For instance, water-level minima have been noted in the Cienega Winery well before earthquakes on the San Andreas fault. Abnormal water-level fluctuations were used in conjunctions with other precursors to predict the February 4, 1975, Haicheng earthquake in northeastern China. That such changes should occur prior to earthquakes is not surprising. Ground water that occupies the void spaces in porous rocks or alluvium can be expected to rise in wells when an aquifer is squeezed and fall when it is distended. For example, in a recent issue of the&nbsp;<i>Earthquake Information Bulletin,</i> we saw how the pioneering work of S.A. Fedotov of the U.S.S.R in the Kamchatka-Kurile Islands region has been applied worldwide to forecast where large, shallow earthquakes might occur in the next decades. Indeed, such a \"seismic gap\" off the coast of Alaska was filled by the 1972 Sitka earthquake. Promising results are slowly accumulating from other techniques that suggest that intermediate-term precursors might also be seen: among these are tilt and geomagnetic anomalies and anomalous land uplift. But the crucial point remains that short-term precursors (days to hours) will be needed in many cases if there is to be a significant saving of lives.&nbsp;</p>","language":"English","publisher":"U.S Geological Survey","usgsCitation":"Lindh, A., 1978, Amplitude of foreshocks as a possible seismic precursor to earthquakes: Earthquake Information Bulletin (USGS), v. 10, no. 5, p. 162-164.","productDescription":"3 p.","startPage":"162","endPage":"164","onlineOnly":"N","additionalOnlineFiles":"N","costCenters":[],"links":[{"id":319263,"type":{"id":24,"text":"Thumbnail"},"url":"https://pubs.usgs.gov/thumbnails/outside_thumb.jpg"}],"volume":"10","issue":"5","noUsgsAuthors":false,"publicationStatus":"PW","scienceBaseUri":"56f3be2be4b0f59b85e02d97","contributors":{"authors":[{"text":"Lindh, A.G.","contributorId":24784,"corporation":false,"usgs":true,"family":"Lindh","given":"A.G.","email":"","affiliations":[],"preferred":false,"id":623400,"contributorType":{"id":1,"text":"Authors"},"rank":1}]}}

Although the Federal Government is significantly increasing its research efforts in earthquake studies, the ultimate benefits of this program will depend on whether the individual citizen living in an earthquake zone can accurately understand what is meant by an earthquake hazard.</p>\n<p>With this in mind, I organized a small workshop for approximately 30 people on February 2 and 3, 1978, in Menlo Park, Calif. the purpose of the meeting was to discuss methods of involving volunteers in a meaningful way in earthquake research and in educating the public about earthquake hazards. The emphasis was on earthquake prediction research, but the discussions covered the whole earthquake hazard reduction program. Representatives attended from the earthquake research community, from groups doing socioeconomic research on earthquake matters, and from a wide variety of organizations who might sponsor volunteers.&nbsp;</p>","language":"English","publisher":"U.S Geological Survey","usgsCitation":"Ward, P., 1978, Volunteers in the earthquake hazard reduction program: Earthquake Information Bulletin (USGS), v. 10, no. 4, p. 139-143.","productDescription":"5 p.","startPage":"139","endPage":"143","onlineOnly":"N","additionalOnlineFiles":"N","costCenters":[],"links":[{"id":314822,"type":{"id":24,"text":"Thumbnail"},"url":"https://pubs.usgs.gov/thumbnails/outside_thumb.jpg"}],"volume":"10","issue":"4","noUsgsAuthors":false,"publicationStatus":"PW","scienceBaseUri":"56a75570e4b0b28f1184d8ab","contributors":{"authors":[{"text":"Ward, P.L.","contributorId":31422,"corporation":false,"usgs":true,"family":"Ward","given":"P.L.","email":"","affiliations":[],"preferred":false,"id":589693,"contributorType":{"id":1,"text":"Authors"},"rank":1}]}}

AS an example, Clarence Allen and his associates at the California Institute of Technology have obtained recurrence rates for the southern California region by incorporating data from over 10,000 earthquakes recorded between 1934 and 1963.&nbsp;</p>\n<p>My own approach to estimating average recurrence intervals has been somewhat different. I have used the history of slip rates along the San Andreas fault that are preserved in the geologic record. In phosphate-buffered, distilled water (PBDW) an ozone dose of 0.01&ensp;mg/L for 30 or 60&ensp;s inactivated IHNV or IPNV, respectively, suspended at a tissue culture 50% infective dose (TCID50) of 10</span>4<span>&ndash;10</span>5<span>/mL. In hard (120&ensp;mg/L as CaCO</span>3<span>) and soft water (30&ensp;mg/L) lake waters, an ozone application rate of 70&ensp;mg∙h</span>&minus;1<span>∙L</span>&minus;1<span>&nbsp;for 10&ensp;min destroyed IHNV. The IPNV was also somewhat more resistant to chlorine. In PBDW, a residual of 0.1&ensp;mg/L with contact times of 30 and 60&ensp;s, respectively, destroyed IHNV and IPNV. In soft lake water IHNV was destroyed within 5&ensp;min at 0.5&ensp;mg/L, while in hard water a 10-min contact time was required. For IPNV disinfection in soft water, 0.2&ensp;mg/L for 10&ensp;min was sufficient but this chlorine residual had essentially no effect on IPNV in hard water. Increasing this dose to 0.7&ensp;mg/L destroyed IPNV in hard water within 2&ensp;min. In untreated waters, IPNV was stable for at least 8&ensp;wk in either distilled, soft, or hard lake waters. However, IHNV survived only about 2&ensp;wk in distilled and 7&ensp;wk in the soft or hard lake waters.
