Types of solid waste, composition, and sources are identified. Generation of municipal solid waste in Florida has been estimated at 4.5 pounds per day per person or about 7.8 million tons per year. Leachate is generated when precipitation and ground water percolate through the waste. Gases, mainly carbon dioxide and methane, are also produced. Leachate generally contains high concentrations of dissolved organic and inorganic matter. The two typical hydrogeologic conditions in west-central Florida are (1) permeable sand overlying clay and limestone and (2) permeable sand overlying limestone. These conditions are discussed in relation to leachate migration. Factors in landfill site selection are presented and discussed, followed by a discussion on monitoring landfills. Monitoring of landfills includes the drilling of test holes, measuring physical properties of the corings, installation of monitoring wells, and water-quality monitoring. Altitudes within the study area range from 8 to 12 feet above sea level. Three geohydrologic units underlie the landfill site: a surficial aquifer about 19 feet thick composed of sand and shells; a confining bed about 35 feet thick composed of marl and clay; and the Floridan aquifer composed of limestone. The rate of lateral movement of ground water away from the site is about 1.2 feet per year; however, the rate of movement along the boundary of the landfill cells is about 20 feet per year. Vertical movement through the confining layer is about 0.005 foot per year. Landfill operations have not altered surface-water quality. Leachate migration downward into the Floridan aquifer is not indicated, but data do indicate leachate is migrating from the oldest section of the landfill site through the surficial aquifer. Peaks in concentration of selected chemical parameters and flow-rate analysis of water from trenches indicate the possibility of slug-flow leachate. As part of this process, the Geological Survey and the Bureau of Mines conduct mineral surveys of areas for which a preliminary determination of wilderness suitability has been made. The BLM has completed its wilderness inventory phase and has found that 23.2 million acres deserve further study for wilderness consideration. These 23.2 million acres of wilderness study areas include 1 million acres of natural and primitive areas (Instant Study Areas), 5.7 million acres in the California Desert Conservation Area, and 16.5 million acres in other wilderness study areas. Using a mass-balance model, the writer calculated P loadings from present-day P concentrations measured in lake water and from other easily measured physical characteristics in a total of 28 lakes in drainage basins that contain only forest and residential land. The loadings from background sources (forest-land drainage and bulk precipitation) to each of the lakes were estimated by methods developed in a previous study. Differences between estimated present-day P loadings and loadings from background sources were attributed to changes in land use. The mean increase in annual P yield resulting from conversion of forest to residential land use was 7 kilograms per square kilometer, not including septic-tank system contributions. Calculated loadings from septic systems were found to correlate best with the number of near-shore dwellings around each lake in 1940. The regression equation expressing this relationship explained 36 percent of the sample variance. There was no significant correlation between estimated septic-tank system P loadings and numbers of dwellings present in 1960 or 1970. The evidence indicates that older systems might contribute more phosphorus to lakes than newer systems, and that there may be substantial time lags between septic-system installation and significant impacts on lake-water P concentrations. For lakes in basins that contain agricultural land, the P loading attributable to agriculture can be calculated as the difference between the estimated total loading and the sum of estimated loadings from all other (nonagricultural) sources. A comprehensive system for evaluating errors in all loading estimates is presented. The empirical relationships developed allow preliminary approximations of the cumulative impact that development has had on P loading and the amounts of P loading from generalized land-use categories for Puget Sound lowland lakes. In addition, the sensitivity of a lake to increased loading can be evaluated using the mass-balance model. The methods use data that are presently available for most lakes. All the estimates are most suitable for use in developing water-quality goals, setting priorities for lake studies, and designing studies of individual lakes.
