Data obtained during a hydrologic reconnaissance in 1975-77 in the Wasatch Plateau-Book Cliffs coal area of Utah were correlated with existing long-term data. Maps were prepared showing average precipitation, average streamflow, stream temperature, ground- and surface-water quality, sediment yield, and geology. Recommendations were made for additional study and suggested approaches for continued monitoring in the coal areas.
During the 1931-75 water years, the minimum discharges for the five major streams that head in the area ranged from about 12,000 to 26,000 acre-feet per year, and the maximum discharges ranged from about 59,000 to 315,000 acre-feet per year. Correlations indicate that 3 years of low-flow records at stream sites in the Wasatch Plateau would allow the development of relationships with long-term sites that can be used to estimate future low-flow records within a standard error of about 20 percent.
Most water-quality degradation in streams occurs along the flanks of the Wasatch Plateau and Book Cliffs. In the uplands, dissolved-solids concentrations generally ranged from less than 100 to about 250 milligrams per liter, and in the lowlands the concentrations ranged from about 250 to more than 6,000 milligrams per liter.
In the lowland areas, the Ferron Sandstone Member of the Mancos Shale appears to have the most potential for subsurface development of water of suitable chemical quality for human consumption. Three wells in the Ferron yielded water with dissolved-solids concentrations ranging from about 650 to 1,230 milligrams per liter.

The calibrated model supported the hypothesis that under natural steady-state conditions, recharge is from precipitation and discharge is through evapotranspiration. This hypothesis was further supported by comparing simulated water levels to observed water levels collected during a 3-year period of irrigation withdrawal.
\nPredictions of the effects of continued withdrawal of currently allocated water were made. One prediction using recharge equal to 25 percent of the average annual precipitati on showed that an equilibrium between pumping and recharge would be established within 10 years and water levels would be 2 to 4 feet below 1977 levels . A second prediction included a 2-year drought of one -half the average recharge from precipitation. This prediction also showed equilibrium within 10 years, but water level s would be 3 to 5 feet below 1977 levels . Predictions using additional withdrawals based on allocation requests were inde terminate.

Accordingly, the Geological Survey and the Bureau of Land Management are cooperating in a joint effort to compile all relevant information on the OCS Oil and Gas Leasing Program in an Index with four volumes; Alaska, Atlantic, Gulf of Mexico and Pacific.
This volume is a listing of documents used in the Pacific Area OCS decisionmaking process, and the sequence of information presented parallels this process. The bibliographic references are presented by lease sale number, in the sequence in which the documents are generated in the Federal OCS leasing program. Thus, the reader may compare all documents of one type in the Pacific Area or trace a single lease sale throughout the entire leasing process. Activities which generate information throughout the OCS lease sale process are described under Other Documentation and Supplemental Reading. Other Documentation pertains to Federal data gathering and analysis programs which are an integral part of the OCS decisionmaking process and are used throughout the process due to the usefulness of their subject matter. The Supplemental Reading documents (Appendix A) are not used in decisionmaking but are invaluable sources of general OCS information.

As part of a national goal to reduce dependence on foreign energy sources, the United States is currently managing a program for leasing of OCS oil and gas resources. The areas potentially affected, consisting of 22 coastal states and Pennsylvania, can be grouped into four major areas: Alaska, Atlantic, Gulf of Mexico and Pacific. The Alaska Area has three lease sale areas: Gulf of Alaska, the Bering Sea and the Chukchi and the Beaufort Sea (see Figures I and 2).
Most of the information used by both the government and industry on the hydrocarbon potential of the Alaska Area is initially acquired and compiled on a regional basis. These data are used by industry in nominating tracts for lease and in preparation of bids and by the Department of the Interior for general sale area identification, tract selection, environmental impact statements and resource evaluation. Subsequent environmental information and data analysis is directed toward defining specific sub-areas and site-specific evaluation.

