Synthetic flood peaks were generated by using a calibrated lumped-parameter rainfall-runoff model, pan evaporation data from Milton, Florida, and long-term unit rainfall records from Thomasville-Collidge, Georgia, and Pensacola, Florida. The flood peaks were used in multiple linear regression analyses to derive regional equations relating flood magnitude to basin characteristics. Significant basin characteristics were drainage area and impervious area. The average standard error of prediction ranged from + or - 32 percent for the 5-year recurrence interval to + or - 47 percent for the 500-year recurrence interval flood. Three networks were designed to provide reliable data to describe the effects of natural and manmade stress on water levels in the State. They are a climatic-effects network, a terrain-effects network, and a local-effects network. Review of the 32 observation wells in the current program showed that only 17 wells should be retained. Each of these wells was assigned to one of the three types of networks. Fourteen wells were deactivated because of reliability problems and one was deactivated because it provided redundant data. The installation of seven additional wells in climatic-effects network is the highest priority of the proposed program. The next priority is to install 22 additional wells in the terrain-effects network. Implementation of local-effects network sites will be responsive to increases in ground-water usage and the data needs of water-resources managers. These ponds have a history of summer algal blooms and fish kills. Water entering these ponds contains quantities of nitrogen and phosphorus far higher than the levels known to promote excessive growth of aquatic vegetation. As the water moves through the three ponds, nitrogen levels decrease. Although some nitrogen is lost to the atmosphere by denitrification, the bulk of the nitrogen probably is retained in the pond sediments. There is a net decrease in phosphorus in the water leaving Carding Millpond compared to the water entering Hager Pond. However, during most sampling periods, the phosphorus concentration of water leaving Carding Millpond is still above the level known to cause excessive growth of aquatic vegetation in lakes. During certain summer periods, there appears to be release of some phosphorus from the sediments in Carding and Grist Millponds. No improvement in water quality of the three ponds can be expected until the concentrations of nutrients entering Hager Pond are reduced to levels that will not support excessive growth of aquatic vegetation.
