These areas have little or no petroleum potential. \r\n\r\nAreas of the ECOWAS region that have potential for petroleum production or potential for increased petroleum production include the narrow belt of sedimentary rocks that stretches along the continental margin from Mauritania to Nigeria and the Niger Delta and the Benue depression. The Senegal Basin, located on the continental margin of Mauritania, Senegal, Gambia, Guinea Bissau, and Guinea, has been intensely explored by the oil industry and most of the larger structures onshore and on the shelf probably have been tested by drilling with little or no resulting commercial production. Unless basic ideas pertaining to the petroleum geology of the Senegal Basin are revised, future discoveries are expected to be limited to small fields overlooked by industry at a time when petroleum prices were low. On the continental shelf of Sierra Leone and the continental shelf of northeast and central Liberia, the sedimentary rocks are relatively thin, and industry has shown little interest in the area. On the continental rise of these countries, however, the sedimentary section, deposited in a complex fault-block system, increases in thickness. A renewal of industry interest in this deep-water area will probably follow further development of deep-water production technology. A recent oil discovery on the continental slope off the Ivory Coast is expected to spur further exploration offshore of southeastern Liberia, Ivory Coast, Ghana, Togo, and Benin. This relatively unexplored area in the Gulf of Guinea has good possibilities .for the discovery of giant oil fields. \r\n\r\nNigeria's oil development from the Niger Delta may have peaked, as 13 of 14 giant oil fields were discovered prior to 1969 and the greatest number of fields were discovered in the period 1965 through 1967. Like delta regions in other parts of the world, individual oil fields of the Niger Delta are small to medium by world standards and future discoveries, therefore, are likely to reflect this reality. The natural gas resources of the Niger Delta, unlike its oil resources, are comparatively underdeveloped. \r\n\r\nParts of the Benue depression in Nigeria and Niger could contain significant deposits of petroleum. The lower Benue depression, immediately north of the Niger Delta, has been extensively explored by drilling. Except for noncommercial discoveries of oil and gas and traces of oil and gas on the ground surface, the results of exploration in the lower Benue depression were negative. However, in the Lake Chad area of Chad and in southern Chad near the Central African Republic boundary, oil and gas discoveries were made just prior to the cessation of all drilling and exploration activity in early 1979. It is rumored that these discoveries may be large although little information is available. The relation between the two areas in Chad and their overall relation to the Benue depression is poorly understood; however, the possibility of thick sedimentary sections containing Cretaceous marine source rock and Tertiary reservoir beds-all contained within grabens in a highly faulted failed-arm system subjected to high heat flow--is attractive. Of the ECOWAS countries, only Nigeria and Niger produce coal commercially. \r\n\r\nNigeria produces subbituminous coal from Paleocene-Maestrichtian and Maestrichtian (Late Cretaceous) age rocks of the Niger Delta region; reserves are estimated, on the basis of extensive drilling, to be 350 million tons (standard coal equivalent). In addition, lignite deposits of the Niger Delta appear to be large but have not been developed. A new biostratigraphic analysis, using calcareous nannofossils, of the Fripp Island, S.C., well and reinterpretations of the Clubhouse Crossroads corehole 1, South Carolina, and other wells in South Carolina, Georgia, and northernmost Florida have made possible the comparison and reevaluation of stratigraphic interpretations of the region made by G. S. Gohn and others in 1978 and 1980 and by P. M. Brown and others in 1979. The present study indicates that within the Upper Cretaceous section the stratigraphic units formerly assigned a Cenomanian (Eaglefordian and Woodbinian) age are Coniacian (Austinian) and Turonian (Eaglefordian) in age. A previously described hiatus encompassing Coniacian and Turonian time is not present. More likely, a hiatus is probably present in the upper Turonian, and major gaps in the record are present