of 28 February 1979","docAbstract":"On 28 February 1979 an earthquake with surface wave magnitude (Ms) of 7.7 (W. Person, personal communication, 1979) occurred beneath the Chugach and St. Elias mountains of southern Alaska (fig. 1). This is a region of complex tectonics resulting from northwestward convergence between the Pacific and North American plates. To the east, the northwest-trending Fairweather fault accommodates the movement with dextral slip of about 5.5 cm/yr (Plafker, Hudson, and others, 1978); to the west, the Pacific plate underthrusts Alaska at the Aleutian trench, which trends southwestward (Plafker 1969). The USGS has operated a telemetered seismic network in southern Alaska since 1971 and it was greatly expanded along the eastern Gulf of Alaska in September 1974. The current configuration of stations is shown in Figure 9. Technical details of the network are available in published earthquake catalogs (Lahr, Page, and others, 1974; Fogleman, Stephens, and others, 1978). The results of the study indicated that the chemical and physical properties and range of concentrations of several dissolved constituents in both estuaries varied during a tide cycle primarily as the result of the interaction of freshwater and wastewater inflow with the saline Gulf waters.
The water quality condition of both estuaries generally was good and the low 5-day biochemical oxygen demand in the estuaries indicated that excessive oxygen demand was not exerted during the study. The 5-day biochemical oxygen demand generally was less than 3.5 milligrams per liter. Dissolved-oxygen concentrations decreased with depths and the lowest concentrations occurred below 30-foot depths in Bayou Casotte. Oxygen levels at shallow depths generally were less in Bayou Chico than in Bayou Casotte. Dissolved-oxygen concentrations in Bayou Casotte ranged from 0.7 to 7.7 milligrams per liter at high tide and from 2.5 to 8.2 milligrams per liter at low tide. In general, phosphorus and nitrogen species were present in comparatively high concentrations in both estuaries; were higher at low tide that at high tide; and were highest in Bayou Casotte upstream of Bayou Casotte harbor. Concentrations of the nitrogen species during a tide cycle generally were lower at the mouth of Bayou Casotte than at the mouth of Bayou Chico. Fecal bacteria at most sampling sites were generally in concentrations indicative of recent manmade pollution.

Water in the area is derived from precipitation, which averages 12 inches annually, on three subbasins nearly surrounding the 17-square-mile reservation. No ground water flows in from outside the area. A supply well that taps sandy material overlying the pre-Tertiary basement complex showed a specific capacity of 0.4 gallon per minute per foot of drawdown. Estimates of specific yield for material encountered during drilling of three wells and a test hole ranged from 5 to 10 percent. A gravity survey outlined the thickest section of the aquifer in the Vandeventer Flat area, and test wells are proposed to determine its potential well yield. Damming streams to retain runoff (about 1,500 acre-feet per year, and more during periods of heavy precipitation) is also proposed. Analyses of water from the supply well and five major springs showed that ground water is suitable for irrigation except at Sulphur Spring, where the percent sodium of 97 exceeds recommended maximums, and at Bull Canyon Spring, where the specific conductance of 1,300 micromhos indicate a salinity hazard. No evidence for the accumulation of anthropogenic trace metals was found at the 51 locations sampled in this study. Trace metal concentrations generally correlate with the concentration of fine-grained sediment. No seasonal variability in trace metals was observed. This study provides baseline data for trace metals in an area of the Continental Shelf where potential petroleum resource development is expected and where the impact of trace metal additions related to resource development will need evaluation.

This marine sequence consists of 2,800 meters of predominantly thin-bedded siltstone and sandstone that encloses six distinctive members. The named members include four packets of thick-bedded amalgamated turbidite sandstone, an olistostromal shallow-water marine sandstone and conglomerate member, and a thin-bedded water-laid tuff member. A local unconformity of submarine origin occurs within the lower part of the Makah Formation except in the central part of the study area, where it forms the contact between the older Hoko River Formation and the Makah. Foraminiferal faunas indicate that the Makah Formation ranges in age from late Eocene (late Narizian Stage) to late Oligocene (Zemorrian Stage) and was deposited in a predominantly lower to middle bathyal environment.
The Makah strata are part of a deep marginal basin facies that crops out in the western part of the Olympic Peninsula, in southwesternmost Washington and coastal embayments in northwestern Oregon, and along the central part of the coast of western Vancouver Island. On the basis of limited subsurface data from exploratory wells, correlative deepmarginal-basin deposits underlie the inner continental shelf of Oregon and the continental shelf (Tofino Basin) along the southwestern side of Vancouver Island.
Directional structures in the Makah Formation indicate that the predominantly lithic arkosic sandstone that forms the turbidite packets was derived from the northwest. A possible source of the clastics is the dioritic, granitic, and volcanic terranes in the vicinity of the Hesquiat Peninsula on the west coast of Vancouver Island. Vertical and lateral variations of turbidite facies suggest that the four packets of sandstone were formed as depositional lobes on an outer submarine fan. The thin-bedded strata between the turbidite packets have characteristics of basin-plain and outer-fan fringe deposits.
