The samples were analyzed for bulk chemistry and mineralogy. Both rely on reconstructed historical streamflow data to develop estimates of the probabilities of certain specific events occurring in the future. These techniques are applied to the Occoquan Reservoir which was experiencing an unprecedented low level of storage in the autumn of 1977. The two techniques are used respectively to evaluate the overall adequacy of the existing reservoir and to evaluate the risks in the 1977 crisis.</p><p>In the first technique, the general risk analysis model (GRAM), simulations of the reservoir's contents are carried out under a set of assumptions about withdrawal rates and emergency procedures. The results of the GRAM simulation for the Occoquan Reservoir are in the form of estimates of the probabilities that in any year certain emergency procedures will have to be invoked. These estimates are given for a range of rates of withdrawals and for four different stages of emergency actions. Also given are the estimated probabilities of entering emergency conditions in one year given that an emergency had occurred in the previous year. Due to the year-to-year persistence of low flows, these latter (conditional) probabilities are higher than the former (marginal) probabilities.</p><p>The second technique used is position analysis. In this procedure probability distributions of future storages are estimated under existing storage conditions and an assumed rate of withdrawal from the reservoir. The position analysis which was initialized at the October 1, 1977, conditions indicates that the probability of entering a Stage III emergency (the prohibition of all uses of water nonessential to life, health, and safety) in the autumn of 1977 or winter of 1978 was 10 percent at that time. However, with a reduction in water use by 8 million gallons per day, this probability would have fallen to 4 percent.</p><p>If a long reconstructed historical streamflow record is available to a water supply agency, then the agency will have the capability to undertake its own risk analyses. It can carry out comparisons of alternative operating policies by using techniques such as GRAM. The purpose was to acquire rock and coal samples to further evaluate the surface-minable coals of this area. In 1976 the Bureau of Land Management defined a portion of this area as an Energy Mineral Resource Inventory and Analysis Program reclamation study area and drilled an additional eight core holes.</p><p>During the course of the 1975 drilling methane (CH<sub>4</sub>) emissions were detected in all holes. The quantities ranged from very small amounts of methane (+0.1 percent) in the return drilling air to major flows estimated to be as much as 1,000,000 cubic feet per day.</p><p>Methane in the return drilling air or fluid is a serious safety hazard to personnel and equipment. The dynamic processes which produce sand in the nearshore environments are very slow, and removal of this material would cause a depletion of beaches upon which the island economy is predicated. A search for offshore sources was begun in September 1977. This program was set up for three levels of activity. The first was a broad survey of the intershelf area; the second was a detailed investigation of target areas; the third phase, a study of the sediment dynamics, is presently underway. As a result of the first survey, seven target areas were found. Three of these were examined in detail during the second phase, which showed that two areas contain significant deposits of sand. The 'double' deposit on the southwestern coast of St. Thomas contains an estimated 30x10 6 cubic meters of fine sand (0.3-0.5 mm). In the central area, a deposit near Buck Island contains an estimated 12x10 6 cubic meters of material. The sand in the second area is slightly coarser. The textural signature of these deposits is very close to that of the sand found on the beaches, which has been used in the past for construction. Useful results were obtained from 59 of these attempts. The field measurements were carried out aboard the USGS research vessel SAMUEL P. LEE. The refraction lines were concentrated in three major areas: (1) the outer continental shelf from Portlock Bank to Chirikof Island; (2) Shelikof Strait; and (3) the continental slope between Kodiak Seamount and Portlock Bank.</p><p>Sound sources used during the refraction survey included 1326 and 2501 cubic inch air gun arrays, and a 160 kilojoule arcer. Most of the sonobuoys employed were U. S. Navy SSQ-41A and SSQ-41B models; a few commercial buoys (Refraction Technology and Fairfield Industries) were also used. Line lengths ranged from 5 to 30 km, and maximum subbottom penegration was 5.1 km.