It was assumed that the principal impacts on the ground-water system due to mining will occur in the relatively shallow aquifers which can be grouped into three homogeneous aquifers, namely, the Wyodak coal, the overburden, and the under burden. Emphasis of this report is on the results of analysis of surface-water resources in the Caballo Creek drainage. A surface-water model of the Caballo Creek drainage was developed using the Hydrological Simulation Program-Fortran model to help assess the impacts of mining activities on streamflow. The Caballo Creek drainage was divided into 10 land segments and 6 stream reaches in the modeling process. Three simulation runs show little, if any, change in streamflow between pre- and post-mining conditions and very little change between pre-mining and during-mining conditions. The average lake altitude was used as a reference above which flood volumes are related to lake geometry, watershed characteristics, and rainfall. Average altitude at surface-outflow lakes is related to the altitude of the lake surface shown on topographic maps, lake-outlet altitude, and annual rainfall. Average altitude at closed-basin lakes is related to the altitude of the lake surface shown on topographic maps. Flood volume above average altitude for surface-outflow lakes is related to lake geometry, watershed characteristics, and rainfall. The average standard error of estimate for regional relations of surface-outflow lakes ranges from 29 to 54 percent in the Central Lake District and from 50 to 58 percent in the Ocala Uplift District. The average standard error of estimate for regional relations of closed-basin lakes ranges from 22 to 40 percent. Regional relations for average altitude and flood volume above average altitude are used to weight station flood-altitude data. Tables comparing station, regional, and weighted lake flood altitudes are shown for 47 lakes used in the analysis. Preliminary results show sediments are typical of other San Francisco Bay study sites, ranging from coarse sands to fine silt-clays. The sediments are enriched in manganese and low in organic carbon; iron is moderately enriched, with acid-extractable iron concentrations of 162-3,521 micro-g/g. Sediment concentrations of silver, zinc, lead, and cadmium measured between April and July are reported. Previous area studies have shown increased concentrations during autumn and winter, a period not covered in the data set. Due to insufficient data, interpretations are incomplete. Clam-tissue burdens for silver and zinc are similar to those found in Corbicula from pristine areas. Lead concentrations are typically below the 2-micrograms/g detection level. Within this system, the eastern part of the Tulare aquifer, which has an area of approximately 681 square miles, was simulated by means of a numerical ground-water flow model. The model estimates the yearly average recharge rate for that part of the aquifer lying west of the James River to be approximately 23,000 acre-feet per year. This rate is considerably more than the estimated 1978 yearly average irrigation pumpage rate of 9,800 acre-feet per year. It is expected that, since pumping will reduce discharge from the aquifer through evapotranspiration and flow to the James River, this part of the aquifer would be able to supply irrigation water at recent pumpage rates for an indefinite period. For that part of the aquifer lying east of the river, estimated recharge is 6,800 acre-feet per year; a rate slightly smaller than the estimated 1978 yearly average irrigation pumpage rate of 7,200 acre-feet per year. It is estimated that this part of the aquifer would be able to supply irrigation water at 7,200 acre-feet per year for approximately 50 years, at which time excessive drawdown would begin to cause reduced well yields at several locations. For several years, water use in the area has increased and during 1983 about 0.57 mil gal/day were obtained from groundwater sources. Virtually all groundwater in the area is used for public supplies. The principal aquifers currently used in the area are in the Sparta Sand and Cockfield Formations. The Sparta Sand is the most intensively developed and generally the highest yielding aquifer in the study area. Water level declines have averaged 2 to 3 ft/yr since 1940. The principal source of groundwater recharge to the aquifers is precipitation on outcrops of permeable strata northeast of the area. The base of freshwater is at the base of the Meridian-upper Wilcox aquifer except in the extreme northeast part of the area where the lower Wilcox aquifer contains freshwater. Water from the aquifers is suitable for public supply use without treatment except in a few places where iron concentrations are high, at from 0.10 to 9.3 mg/L. Excessive color is also a problem in the water from some wells in the area. Color was 20 units or greater in 8 of 25 wells sampled. In 1978, a cooperative study between the U.S. Geological Survey and the Maine Department Environmental Protection was begun to evaluate areas in which restoration effort would best improve water quality of the ponds. Streamflow and phosphorus data were collected from 28 tributaries to the ponds, April 1 through September 30, 1978 and 1979. Phosphorus yields from each tributary watershed were compared to determine their relative importance to the phosphorus budgets of the ponds. Three tributaries to the ponds were estimated to contribute 44 percent of the phosphorus load, yet drain only 22 percent of the watershed. Phosphorus input to the ponds likely would be most easily reduced by instituting phosphorus control practices in parts of the basin drained by the three tributaries. The well penetrated almost 46 meters of alluvium and 1,174 meters of Tertiary volcanic tuffs. The composite hydraulic head for aquifers penetrated by the well was 728.9 meters above sea level (471.4 meters below land surface) with a slight decrease in loss of hydraulic head with depth. Average hydraulic conductivities for stratigraphic units determined from pumping tests, borehole-flow surveys, and packer-injection tests ranged from less than 0.001 meter per day for the Tram Member of the Crater Flat Tuff to 1.1 meters per day for the Bullfrog Member of the Crater Flat Tuff. The small values represented matrix permeability of unfractured rock; the large values probably resulted from fracture permeability. Chemical analyses indicated that the water is a soft sodium bicarbonate type, slightly alkaline, with large concentrations of dissolved silica and