In 1977 and 1978, the highest TCE concentration was found surrounding the most productive well, Haven well. Large quantities of TCE were used for degreasing between 1955 and 1965 and, so far as is known, TCE was used extensively up until 1973. Data on how, where, and when TCE got into the aquifer are lacking, but geochemical evidence and TCE analyses show a strong relation between the high TCE concentrations near Haven well and the extensive storm-drain system that underlies the parking apron and runway. The drains help recycle some of the TCE-contaminated ground water from the Haven well area.</p><p>Sources of TCE-free ground water on PAFB may exist in the northern parts and do exist in the southern parts of the main aquifer; however, in the southern part, either the ground water is probably already being used nearly to capacity (Smith and Harrison production wells) or further development might adversely affect off-base ground-water use. In the northern part, available subsurface data indicate that only relatively small yields are likely at any one site; thus, to get sustained yields comparable to that of the Haven well would probably require an unreasonable number of wells.</p><p>This study locates TCE contamination in the main PAFB aquifer and discusses three possible water-use alternatives: (I) Abandonment of Haven well, (2) treatment of Haven well water to remove TCE, and (3) treatment of a portion of Haven well water for domestic consumption and use of the remainder for nondomestic uses. Continued use of the Haven well, with treatment of all or part of its yield for TCE removal, is advantageous, both because the Haven well is a high-yield source of water and because cessation of pumping from it might allow TCE-contaminated ground water to move downgradient (southward), endangering the Smith and Harrison production wells. Data were collected routinely at five stations, and periodically at 17 stations including three stations near the mouth of the Potomac River in Chesapeake Bay. Each of the five stations represent a cross section through which the transport of selected dissolved and suspended materials can be computed. The remaining stations represent locations at which data were collected for special synoptic studies such as salt water migration, and dissolved oxygen dynamics. Routinely, samples were analyzed for silica, nitrogen, phosphorus, chlorophyll-a, pheophytin, and suspended sediment. Additional samples were analyzed for organic carbon, calcium, manganese, magnesium, sodium, alkalinity, sulfate, iron, potassium, chloride, fluoride, seston, algal growth potential, adenosine triphosphate, nitrifying bacteria and dissolved-solids residue. In addition, solar radiation measurements and in-situ measurements of dissolved oxygen, specific conductance, pH, temperature, and Secchi disk transparency are reported. These reserves are recoverable from 445 studied fields under the Federal submerged lands off the coasts of Louisiana and Texas. An additional 44 fields, discovered since December 31, 1979, have not been sufficiently developed to permit a reasonably accurate estimate of reserves.</p><p>Original recoverable reserves are estimated to have been 8.17 billion barrels of oil and 93.4 trillion cubic feet of gas from 461 fields in the same geographic area. Included in this number are 16 fields that are depleted and were abandoned; not included are the 44 insufficiently developed fields. In the northern and the extreme southern parts of the county, most wells are completed in bedrock at depths less than 100 feet. In the central part, most wells are completed in glacial deposits; some of these wells are as deep as 200 feet. Yields, in some places as high as 300 gallons per minute, are generally greatest from wells completed in glacial deposits. Most well water is hard and has iron concentrations ranging from ﻿&lt;0.1 mg/L to about 5.0 mg/L. Chemical fertilizer was applied periodically to the test site and adjacent areas. Periodic mounding of the water table occurred due to effluent irrigation, inducing radial flow from the test site. Physical, geochemical, biochemical processes effectively reduced total nitrogen concentration 90% and total phosphorous concentration more than 95% in the ground water of the surficial aquifer about 300 feet downgradient from the test site from that of the applied effluent. Downgradient, total nitrogen averaged 2.4 milligrams per liter and total phosphorus averaged 0.17 milligrams per liter. Substantial increases in total phosphorus were observed when the pH of the ground water increased. Total coliform bacteria in the ground water of the surficial aquifer were generally less than 100 colonies per 100 milliliters. Fecal coliform bacteria were generally less than 25 colonies per 100 milliliters at the test site and were not detected downgradient or near the test site. Fecal streptococcal bacteria were generally less than 100 colonies per 100 milliliters at the test site, but were detected on three occasions near the test site. Sediment and nutrient yield, discharge, and water temperature data were collected during the 1976 irrigation season and the following fall and winter. The suspended-sediment yield of the basin during this period was 2.0 tons per acre of irrigated cropland. Only about 3% of the net outflow of sediment occurred