During the past few years, the U.S. Geological Survey has installed many different types of instrumentation for the observation and detection of crustal deformation within the San Andreas fault system. In order to have an effective earthquake prediction program, it is important to have continuous data from these instruments collected at a central site. A second prerequisite is to provide adequate coverage throughout the large region of active faulting in this system.

Water quality was generally good, with a high concentration of fluoride in one well in the southern part of the Monument.

The results indicated that complete mixing did not occur during the first tidal cycle but was complete after two or more cycles. The fluorometric dye-tracing procedure was used to determine the dispersion characteristics of the water mass. Rhodamine WT dye, 20-percent solution, was continuously injected on the west side of the river throughout an ebb tide, and its movement was monitored during a 30-hour period. Samples were collected both individually and continuously. Automatic dye samplers were used at selected cross sections near each bank. Bathymetric measurements were made at eight cross sections between Newburgh and West Point to determine the depths. Subsidence depressions and pits are a continuing hazard to the environment and to man's activities 5-20 km north of Sheridan, Wyo., above mines that were abandoned 25-80 years ago where the overburden is weak and is less than about 60 m thick. In addition, fires commonly start by spontaneous combustion when water and air enter the abandoned mine workings via subsidence cracks and pits. The fires can then spread to unmined coal as they create more cavities, more subsidence, and more cracks and pits through which air can circulate.
In modern surface mining operations the total land surface underlain by minable coal is removed to expose the coal. The coal is removed, the overburden and topsoil are replaced, and the land regraded and revegetated. The land, although disturbed, can be more easily restored and put back into use than land underlain by abandoned underground mine workings in areas where the overburden is less than about 60 m thick. The resource recovery of modern surface mining also is much greater than that of underground mining procedures.
Although present-day underground mining technology is advanced as compared to that of 25-80 years ago, subsidence resulting from mining of thick coal beds beneath overburden less than about 60 m thick by underground methods can cause greater damage to surface drainage, ground water, and vegetation than can properly designed surface mining operations. This report briefly discusses the geology and surface and underground effects of former large-scale underground mining in a 50 km2 area north of Sheridan, Wyo. and describes some environmental consequences and problems caused by mining.

S. Geological Survey","docAbstract":"During the period 1918 to 1973 the U.S. Geological Survey, Water Resources Division, established 22 District-type water quality laboratories. These facilities provided the analytical capability and water-quality information for hydrologic investigations and the national baseline inventory of chemical, physical, fluvial sediment, and biological characteristics of surface and ground waters in the United States. Prior to 1950, most methods used in the laboratory were gravimetric, colorimetric, or titrimetric. Flame photometric equipment was common to most laboratories in the 1950's, and the atomic absorption spectrophotometer was added to larger laboratories in the 1960's. In the late 1960's, the first of the automatic analyzers was installed. Total annual production averaged about 480 adjusted complete analyses during the early years 1919-28, about 7,800 in 1946, and about 50,000 in 1970. Budget estimates for the majority of laboratories ranged from $25,000 to $50,000 (1940-50) and $75,000 to $300,000 (1965-73). Beginning in 1972, major functions of the 22 laboratories have been combined into two comprehensive highly-automated facilities located at Denver (Arvada), Colo., and Atlanta (Doraville), Ga. These laboratories comprise the Central Laboratory System for the U.S. Geological Survey. Under the Earthquake Hazard Reduction Act of 1977, the federal government is significantly increasing its effort \"to reduce the risk of life and property from future earthquakes in the United States through the establishment and maintenance of an effective earthquake hazards reduction program\". This prgoram is sponsored primarily by the U.S. Geological Survey and the National Science Foundation and includes research by geologists, geophysicists, seismologists, engineers, sociologists, educators, and public policy experts.
\nIn the USGS program, there is a strong emphsis on effective communication of the results of research to a wide community of decision makers and users. This action is the key to implementation at all levels in federal, state, and local government, in the private sector, and on an individual basis.
\nThe U.S. Geological Survey convened a workshop involving approximately 65 people on May 22-24, 1978 in Denver, Colorado, to examine the communication problem. The purpose of the workshop was to evaluate critically the information-flow process for a number of past experiences, including:
\n(1) land use planning in Portola Valley, California,
\n(2) the seismic safety element, Santa Clara County, California
\n(3) earthquake preparedness, Puget Sound, Washington area,
\n(4) mitigation of geological hazards in Colorado,
\n(5) earthquake planning in the Mississippi-Arkansas-Tennessee area,
\n(6) water resource and land use planning in the northeast United States,
\n(7) acquiring and disseminating scientific and engineering information following an earthquake,
\n(8) development, use, and review of geologic and seismological data fro sitting of nuclear power plants,
\n(9) development and use of building codes that incorporate earthquake provisions,
\n(10) use of research products produced in the HUD/USGS San Francisco Bay region study, and\n
(11) achieving landslide hazard reduction.
\nThe objective was to identify the most significant lessons learned during the course of each experience and to develop recommendations for improving communication that might be incorporated in the search program of the USGS.