sulfate. Uncorrected carbon-14 age dates of the water were 14,100 and 13,400 years. Twenty-six public systems tap these aquifers for all or part of their supply. The county contains two types of sand and gravel aquifers--unconfined aquifers which are at or near the land surface, and semiconfined aquifers which are overlain by one or more till members. A map of water levels in unconfined and semiconfined aquifers shows that moraines and other topographically high features are ground-water divides of local flow systems. Distances from ground-water divides to discharge areas are a few miles or less. The quality of the ground water is good for most uses, although treatment may be required to reduce hardness (median concentration is 340 milligrams per liter) and dissolved iron (median concentrations is 140 micrograms per liter). Ground water is a calcium magnesium bicarbonate type. The range of specific conductance is from 260 to 1,170 micromhos. Values are higher near towns. The hydrogeologic conceptual model of the injection zone is a layer tightly confined above by a thick layer of clay and in which lateral hydraulic conductivity decreases rapidly below the upper 60 feet. Recharge areas are to the north and east, where the confining layer pinches out. There appear to be permeability barriers to the northwest, west, and southwest due to facies changes, faults, or pinchouts. Measured and reconstructed preinjection water levels suggested that flow in the aquifer is from the northern recharge areas toward the southeast. A steady-state model simulation incorporating the cited boundary assumptions approximately simulated this pattern. A two-dimensional flow model and the subsurface waste injection program (SWIP) were calibrated to simulate the water level increases at various monitor wells since 1963. Sensitivity analyses showed the simulations to be quite sensitive to moderate errors in either transmissivity or storage parameter specifications. The predictive use of the hydraulic model is understood to be restricted to the geographical locations of data used for model calibration. A 10-kg portion was ground to -60 mesh, homogenized, and riffled into 128 splits of 70-80 g each. Homogeneity of these splits was confirmed by moisture, ash, and sulfur analyses of six randomly selected splits. Results of these analyses were within the ASTM (American Society for Testing and Materials) guidelines for interlaboratory precision. Splits of the Herrin (No. 6) coal were then transmitted to more than 30 laboratories for analysis. \r\n\r\nLow-temperature plasma oxidation was used to isolate inorganic matter for quantitative chemical and mineralogical analysis. Despite a wide variation in ashing conditions, only minor variations in ash yields were obtained; these variations were attributed to differences in operating temperature and moisture content. Mineralogical analyses of low-temperature ash (LTA) concentrates prepared by five different laboratories indicated variations within the limits of analytical error. The mean values, in weight percent, for the major minerals are as follows: calcite, 9; quartz, 20; pyrite, 23; kaolinite, 14; and illite+mixed-layer clays, 31. Normative mineralogical calculations and Fourier transform infrared analysis (FTIR) yielded results similar to those obtained from X-ray diffraction (XRD). Choosing appropriate mineral standards was found to be critical for the proper use of analytical techniques such as XRD and FTIR. \r\n\r\nGood interlaboratory agreement was obtained for most major, minor, and trace elements despite differences in analytical procedures and in the type of sample analyzed (coal, high-temperature ash, or LTA). Discrepancies between analyses for zinc, strontium, manganese, and iron may be attributed to sampling inhomogeneity problems. Mossbauer spectroscopy showed that approximately 44 percent of the pyritic sulfur was lost through weathering in the first year after preparation of the interlaboratory sample. Szomolnokite and possibly coquimbite and jarosite were also identified. Scanning electron microscopy studies indicated ubiquitous pyrite framboids and, less commonly, euhedral crystals, skeletal grains, irregularly shaped particles, and vein fillings. Minor accessory minerals such as rare-earth phosphates and possibly silicates, zircon, barium sulfate, titanium oxide, and sphalerite were also found. The textural evidence indicates that the minerals in the banded material are detrital whereas the minerals occurring as vein and pore fillings are authigenic. Data uses and funding sources were identified for the 110 continuous stream-gaging stations that were being operated in September 1983 with a budget of about $1,700,000 per year.</p><p>However, for the purposes of the report, only 98 stations were included in the analysis of cost-effectiveness. The current policy for operation of the 98-station program required $1,539,000 (1983 dollars) per year, which results in an average standard error of estimate of streamflow records for open-water periods of 18.4 percent. This overall level of accuracy at the 98 sites could be maintained with a budget of approximately $1,440,000 if the scheduling of visits and allocation of funds to the stations were changed.</p><p>A minimum budget of $1,381,000 is required to operate the 98 stations; a budget less than this does not permit proper service and maintenance of the gages and recorders. At the minimum budget, the average standard error is 19.8 percent. Several other budgets were analyzed; the maximum budget analyzed was $2,500,000, which resulted in an average standard error of 11.9 percent.</p><p>A significant portion of the standard error is attributable to loss of gage-height record, which is used to compute open-water discharge records. If gage-height <br>record loss could be prevented, the average standard error&nbsp;could be reduced to 13.4 percent at the minimum operating budget of $1,381,000.</p><p>It was determined that the standard error of estimate of streamflow records could be reduced by changing some operational policies and by reducing the amount of <br>missing gage-height record. Since there is no method to determine standard errors of Alaska's winter records of streamflow, it was concluded that such a technique should be developed.</p><p>More than half of western Alaska was identified as having insufficient streamflow data. It is suggested that steps be undertaken to remedy this situation as funds become available.<br></p>","language":"English","publisher":"U.S. Geological