</p><p>The field data were recorded on magnetic tape as well as a conventional facsimile recorder. Data reduction was accomplished using the slope-intercept method with the assumption of plane layers. A method of developing rating curves which relate flood discharge to flood elevation is explained. Graphical methods of determining urban flood discharges are used in conjunction with rating curves to develop flood profiles resulting from future urban development. This review of the literature summarizes the classes and separations of naturally occurring organic material but the emphasis is on soluble organic species. The main class of materials of interest is humic substances which are high-molecular-weight complex molecules that are soluble in alkaline solution. These humic substances are able to solubilize (make soluble) minerals and also to complex [by ion exchange and (or) chelation] many cations. The natural process of soil formation results in both mineral decomposition and element complexing by organic species. Uranium in solution, such as ground water, can form many species with other elements or complexes present depending on Eh and pH. In natural systems (oxidizing Eh, pH 5-9) the uranium is usually present as a complex with hydroxide or carbonate. Thermodynamic data for these species are presented. \r\n\r\nInteracting metals and organic materials have been observed in nature and studied in the laboratory by many workers in diverse scientific disciplines. The results are not easily compared. Measurements of the degree of complexation are reported as equilibrium stability constant determinations. This type of research has been done for Mn, Fe, Cu, Zn, Pb, Ni, Co, Mg, Ca, Al, and to a limited degree for U. The use of Conditional Stability Constants has given quantitative results in some cases. Flood damage was mostly to business and residential structures within Culberston. Two small drainage contributed the peak flows, which at one site exceeded 1,200 cubic feet per second per square mile of contributing area.\r\n\r\nFlow from the Missouri River tributary No 5 at Culbertson consisted of flow through a pipe-arch at the State Highway 16 crossing and flow that overtopped the right bank of the main channel. Maximum combined pipe-arch and bypass flow for the June 12 flood was 1,30030 cubic feet per second.\r\n\r\nFlow from Diamond Creek consisted of flow through a culvert at the U.S. Highway 2 crossing west of Culbertson and flow that overtopped a road. Maximum combined culvert and bypass flow for the June 4 flood was 1,320 cubic feet per second. The data utilized are primarily from stations located near the two ends of this section of the fault where strains accumulation is expected. The magnetic data show that local magnetic field variations up to 1.8 gammas with durations of a few minutes to several months have occurred. The creep data indicate both episodic events and changes in creep rate of up to 10 mm/yr lasting for six months or more. No clear magnetic transients or offsets are evident either simultaneous with or preceding the occurrence times of the episodic creep events by up to a day or so. Although some patterns of creep onset times at adjacent stations appear to correspond to some periods of longer term change in local magnetic field, these changes do not always occur and other groups of creep events have no corresponding changes in local magnetic field. Earthquakes with magnitudes less than 4.0 do not appear to correspond in time to local changes in magnetic field greater than 0.8 gamma or variations in the creep rate.</p><p>In order to explain the observations presented in this study, it appears necessary to allow for a substantial amount of deep aseismic slip without any obvious attendant changes in the time distribution or size of the local earthquakes. Changes in stress related to the surface expression of aseismic slip on the San Andreas fault can be estimated from dislocation models fit to these data and to observations of simultaneous strains and tilts at points near the fault. Over 3 billion gallons of water are pumped daily making the aquifer the principal source of municipal, industrial, and agricultural water supply in large parts of Florida and Georgia and to a lesser extent in South Carolina, and Alabama. Another important use is the disposal of industrial wastes and treated sewage into parts of the limestone system containing saline water. A variety of problems have developed in the aquifer in recent years, principally declining water levels, saltwater intrusion in coastal areas, water-quality degradation, and inadequate supplies of fresh ground water locally.</p><p>In 1978 the U.S. Geological Survey began a study whose goal is to provide a complete description of the hydrogeologic framework, geochemistry, and regional flow system of the limestone aquifer. A 4-year effort is planned that will include: (1) synthesis of all existing data and presentation on a series of regional hydrogeological and geochemical maps; (2) obtaining new hydrogeological information to fill data voids -- particularly where ongoing State and Federal programs are not likely to generate such data; and (3) design and calibration of a regional digital model of the aquifer system and detailed models of problem areas.
