Results of the analysis can be used to determine relative risks associated with oil production in different regions to be offered in OCS Lease Sales 72, 74, and 79. The analysis considered the probability of spill occurrences based on historical trends; likely movement of oil slicks based on a climatological model; and locations of major environmental resources which could be vulnerable to spilled oil. The times between spill occurrence and contact with resources were estimated to aid in estimating slick characteristics. \r\n\r\nCritical assumptions made for this particular analysis were (1) that oil exists in the lease area, and (2) that oil will be, found and produced from tracts sold in sales 72, 74, and 79. On the basis of a most likely resource estimate of 241 million barrels of oil to be produced over an 18-year production life from sales to be held in 1983 (sales 72, 74, 79), it was calculated that approximately one oilspill of 1,000 barrels or larger will occur. The estimated probability that one or more oilspills of 1,000 barrels or larger will occur and contact land after being at sea less than 30 days is 41-percent. For a high resource estimate case of sales to be held in 1983, 717 million barrels are estimated to be produced over an 18-year production life with an 83-percent chance of one or more spills of 1,000 barrels or larger occurring and contacting land within 30 days. These results depend upon the routes and methods chosen to transport oil from OCS platforms to shore. \r\n\r\nGiven a total development scenario in which 5.6 billion barrels of oil are estimated to be present and produced, it was calculated that 18 oilspills of 1,000 barrels or larger will occur over the 40-year production life of the proposed lease area. The estimated probability that one or more oilspills of 1,000 barrels or larger will occur and contact land after being at sea less than 30 days is greater than 99.5 percent for this scenario. These probabilities also reflect the assumptions that oilspills remain intact for up to 30 days, do not weather, and are not cleaned up. The holes were 135, 175, and 71 feet deep. One hole yielded about 1 gallon of water perminute; the other two yielded less. The folds probably were formed as a result of differential sediment loading when eolian sand dunes of the overlying Summerville Formation of Middle Jurassic age migrated over soft, chemically precipitated, lime muds of the Todilto shortly after their deposition in a regressive, mixed fresh and saline lacustrine or marine environment of deposition. \r\n\r\nEncroachment of Summerville eolian dunes over soft Todilto lime muds was apparently a local phenomenon and was restricted to postulated beltlike zones which trended radially across the Todilto coastline toward the receding body of water. Intraformational folding is believed to be confined to the pathways of individual eolian dunes or clusters of dunes within the dune belts. During the process of sediment loading by migrating sand dunes, layers of Todilto lime mud were differentially compacted, contorted, and dewatered, producing both small- and large-scale plastic deformation structures, including convolute laminations, mounds, rolls, folds, and small anticlines and synclines. With continued compaction and dewatering, the mud, in localized areas, reached a point of desaturation at which sediment plasticity was lost. Prolonged loading by overlying dune sands thus caused faulting, shearing, fracturing, and jointing of contorted limestone beds. These areas or zones of deformation within the limestone became the preferred sites of epigenetic uranium mineralization because of the induced transmissivity created by sediment rupture. \r\n\r\nAlong most of the prograding Todilto coastline, adjacent to the eolian dune belts, both interdune and coastal sabkha environments dominated during Todilto-Summerville time. Sediments in coastal areas consisted mainly of clay, silt, sandy silt, and very fine-grained sand, which was apparently derived from the winnowing of the finer grained fraction of sediment from adjacent dune fields during periods of eolian activity. Most of the sabkha sediments were probably carried in airborne suspension to the low-lying, ground-water-saturated coastal areas, where they were deposited as relatively uniform blanket-like layers. Deposition of sabkha deposits was apparently slow and uniform over most of the Todilto coastal areas and crested only small-scale deformation features in underlying Todilto rocks. The hypothesis assumes that: (1) no faults are truly planar, (2) opposing noncongruent wavy wallrock surfaces form chambers and bottlenecks along the fault, and (3) most thrusting occurs beneath the water table. These physical constraints permit the following dynamics. \r\n\r\nShear displacement accompanying faulting must constantly change the volume of each chamber. Addition of ground water liquefies dry fault breccia to a heavy incompressible viscous muddy breccia I call fault