These detailed investigations were requested and funded by the Bureau of Land Management to carry out its responsibility under the Outer Continental Shelf (OCS) Lands Act (67 Stat 462) of 1953 and the National Environmental Policy Act of 1969. Because of the energy crisis, these studies had to be mounted quickly so that a substantial body of data would be available for making decisions concerning environmental constraints on potential lease tracts. Indeed, pertinent data were available prior to Lease Sale #40 in the Middle Atlantic in August 1976. This was in part due to the alacrity of BLM's Environmental Division management, and in part due to the depth of USGS' experience in the area. For example, geophysical data and bottom samples had been collected since 1962 as part of the Geological Survey's role to \"conduct geological and geophysical exploration in the Outer Continental Shelf\" (43 U.S.C. 1340). At the advent of the energy crisis, the Atlantic-Gulf Coast Branch focused in-house resources and environmental assessment efforts on the Middle Atlantic OCS area. The coring took place in September, 1977 aboard the R/V ANNANDALE. During the cruise (AN-01-77), 20 vibracores were taken at 17 stations across the Continental Shelf off the coast of New Jersey (Figure 1). Table 1 shows the station locations, the water depths at each station, and the core lengths.&nbsp;</p><p>The objective of the study was to obtain a set of representative index properties as well as strength and compressibility data on sediments from across the shelf in the Baltimore Canyon Trough area. It was anticipated that these data, although of a reconnaissance rather than a site-specific nature, would provide a useful indication of the engineering properties of these sediments. Ultimately, these data may be used for preliminary design applications and the assessment of potential hazards. In this report, the results are presented without any interpretation. An overall evaluation of all data collected during the study, including those contained in this report, presently is underway.&nbsp;</p><p>Users of this report should be cautioned not to take these test results out of context. Two factors must be borne in mind. The first is that these tests were done on somewhat disturbed samples compared with those obtained through high-quality sampling programs onshore. Much disturbance is inevitable offshore but the significance of the disturbance on these test results has not yet been evaluated. The second factor is that these data are only part of the total set available from this project. A complete analysis of all data may lead to conclusions that are different from those based on this set of data only.</p><p>The tests reported herein were performed by Geotechnical Engineers Inc., 1017 Main Street, Winchester, Massachusetts 01890, under Contract 14-08-0001-16232 of the U.S. Geological Survey. Richard Brown and Charles Osgood performed the engineering properties tests. Sally A. Included are estimates of low-flow frequency and flow duration at 11 gaging stations; low-flow frequency characteristics at 26 low-flow partial-record stations and 70 miscellaneous sites; and a list of low-flow discharge measurements at 155 miscellaneous sites where insufficient data were available to estimate low-flow characteristics.</p>\n<p>Relations are provided to estimate low-flow characteristics at ungaged sites and at sites where one base-flow discharge measurement is available. The relationships were determined from multiple regression analyses that related the low-flow characteristics at gaging stations and low-flow partial-record stations to basin characteristics.</p>\n<p>The standard error of estimate is provided for each method of estimating the annual minimum 7-day mean flow below which the flow will fall on the average of once in 2 years and once in 10 years. Probability density functions for temperature, area, and thickness are assumed to be triangular in form. In order to calculate the probability distribution function for the stored energy in a single system or in many systems, a computer program for aggregating the input distribution functions using the Monte-Carlo method has been developed. \r\n\r\nTo calculate the probability distribution of stored energy in a single system, an analytical expression is also obtained that is useful for calibrating the Monte Carlo approximation. Previous workers have shown that unusual concentrations of uranium occur in phosphate-rich nodular material formed during subareal weathering. We found that the old mining district is on an erosional high of the Cooper Formation and in a topographic depression, but that the process of weathering enrichment of the Cooper Formation extends beyond the mining district.</p><p>Fresh sediments from the Cooper Formation average 14.5 ppm uranium and 1.0 percent P<sub>2</sub>0<sub>5</sub> for Oliogcene samples and 5.6 ppm U and 0.15 percent P<sub>2</sub>0<sub>5</sub> for Eocene samples. Zones of secondary enrichment over undifferentiated Cooper Formation average 2 m thick and have average values of 60 ppm U and 5.4 percent P<sub>2</sub>0<sub>5</sub>. Four receiving-water sites also were selected to represent the water that will contact the proposed dredged material. Chemical and physical analyses were performed upon core material and native-water samples from these sites as well as upon elutriate samples of specific sediment-receiving water systems.
