA). Discrepancies between analyses for zinc, strontium, manganese, and iron may be attributed to sampling inhomogeneity problems. Mossbauer spectroscopy showed that approximately 44 percent of the pyritic sulfur was lost through weathering in the first year after preparation of the interlaboratory sample. Szomolnokite and possibly coquimbite and jarosite were also identified. Scanning electron microscopy studies indicated ubiquitous pyrite framboids and, less commonly, euhedral crystals, skeletal grains, irregularly shaped particles, and vein fillings. Minor accessory minerals such as rare-earth phosphates and possibly silicates, zircon, barium sulfate, titanium oxide, and sphalerite were also found. The textural evidence indicates that the minerals in the banded material are detrital whereas the minerals occurring as vein and pore fillings are authigenic. It was assumed that the principal impacts on the ground-water system due to mining will occur in the relatively shallow aquifers which can be grouped into three homogeneous aquifers, namely, the Wyodak coal, the overburden, and the under burden. Emphasis of this report is on the results of analysis of surface-water resources in the Caballo Creek drainage. A surface-water model of the Caballo Creek drainage was developed using the Hydrological Simulation Program-Fortran model to help assess the impacts of mining activities on streamflow. The Caballo Creek drainage was divided into 10 land segments and 6 stream reaches in the modeling process. Three simulation runs show little, if any, change in streamflow between pre- and post-mining conditions and very little change between pre-mining and during-mining conditions. Flood elevations at the Trojan Nuclear Power Plant on the Columbia River, 5 mi upstream from the Cowlitz River, were simulated with a hydraulic routing model. The simulations are made for four Columbia River discharges in each of two scenarios, one in which Columbia River floods coincide with a mudflow and the other in which Columbia River floods follow a mudflow sediment deposit upstream from the Cowlitz River. In the first scenario, Manning 's roughness coefficients for clear water and for mudflow in the Columbia River are used; in the second scenario only clear water coefficients are used. The grade elevation at the power plant is 45 ft above sea level. The simulated elevations exceed 44 ft if the mudflow coincides with a Columbia River discharge that has a recurrence interval greater than 10 years (610,000 cu ft/sec); the mudflow is assumed to extend downstream from the Cowlitz River to the mouth of the Columbia River, and Manning 's roughness coefficients for a mudflow are used. The simulated elevation is 32 ft if the mudflow coincides with a 100-yr flood (820,000 cu ft/sec) and clear-water Manning 's coefficients are used throughout the entire reach of the Columbia River. The elevations exceed 45 ft if a flow exceeding the 2-yr peak discharge in the Columbia River (410,000 cu ft/sec) follows the deposit of 0.5 billion cu yd of mudflow sediment upstream of the Cowlitz River before there has been any appreciable scour or dredging of the deposit. In this simulation it is assumed that: (1) the top of the sediment deposited in the Columbia River is at an elevation of 30 ft at the mouth of the Cowlitz River, (2) the surface elevation of the sediment deposit decreases in an upstream direction at a rate of 2.5 ft/mi, and (3) clear water Manning 's coefficients apply to the entire modeled reach of the Columbia River.