during the nonirrigation season. The yield computed by subbasin ranged from 0.7 to 7 tons per acre, depending mainly on land slope, but a high percentage of orchard land in the subbasins was probably also significant in reducing loads. Nutrient outflows during the study period were 1,180,000 pounds of nitrogen and 120,000 pounds of phosphorous. Nitrate-plus-nitrite represent 70% of the nitrogen outflow in the irrigation season and 84% in the nonirrigation season. The monitoring network was discontinued at the end of the study period, due largely to insufficient farmer participation. Network sensitivity in the control subbasins was inadequate to detect the effects of a planned demonstration program of best management practices. Color, water content and sensitivity of the ash were measured in the field. The ash alternated between reddish brown and dark reddish brown in color and had water contents as high as 392%. A downhole vane shear device measured sensitivities as high as 6.9. A series of laboratory tests including grain size distribution, Atterberg limits, X-ray diffraction analysis, total carbon determination, vane shear, direct shear and triaxial tests were performed to determine the composition and geotechnical properties of the ash. The ash is very fine grained, highly plastic and composed mostly of gibbsite and amorphous material presumably allophane. The ash has a high angle of internal friction ranging from 40-43? and is classified as medium to very sensitive. \r\n\r\nA series of different ash layers was distinguished on the basis of plasticity and other geotechnical properties. Sensitivity may be due to a metastable fabric, cementation, leaching, high organic content, and thixotropy. The sensitivity of the volcanic ash deposits near Hilo is consistent with documented slope instability during earthquakes in Hawaii. The high angles of internal friction and cementation permit very steep slopes under static conditions. That shock was the second largest known to have occurred in the southeastern United States (MMI VIII, m<sup>b</sup> estimated at 5.8, felt over 725,000 km<sub>2</sub>). It struck Giles County in southwestern Virginia, and a recurrence would affect populous regions on and near the central Atlantic seaboard. This paper attempts to aid in evaluating that hazard by presenting and synthesizing new seismological data with geological inferences and deductions.</p><p>A five-station, 60-km aperture seismic network has been in operation in the Giles County locale since early 1978. For the subsequent 3-year monitoring period, 10 microearthquakes (M &lt; 2) have been detected. Eight of those 10 events, plus an additional 4 relocated felt earthquakes (3.2 &lt; M &lt; 4.1; 1959-1976) have a tabular distribution centered at Pearisburg, Virginia. That distribution is about 40 km long, 10 km wide, strikes N. 43° E., and has a nearly vertical extent of from 5 km to 25 km in depth. Thus, a Giles County seismogenic zone is defined presently by 12 earthquakes that span 4 orders of magnitude (0 &lt; M &lt; 4) and 2 decades of time (1959-1980). We conclude that the 1897 earthquake occurred on that seismogenic zone. From the orientation of the tabular zone, from evidence that greatest horizontal compressive stress trends east-northeasterly at seismogenic depths in and near Giles County and from sparse P-wave first-motion data, we infer that the monitored microseismicity probably occurs by right-reverse motion on the seismogenic zone, with the southeast side dropping down with respect to the northwest side.</p><p>In the Giles County locale, the upper 3-6 km of the crust are Paleozoic sedimentary rocks that have moved some tens of kilometers northwest on nearly horizontal detachment faults. The above-mentioned reliable hypocenters for the region lie below the deepest likely detachment, indicating that Giles County seismicity probably has no simple relationship to surface geology.</p><p>Since Precambrian time, three deformational episodes could have formed steep faults under today's surface structures, at the observed hypocentral depths. These episodes were as follows: (1) As the Iapetus Ocean (Atlantic's predecessor) opened in late Precambrian or early Paleozoic time, northeast-striking normal faults formed, probably at the inferred Iapetan continental edge in central Virginia and at least as far northwest of that locus as Giles County. (2) In late Paleozoic time, detachment faults loaded the crust with several kilometers of overthrust sedimentary rocks, perhaps forming northeast-striking thrust-load faults in a brittle analogue of isostatic depression caused by thrust masses and much lighter continental glaciers. (3) As the Atlantic Ocean opened in Mesozoic time, other northeast-striking normal faults formed on the present continental margin and inland of it.</p><p>The N. 43° E.-striking seismogenic zone seems most likely to have resulted from compressional reactivation of an Iapetan normal fault, which also may have been reactivated by late Paleozoic compression and Mesozoic extension. First, the seismogenic zone probably does not occur on a thrust-load fault. The zone underlies detached structures of southern Appalachian orientations (east-northeast), but those structures are not known to be displaced where they cross the zone. Thus, if the zone occurs on a thrust-load fault, the fault and its coeval causative central Appalachian detachments would pre-date the southern Appalachian structures. That deduction contradicts stratigraphic and structural estimates of relative ages of southern and central Appalachian detachments. Second, the zone probably does not result from a Mesozoic normal fault, because known locations of Mesozoic normal faults and grabens are well to the southeast of Giles County.