Its theme was \"Methodology for Defining Seismic Gaps and Soon-to-Break Seismic Gaps.\" One of the proposed strategies for acquiring critical data on earthquake prediction is to identify soon-to-break gaps and to deploy a variety of instruments in the expected epicentral region. The Conference had as one of its major purposes the evaluation of our present capability to define gaps in general and soon-to-break gaps in particular, and thus to determine if the first step in the strategy proposed above could be fulfilled today.

The discriminators, patch panels, selector switches, filters, time code translators, and signal conditioning circuits for the time code translators and for the tape-speed-compensation signal are all mounted in an equipment rack that stands beside the playback tape deck. Changing playback speeds (15/16 ips or 3 3/4 ips) or changing from Cal Net tapes to 5-day-recorder tapes requires only flipping a few switches and/or changing a few patch cables on the patch panel (in addition to changing the reproduce heads, etc., to change from 1\" tape to 1/2\" tape). For the Cal Net tapes, the system provides for playback of 9 data channels (680 Hz thru 3060 Hz plus 400 Hz) and 3 time signals (IRIG-E, IRIG-C, and WWVB) at both 15/16 ips (x1 speed) and 3 3/4 ips (x4 speed). Drainage from coal mines is primarily a problem of higher than normal dissolved-solids concentration, whereas, drainage from municipalities is generally a problem of bacteria and phytoplankton. Generally, the water is calcium bicarbonate type, except in streams affected by drainage from coal mines, where the water is a mixed calcium and magnesium sulfate type.
Ranges of concentration (in milligrams per liter) of dissolved solids and of some of the chemical constituents dissolved in streams from September 1975 to July 2976 were: dissolved solids, from 104 to 2, 610; iron, from 0.00 to 150; sulfate, from 14 to 1,900; chloride, from 3.3 to 130; nitrate (as nitrogen), from 0.01 to 5.3; phosphate (as phosphorus), from 0.1 to 1.7; and total organic carbon, from 2.4 to 60. Range of pH was from 2.7 to 9.6. Highest concentrations of iron and sulfate and lowest pH values were measured at sites draining areas mined for coal. Highest concentrations of chloride, phosphate, and total organic carbon were at sites downstream from municipalities.
Ranges of concentration of chlorinated hydrocarbons (in micrograms per kilogram) detected in bed material of streams were: aldrin, from 0.2 to 0.4; chlordane, from 0 to 13; DDE, from 0.0 to 0.3; dieldrin, from 0.0 to 9.8; and heptachlor epoxide, from 0 to 1.0. Source of these materials is probably drainage from croplands.
Streams draining municipalities were affected by human wastes and had high populations of fecal coliform bacteria (as many as 46,000 colonies per 100 ml) and phytoplankton (as many as 190,000 cells per milliliter). Dissolved-oxygen concentration ranged from 2.8 to 15.0 milligrams per liter (from 26 to 194 percent of saturation).

Measurement-site descriptions are included. The information presented provides a data base that planners and managers can use in making water-management decisions.