within the Cenomanian and between the Upper Cretaceous and the pre-Cretaceous basement. \r\n\r\nAfter an erosional episode in Cenomanian time that affected the section beneath eastern Georgia and South Carolina, Upper Cretaceous marine clastic and carbonate rocks were deposited on a regionally subsiding margin that extended to the present Blake Escarpment. In contrast, during Cenozoic time, especially in the Eocene, subsidence and sedimentation rates were uneven across the margin. A thick progradational sequence of carbonate rocks accumulated in the Southeast Georgia Embayment and also built the present Continental Shelf, whereas farther offshore a much thinner layer of sediments was deposited on the Blake Plateau. \r\n\r\nThere is no general agreement on the exact placement of the Cenomanian-Turonian boundary in Europe or the United States Western Interior, and the widespread Sciponoceras gracile ammonite zone represents an interval of equivocal age between accepted Cenomanian and Turonian strata. The extinction of the foraminifer genus Rotalipora took place within the Sciporwceras gracile zone; it is used here to identify the Cenomanian-Turonian boundary. \r\n\r\nPollen zone IV (Complexiopollis-Atlantopollis assemblage zone) is an important and widespread biostratigraphic unit characterized by a distinctive spore and pollen flora. Sediment and nutrient yield, discharge, and water temperature data were collected during the 1976 irrigation season and the following fall and winter. The suspended-sediment yield of the basin during this period was 2.0 tons per acre of irrigated cropland. Only about 3% of the net outflow of sediment occurred during the nonirrigation season. The yield computed by subbasin ranged from 0.7 to 7 tons per acre, depending mainly on land slope, but a high percentage of orchard land in the subbasins was probably also significant in reducing loads. Nutrient outflows during the study period were 1,180,000 pounds of nitrogen and 120,000 pounds of phosphorous. Nitrate-plus-nitrite represent 70% of the nitrogen outflow in the irrigation season and 84% in the nonirrigation season. The monitoring network was discontinued at the end of the study period, due largely to insufficient farmer participation. Network sensitivity in the control subbasins was inadequate to detect the effects of a planned demonstration program of best management practices. The area is underlain by clastic and carbonate rocks of Precambrian and Paleozoic age and by volcanic rocks and alluvium of Tertiary and Quaternary age that have been juxtaposed by normal and strike-slip faulting. Aquifers are composed of carbonate and volcanic rocks and alluvium. Characteristics of the flow system are determined by distribution of low-conductivity rocks (barriers); by recharge originating in the Spring Mountains, Pahranagat, Timpahute, and Sheep Ranges, and in Pahute Mesa; and by underflow beneath Pahute Mesa from Gold Flat and Kawich Valley. Discharge areas (Ash Meadows, Oasis Valley, Alkali Flat, and Furnace Creek Ranch) are upgradient from barriers. Sensitivities of simulated hydraulic heads and fluxes to variations in model parameters were calculated to guide field studies and to help estimate errors in predictions from transport modeling. Hydraulic heads and fluxes are very sensitive to variations in the greater magnitude recharge/discharge terms. Transmissivity at a location may not be the most important transmissivity for determining flux there. Transmissivities and geometries of large barriers that impede flow from Pahute Mesa have major effects on fluxes elsewhere; as their transmissivities are decreased, flux beneath western Jackass Flats and Yucca Mountains is increased as water is diverted around the barriers. The short term study indicated that the water in Luxapallila, Magby, and McCrary Creeks is suitable for many purposes.</p><p>The dissolved-oxygen concentration, temperature, and pH of the water in Luxapallila Creek changed little downstream from site 1 to site 5. The mean specific conductance increased from 25 micromhos per centimeter at site 1 to 46 micromhos per centimeter at site 5. The concentrations of nitrogen and phosphorus species, densities of fecal bacteria and 5-day biochemical-oxygen-demand load in Luxapallila Creek also increased downstream.