Water levels in test wells around the Post Headquarters well field show seasonal declines ranging from 14.78 feet to 0.71 feet. The water samples collected from the supply wells show that the chemical quality of the water is slightly better during the period of greatest declines. An upper section above 2,445 ft (745 m) consists of basaltic lava flows and interbedded .sediments of alluvial, lacustrine, and volcanic origin. A lower section below 2,445 ft (745 m) consists exclusively of rhyolitic welded ash-flow tuffs, air-fall ash deposits, nonwelded ash-flow ruffs, and volcaniclastic sediments. A stratigraphic analyses of the data shows that the largest controlling factor in the depositional history of the shelf has been the Gulf Stream. These currents have shifted back and forth across the shelf, at times incising into shelf sediments, and at all times blocking much of the accumulation of Cenozoic sediments seaward of the Florida-Hatteras Slope. In the southern region the Gulf Stream maintained its present position since Miocene time, blocking the accumulation of Pliocene and younger rocks on the Plateau. Northward, in the middle, region the currents turned slightly to the northeast. The inner portion of the Blake Plateau has been scoured of sediments since the Paleocene in this area, and scouring has also occurred on the shelf from time to time. In the northern part of the survey area a more easterly flow of the Gulf Stream has allowed Eocene and younger rocks to be deposited on the Plateau. Line drawings and a geologic map show the distribution of the various Cretaceous and Cenozoic units. A number of potential environmental hazards or constraints to petroleum development seen in the reflection data are identified. The peat is chiefly sphagnum moss and reed-sedge of high quality according to ASTM standards for agricultural and horticultural use. \r\n\r\nAnalyses show that this same volume has high fuel value, low sulfur and high hydrogen contents compared with lignite and sub-bituminous coal, which may indicate that it also has potential for fuel use. The models give the Susquehanna River Basin Commission tools to estimate effects of water-resource developments upstream from Waverly upon four gaged sites and two ungaged sites within the study reach. The models were used to simulate a 32-year record of daily flows at the two ungaged sites. Low-flow frequency curves for simulated flows at these sites were used to estimate 7-day low-flows at the 10-year recurrence interval of 540 and 770 cubic feet per second, respectively.
\nThe model errors, differences between model results and observed streamflow at gaged sites, are considered to be within reasonable limits and overall quality of simulated streamflow and low-flow frequency curves is considered good. (Woodard-USGS)

Scholl and Hopkins (1969) report that a sedimentary basin underlies the offshore area. More recent data, which form the basis of part of this report, show the basin is deepest beneath Norton Sound; also, the basin has sufficient depth and areal extent that the basin may be a target for development of hydrocarbon resources after Outer Continental Shelf (OCS) Lease Sale 57. The informal, but widely used, name for the basin is Norton Basin.
The following discussion includes regional geology, geologic history, and offshore structure and stratigraphy as background data to discussion of the hydrocarbon potential and resource appraisal of the offshore area. Sections on environmental geology and on the technology and manpower needed and available for development of offshore resources are also included.

The discharge-frequency data and basin characteristics of 220 stream-gaging stations in New York and adjacent States were used in developing multiple linear regression equations for floods ranging in recurrence interval from 2 to 100 years. Separate equations were developed for northern, southeastern, and western New York. Standard errors of estimate of the 100-year flood range from 32.9 percent in the southeastern region to 42.8 percent in the western region. Drainage area is the independent variable needed in all equations; other variables needed, depending on region, are main-channel slope, storage index, and mean annual precipitation. A method is given for obtaining improved discharge-frequency relationships at gaged sites by weighting log-Pearson type III and regression estimates according to their variances. Basin characteristics, log-Pearson type III statistics, and regression and weighted estimates of the frequency-discharge relationship, are tabulated for the gaging stations used in the regression analyses. One process cited by many investigators is that uncontrolled dissolving of salt or other soluble evaporites can create or enlarge underground cavities, thereby increasing the span of the unsupported roof to the strength limit of the overlying rocks. Downwarping results when spans are exceeded, or collapse of the undermined roof leads to upward sloping or chimneying of the overburden rocks. If underground space is available for rock debris to collect, the void can migrate to the surface with the end result being surface subsidence or collapse. \r\n\r\nIn North America natural solution subsidence and collapse features in rocks ranging in age from Silurian to the present are found in evaporite terranes in the Great Plains from Saskatchewan in the north to Texas and New Mexico in the south, in the Great Lakes area, and in the southeastern States. Data from more than 20 aquifer tests were reanalyzed by the Hantush modified method, which takes into account leakance from all confining units. Transmissivity values range from 20,000 to 240,000 square feet per day. Leakance was estimated to be 2.5x10 to the minus 6th power and 3.3x10 to the minus 5th power per day for the upper and lower confining units, respectively. Families of steady-state distance-drawdown curves were constructed for three representative transmissivity values based on hypothetical withdrawals from a point source ranging from 5 to 50 million gallons per day. Transient effects were not considered because the system reaches steady-state conditions within the time ranges considered. Drawdown at any point can be estimated by summing the effects of any hypothetical configuration of pumping centers. The accuracy of the parameters was checked by comparing calculated drawdowns in selected observation wells to measured water-level declines.