</p><p>Not yet known is where else in the East reactivated Iapetan normal faults might generate shocks similar to that of 1897. However, our analysis enables us to suggest specific geological and geophysical investigations that may produce results useful in answering that question. The proposed site was believed to be a relatively undisturbed synclinal structure containing a thick argillite unit of Misslsslppian age, the Eleana Formation unit J, which would be the emplacement medium. Data acquisition for the geophysical studies was constrained because of rugged topography in a block of Tipplpah Limestone overlying the central part of the proposed site. This study employed gravity, magnetic, seismic refraction and reflection, and four distinct electrical methods to try and define the structural integrity and shape of the proposed repository medium. Detailed and regional gravity work revealed complex structure at the site. Magnetics helped only in identifying small areas of Tertiary volcanic rocks because of low magnetization of the rocks. Seismic refraction assisted in identifying near surface faulting and bedrock structure. Difficulty was experienced in obtaining good quality reflection data. This implied significant structural complexity but also revealed the principal features that were supported by other data. Electrical methods were used for fault identification and for mapping of a thick argillaceous unit of the Eleana Formation in which nuclear waste was to be emplaced. \r\n\r\nThe geophysical studies indicate that major faults along the axis of Syncline Ridge and on both margins have large vertical offsets displacing units so as not only to make mining difficult, but also providing potential paths for waste migration to underlying carbonate aquifers. The Eleana Formation appeared heterogeneous, which was inferred to be due to structural complexity. The study included a high-resolution seismic reflection survey, surficial sediment sampling and surface current drifter sampling. Approximately 7100 sq km of the Louisiana-Mississippi shelf and upper slope were surveyed. \r\n\r\nThe sea floor of the entire area is relatively smooth except for occasional areas of uplift produced by diapiric intrusion along the upper slope. Characteristics of the topography and subsurface shelf sediments are the result of depositional sequences due to delta outbuilding over transgressive sediments with intervening periods of erosion during low sea level stands. Little evidence of structural deformation such as faults, diapirs, and shallow gas is present on the shelf and only a few minor faults and scarps are found on the slope. \r\n\r\nMinisparker seismic records in combination with air gun (40 and 5 cu in) and 3.5-kHz subbottom profile records reveal that seven major stages of shelf development have occurred since the middle Pleistocene. The shelf development has been controlled by the rise and fall of sea level. These stages are defined by four major unconformities, several depositions of transgressive sediments, sequences of river channeling and progradational delta deposits. \r\n\r\nSurficial sediment sample and seismic records indicate tat the last major depositional event was the progradation of the St. Bernard Delta lobe. This delta lobe covered the northwestern and central regions. The test plots were constructed to evaluate the effects of processed oil shale geochemistry on plant growth using various thicknesses of soil cover over the processed shale and/or over a gravel barrier between the shale and soil. Generally, the thicker the soil cover, the less the influence of the shale geochemistry on the element concentrations in the plants. Concentrations of 20 elements were larger in the ash of four-wing saltbush growing on the plot with the gravel barrier (between the soil and processed shale) when compared to the sample from the control plot. A greater water content in the soil in this plot has been reported, and the interaction between the increased, percolating water and shale may have increased the availability of these elements for plant uptake. Concentrations of boron, copper, fluorine, lithium, molybdenum, selenium, silicon, and zinc were larger in the samples grown over processed shale, compared to those from the control plot, and concentrations for barium, calcium, lanthanum, niobium, phosphorus, and strontium were smaller. \r\n\r\nConcentrations for arsenic, boron, fluorine, molybdenum, and selenium-- considered to be potential toxic contaminants--were similar to results reported in the literature for vegetation from the test plots. The copper-to-molybdenum ratios in three of the four samples of four-wing saltbush growing over the processed shale were below the ratio of 2:1, which is judged detrimental to ruminants, particularly cattle. Boron concentrations averaged 140 ppm, well above the phytotoxicity level for most plant species.