slurry. When the volume of a chamber along a thrust fault decreases faster than its fault slurry can escape laterally, overpressurized slurry is hydraulically injected into the base of near-vertical fractures in the otherwise impervious overriding plate. Breccia pipes commonly form where such fissures intersect. \r\n\r\nAlternating decrease and increase in volume of the chamber subjects this injection slurry to reversible surges that not only raft and abrade huge clasts sporadically spalled from the walls of the conduit but also act as a forceful hydraulic ram which periodically widens the conduit and extends its top. If the pipe perforates a petroleum reservoir, leaking hydrocarbons float to its top. \r\n\r\nSudden faulting may generate a powerful water hammer that can be amplified at some distal narrow ends of the anastomosing plumbing system, where the shock may produce shatter cones. The more productive wells are completed in the Pediment Gravel and the basalt flows of the Bighole Basalt and Starlight Formation and the sand and gravel of the Sunbeam Formation. A few shallow domestic wells are completed in the water-table aquifer in the Michaud Gravel. Historically, high levels of arsenic were observed in water from several wells completed in the shallow aquifer. In most wells and springs sampled during this study, levels of arsenic and other minor elements were within limits recommended by the U.S. Public Health Service. Heavy metal concentrations in one well completed in the shallow aquifer, and the concentration of arsenic exceeded the recommended limits. There is some evidence that arsenic, as well as several other minor elements, may occur in above-normal levels naturally in local ground water. Ground water used for irrigation generally has a low sodium-absorption ratio and can be used on almost all soils. All irrigation water sampled have a medium to high salinity hazard, and caution should be used when applying these waters on poorly drained soils. Although subject to State reclamation law, current and projected strip mining of this relatively thin coal seam could alter and hydrologic environment of the study area. Drained by the Marais des Cygnes and Little Osage Rivers and their tributaries, this area is characterized by low relief and moderately impermeable soils. Streamflows are poorly sustained by ground-water discharge and fluctuate widely due to climatic extremes and usage of surface-water supplies. Because ground-water supplies are generally unreliable in quantity and quality, surface water is used to meet most water requirements in the study area. Primary used of surface waters are for domestic supplies, maintenance of wildlife and recreational areas, and cooling needs at LaCygne Power Plant. The prevailing chemical type of the natural streamflow is calcium bicarbonate, with concentrations of dissolved solids generally less than 500 milligrams per liter and pH near neutral. Additional streamflow and water-quality data are needed to evaluate the premining characteristics of and the anticipated changes in the hydrologic environment as strip mining proceeds within the study area. A network of data-collection stations and a sampling scheme have been established to acquire this additional information. It ended 32 feet below the base of the Mahogany bed (the richest oil-shale bed between A groove and B groove--which define the upper and lower boundaries, respectively, of the Mahogany zone). Most of the interval studied is kerogen- or carbonate-rich, commonly tuffaceous, and is very fine grained. \r\n\r\nSeveral thin (<3 feet) oil-shale beds which yield as much as 25 gallons of oil per ton occur above the Mahogany zone, but are probably not of economic interest. The cored sequence contains several tuff beds. The thickest of these beds is approximately 2 feet thick; the average thickness is rarely greater than 0.5 feet. Two oil-saturated tuff beds occur approximately 65 feet above the Mahogany oil-shale bed. Although these two tuffs are exposed on nearby surface outcrops, no evidence of oil is seen on outcrop. The Mahogany zone is approximately 69 feet thick at the drill site; the lowermost few feet were not penetrated. At the site cored, the Mahogany zone is overlain by 435 feet of overburden. Va.) has been increasing. However, additional statistical analysis does not indicate that the flood levels that were exceeded typically once or twice a year in the period 1947-79 are any more likely to be exceeded now than in 1947. Possible trends in streamchannel size also are investigated at three locations. No discernible trends in channel size are noted. Further statistical analysis of the trend in the size of annual-flood peaks shows that much of the annual variation is related to local rainfall and to the 'natural' hydrologic response in a relatively undisturbed subbasin. However, some statistical indication of trend persists after accounting for these natural factors, though it is of borderline statistical significance.