</p><p>The maximum BOD<sub>5</sub> increased from 0.7 mg/L at the upstream site to 2.6 mg/L at the most downstream site. The maximum total nitrogen concentration increased from 0.71 mg/L to 2.0 mg/L. The maximum ammonia nitrogen concentration increased from 0.08 mg/L to 0.50 mg/L. The data were obtained in the field or from private, State, and other Federal agencies. The purpose of this report is to make the data available to those engaged in coal mining, to those assessing water resources that may possibly be affected by coal mining, and to supplement two interpretive reports that will be published at a later date. Drilling of three other test holes was abandoned due to caving and loss of drilling tools, Before reaching the zone of saturation; the upper 100 meters of cap rock is unsaturated. Within the saturated part of the cap rock, hydraulic heads generally decrease with depth and to the northwest in this part of the valley.</p><p>Hydraulic conductivity of the cap rock, as determined from pumping tests, ranged from 9.3 X 10<sup>-5</sup> to 2.06 X 10<span id=\"_mce_caret\" data-mce-bogus=\"true\"><sup>﻿-1</sup></span> meters per day; as a result, groundwater flow rates in the cap rock are low. Water ranges from a calcium bicarbonate sulfate type on the western edge of the valley to a calcium magnesium sodium bicarbonate, sulfate, chloride type near the center of the valley. The mapped albedo changes were field checked in April 1981. Decreases in albedo were associated with increases in vegetation, primarily the flush of annual vegetation and the regrowth of vegetation in chained areas and sites of past fires. Increases in albedo were due to recent fires. \r\n\r\nContinuous monitoring of changes in albedo using current, rather than historical, Landsat images can provide the Bureau of Land Management with a means of monitoring vegetation growth, determining areas of high fire potential, and more efficiently deploying of field personnel to sites where severe changes are occuring in the quality of the land and vegetation resources. For example, an albedo change could be an indication of encroachment by an invader species. Annual pumpage increased in municipal areas and decreased in industrial areas with little net change in total annual pumpage during the report period. The major water-bearing unit in the study area is the Chicot aquifer, which overlies the Evangeline aquifer. The Evangeline aquifer is undeveloped in Orange County, but is developed at Evadale in Jasper County, Texas, and at Silsbee in Hardin County, Texas. Both aquifers consist of unconsolidated and discontinuous layers of sand and clay that gently dip toward the Gulf of Mexico.</p>\n<p>Water levels in Orange County tended to stabilize or rise in areas where ground-water withdrawals decreased. Elsewhere in Orange County, most water levels continued to decline, generally at a slower rate than before 1971. Bench-mark elevations determined during 1973 show regional land-surface subsidence from 1918-73, generally attributed to ground-water development, to be less than 0.5 foot (0.15 meter). That shock was the second largest known to have occurred in the southeastern United States (MMI VIII, m<sup>b</sup> estimated at 5.8, felt over 725,000 km<sub>2</sub>). It struck Giles County in southwestern Virginia, and a recurrence would affect populous regions on and near the central Atlantic seaboard. This paper attempts to aid in evaluating that hazard by presenting and synthesizing new seismological data with geological inferences and deductions.</p><p>A five-station, 60-km aperture seismic network has been in operation in the Giles County locale since early 1978. For the subsequent 3-year monitoring period, 10 microearthquakes (M &lt; 2) have been detected. Eight of those 10 events, plus an additional 4 relocated felt earthquakes (3.2 &lt; M &lt; 4.1; 1959-1976) have a tabular distribution centered at Pearisburg, Virginia. That distribution is about 40 km long, 10 km wide, strikes N. 43° E., and has a nearly vertical extent of from 5 km to 25 km in depth. Thus, a Giles County seismogenic zone is defined presently by 12 earthquakes that span 4 orders of magnitude (0 &lt; M &lt; 4) and 2 decades of time (1959-1980). We conclude that the 1897 earthquake occurred on that seismogenic zone. From the orientation of the tabular zone, from evidence that greatest horizontal compressive stress trends east-northeasterly at seismogenic depths in and near Giles County and from sparse P-wave first-motion data, we infer that the monitored microseismicity probably occurs by right-reverse motion on the seismogenic zone, with the southeast side dropping down with respect to the northwest side.