The Floridan aquifer is the principal source of potable water in the area. Water-level measurements were made on approximately 1,000 wells and on several springs. The potentiometric surface is shown mostly by 5-foot contour intervals. In the Fernandina Beach area a 40-foot interval is used to show a deep cone of depression. The potentiometric surface ranged from 131 feet above NGVD (National Geodetic Vertical Datum of 1929) in Polk County to 68 feet below NGVD in Nassau County. Water levels continued to recover from record low levels set in September 1981. Except in a few places, water levels throughout the District rose above September 1981 levels. September 1982 levels were as much as 10 feet and commonly 2 to 3 feet higher than the below normal September 1981 levels. Volume 1 of water resources data for the 1981 water year for Hawaii and other Pacific Areas consists of records of stage, discharge, and water quality of streams; and water levels and water quality in wells and springs. This report contains discharge records for 106 gaging stations; water quality for 11 gaging stations, 103 partial-record flow stations, and 150 wells; and water levels for 21 observation wells. Also included are 106 crest-stage partial-record stations and 19 low-flow partial-record stations. Additional water data were collected at various sites, not part of the systematic data collection program, and are published as miscellaneous measurements. These data represent that part of the National Water Data System operated by the U.S. Geological Survey and cooperating State, Federal, and other agencies in Hawaii.

Hydrologic investigations of urban watersheds in Texas were begun by the U.S. Geological Survey in 1954. Studies are now in progress in Austin, Houston, and San Antonio. Studies have been completed in the Dallas and Fort Worth areas.

The Geological Survey, in cooperation with the Texas Department of Water Resources, began hydrologic studies in the Austin urban area in 1954. In cooperation with the city of Austin, the program was expanded in 1975 to include additional streamflow and rainfall gaging stations, and the collection of surface water-quality data. In 1978, the program was expanded to include a ground-water resources study of the South Austin metropolitan area in the Balcones fault zone.

The objectives of the Austin urban hydrology study are as follows:

  1. To determine, on the basis of historical data and hydrologic analyses, the magnitude and frequency of flood peaks and flood volume.
    2. \n
  2. To determine the effect of urban development on flood peaks and volume.
    3. \n
  3. To determine the variations in water quality during different seasons and flow conditions in representatives watersheds under various types of urban development.
    4. \n
  4. To quantitatively appraise the ground-water resources along the Balcones fault zone, the effect of urbanization on the quality and quantity of recharge and discharge, and the extent of contamination in the Edwards aquifer that is is hydrologic circulation with Barton Springs.

This report presents the basic hydrologic data collected in the Austin urban area for the 1980 water year (Oct. 1, 1979 to Sept. 30, 1980).

The reservoir, on the Kootenai River, was impounded by Libby Dam on March 21, 1972. Manipulation of the 7.16-cubic-kilometer reservoir for flood control, its primary function, created large fluctuations in reservoir volume and produced annual lake-filling times that ranged from 0.14 to 0.66 year.\r\n\r\nLoadings of nitrogen and phosphorus prior to and following impoundment of Lake Koocanusa were found to be large enough to predict eutrophic conditions. Beginning in 1976, total phosphorus loadings, but not total nitrogen loadings, were substantially reduced following improvements in waste-water treatment at a fertilizer plant located upstream from the reservoir. The closure of Libby Dam substantially reduced loadings of nitrogen and phosphorus downstream from Lake Koocanusa. On the average, the reservoir retained 63 percent of its influent loading of total phosphorus and 25 percent of its influent loading of total nitrogen.\r\n\r\nDaily areal and volumetric primary productivity varied widely in each year at four sampled limnological stations. During the 9 years studied, daily areal primary productivity, in milligrams of carbon fixed per square meter, ranged from 0.4 to 420.0; the mean of the 313 sampled days was 128.5. Annual areal primary productivity ranged from 23.2 to 38.5 grams of carbon fixed per square meter and thereby categorized Lake Koocanusa as oligotrophic.\r\n\r\nThe relationship of annual areal primary productivity and 12 selected environmental variables was determined by multiple regression analysis. One of the models that was derived used two variables-annual euphotic zone depth and annual areal phosphorus loading-and accounted for 62.0 percent of the variation in annual areal primary productivity.\r\n\r\nThe distribution of chlorophyll a within the water column indicated that, on the average, more than one-half of the phytoplankton in the reservoir was beneath the euphotic zone. These results support the hypothesis that the reservoir's weak thermal structure had allowed circulation of phytoplankton out of the euphotic zone.\r\n\r\nThe trophic state of Lake Koocanusa was categorized as eutrophic when based on the relationship of the nutrient loadings and the reservoir's ratio of mean depth to hydraulic-residence time. This result conflicted with the oligotrophic ranking the reservoir received based on its areal primary productivity. The discrepancy in trophic state was attributed mainly to the failure of nutrient loading models to adequately account for physical processes within reservoirs. Part of the nutrient loading that entered Lake Koocanusa was unavailable to phytoplankton because the nutrients were carried beneath the euphotic zone by large volumes of interflow and underflow. Another part of the nutrient loading was adsorbed to suspended sediment and removed from the water column. Widespread thunderstorms associated with two major squall lines, moved across Pennsylvania between the afternoon of July 19 and morning of July 20, 1977. The western part of outflow boundary produced by the second line became almost stationary in western Pennsylvania and resulted in 6 to 9 hours of nearly continuous thunderstorms. More than 6 inches of rain fell over a 400-square-mile area during this period. In the hills just north and east of Johnstown, rainfall totals were as much as 12 inches. Flash flooding was severe as the storms moved slowly southeastward across the Allegheny, Susquehanna, and Potomac River basins. Peak natural runoff rates greater than 1,000 cubic feet per second per square mile were common for streams draining up to 10 square miles. At eight gaging stations, recurrence intervals for the peak discharges were estimated to be 100 years or more. In addition to high surface runoff, some disastrous flooding also resulted from the failure of seven earthfill-gravity-type dams. At least 78 deaths were attributed to the flooding and eight persons were still listed as missing 1 year later. Total damages in the eight-county flood area were extremely high, possibly exceeding $500 million.