</p><p>In the Giles County locale, the upper 3-6 km of the crust are Paleozoic sedimentary rocks that have moved some tens of kilometers northwest on nearly horizontal detachment faults. The above-mentioned reliable hypocenters for the region lie below the deepest likely detachment, indicating that Giles County seismicity probably has no simple relationship to surface geology.</p><p>Since Precambrian time, three deformational episodes could have formed steep faults under today's surface structures, at the observed hypocentral depths. These episodes were as follows: (1) As the Iapetus Ocean (Atlantic's predecessor) opened in late Precambrian or early Paleozoic time, northeast-striking normal faults formed, probably at the inferred Iapetan continental edge in central Virginia and at least as far northwest of that locus as Giles County. (2) In late Paleozoic time, detachment faults loaded the crust with several kilometers of overthrust sedimentary rocks, perhaps forming northeast-striking thrust-load faults in a brittle analogue of isostatic depression caused by thrust masses and much lighter continental glaciers. (3) As the Atlantic Ocean opened in Mesozoic time, other northeast-striking normal faults formed on the present continental margin and inland of it.</p><p>The N. 43° E.-striking seismogenic zone seems most likely to have resulted from compressional reactivation of an Iapetan normal fault, which also may have been reactivated by late Paleozoic compression and Mesozoic extension. First, the seismogenic zone probably does not occur on a thrust-load fault. The zone underlies detached structures of southern Appalachian orientations (east-northeast), but those structures are not known to be displaced where they cross the zone. Thus, if the zone occurs on a thrust-load fault, the fault and its coeval causative central Appalachian detachments would pre-date the southern Appalachian structures. That deduction contradicts stratigraphic and structural estimates of relative ages of southern and central Appalachian detachments. Second, the zone probably does not result from a Mesozoic normal fault, because known locations of Mesozoic normal faults and grabens are well to the southeast of Giles County.</p><p>Not yet known is where else in the East reactivated Iapetan normal faults might generate shocks similar to that of 1897. However, our analysis enables us to suggest specific geological and geophysical investigations that may produce results useful in answering that question. In 1977, a Continental Offshore Stratigraphic Test (COST) well was drilled in the Southeast Georgia Embayment. In March 1978, the first lease sale, Sale 43, was held, resulting in the leasing of 43 tracts. Approximately a year later, in May 1979, the first exploratory drilling began, and by February 1980, six exploratory wells had been drilled by four companies. Hydrocarbons were not found in any of these wells.</p><p>Lease Sale 56, the second lease sale in the South Atlantic Region, was held in August 1981. The sale resulted in the leasing of 47 tracts. Most of the leased tracts are in deep water along the Continental Slope off North Carolina. To date, no drilling has occurred on these tracts, but it is likely that two wells will be drilled or will be in the process of being drilled by the end of 1982. Reoffering Sale RS-2 is scheduled for July 1982, and it will include tracts offered in Lease Sale 56 that were not awarded leases. Lease Sale 78 is scheduled to be held in July 1983.</p><p>The most recent (March 1982) estimates of risked resources for leased lands in the South Atlantic OCS are 27 million barrels of oil and 120 billion cubic feet of gas.</p><p>To date, onshore impacts resulting from OCS exploration have been minimal, and they were associated with Lease Sale 43 exploratory activities. Tenneco, using existing facilities, established a support base in Savannah, Georgia; Getty, Transco, and Exxon used a support base established for them by the city of Brunswick, Georgia. The port at Morehead City, North Carolina, is expected to provide the onshore facilities for exploration in the near future on Lease Sale 56 tracts. Arrangements for the use of these facilities are currently being negotiated.</p><p>In June 1981, the South Atlantic Regional Technical Working Group prepared a Regional Transportation Management Plan for the South Atlantic OCS.
