Analysis of the field situation at specific problem sites quickly suggested that conventional stream gaging techniques should be supplanted by new instruments, designed to measure key hydraulic data at the nearest stream control structures. The key data were found universally to include some combination of a length measurement to specify the vertical height of a gate opening in a dam; measurement of pressure head differential in a turbine; a count of lockages; and precise measurement of time, to give one master reference scale to which all measurements could be keyed. The instruments designed to collect such key data are the shaft position digitizer, the shaft output follower, the STACOM manometer, the lock pressure switch, and the digital data collection console. Although their design was prompted by the need to collect data at river control structures their potential for field use is not that restrictive. Several of these instruments have already found widespread use in the hydrologic data collection program at large. In the 12-1/2 yr period from June 1968 to December 1980 nineteen different river control structures were instrumented. The general experience to date has been a marked improvement in completeness of record, with the average performance somewhere in the 80 percentile range. Performance percentiles at individual sites have ranged from the mid 90 's to about 70. Maintenance records show the instruments to be virtually trouble free, except for the unpredictable acts of nature and man. During fiscal year 1981, the New Mexico District had 40 active projects, released 19 reports, and answered hundreds of requests of water-related information. Investigations included the following: (1) chemical quality of surface water in New Mexico; (2) chemical quality of groundwater in New Mexico; (3) sediment transport in New Mexico streams; (4) surface water supply; (5) surface water diversions for irrigation; (6) streamflow characteristics; (7) effect of urban development on storm runoff; (8) inundation from floods; (9) effects of groundwater pumping; (10) long-term monitoring of groundwater levels; (11) groundwater and surface water relationships; (12) consumptive use by phreatophytes; (13) hydrologic impacts of energy development; and (14) groundwater supplies. The 5 ,900-square-mile area is an asymmetrical structural trough bounded by the Rocky Mountains on the west and the Great Plains on the east. The area is drained by the Huerfano, Apishapa, Purgatoire, and Canadian Rivers (and their tributaries), all tributary to the Arkansas River. The principal coal-bearing formations are the Vermejo Formation of Late Cretaceous age and the Raton Formation of Late Cretaceous and Paleocene age. Much of the coal in the area is of coking quality, important to the metallurgical industry. Topographic relief in the area is greater than 8,700 feet, and this influences the climate which in turn affects the runoff pattern of area streams. Summer thunderstorms often result in flash floods. Virtually all geologic units in the region yield water. Depth to ground water ranges from land surface to 400 feet. Surface and ground water in the area contain mostly bicarbonate and sulfate ions; locally in the ground water, chloride ions predominate. These studies are now in progress in Austin and Houston. Studies were completed in the Fort Worth metropolitan area at the end of the 1977 water year, and in the Dallas metropolitan area at the end of the 1979 water year. The study in the San Antonio area was completed at the end of the 1981 water year.</p><p>The Geological Survey, in cooperation with the Texas Department of Water Resources, expanded the existing streamflow network in the San Antonio metropolitan area in May 1968 to begin urban hydrology studies in this area. In September 1968, the program was further expanded to include the collection of water-quality data. The Texas Department of Water Resources ended its participation in the project in 1979, and the city of San Antonio funded the program through the 1981 water year.</p><p>The operation and maintenance of stations 08178000, San Antonio River at San Antonio; 08178700, Salado Creek (upper station) at San Antonio; and 08178800, Salado Creek (lower station) at San Antonio are funded by the city of San Antonio and the U.S Geological Survey.</p><p>The operation and maintenance and collection of water-quality data at station 08178720, Lorence Creek at Thousand Oaks Blvd., San Antonio, station 08178640, West Elm Creek at San Antonio, and station 08178645, East Elm Creek at San Antonio, are funded by the Edwards Underground Water District in cooperation with the Texas Department of Hater Resources and the U.S. Geological Survey. Station 08178640, West Elm Creek at San Antonio, and station 08178645, East Elm Creek at San Antonio will provide hydrologic data on similar and adjacent watersheds. The West Elm watershed is still predominately rural but is undergoing extensive urbanization in some areas. In 1980, withdrawals of ground water for municipal, industrial, and military supplies totaled 164,354 acre-feet (203 cubic hectometers) within the El Paso, Fort Bliss, and Ciudad Juarez, Mexico metropolitan area, and adjacent areas in Texas and New Mexico. Most of the water, 132,652 acre-feet (164 cubic hectometers), was pumped from the Hueco bolson, the principal aquifer. The Mesilla bolson and Rio Grande alluvium in the lower Mesilla Valley supplied 27,461 and 4,241 acre-feet (34 and 5 cubic hectometers) respectively.</p>\n<p>The cumulative 1906 through 1980 withdrawals of ground water from the Hueco bolson metro area total 3.0 million acre-feet (3.7 cubic kilometers)-about 2.2 million acre-feet (2.7 cubic kilometers) has been pumped in the United States and 0.8 million acre-feet (1.0 cubic kilometers) in the Republic of Mexico. These withdrawals have caused water levels to decline about 130 feet (40 meters) in the downtown sections of El Paso and Ciudad Juarez. In January 1980 the theoretically recoverable volume of freshwater in storage within the Texas part of the Hueco bolson metro area was estimated at 10.0 million acre-feet (12 cubic kilometers). Dissolved-solids concentrations in recent samples from Hueco bolson wells averaged 642 milligrams per liter in the Texas part of the metropolitan area and 736 milligrams per liter in Ciudad Juarez. Concentrations are increasing at an average-annual rate of about 10 milligrams per liter in Texas and 30 milligrams per liter in Juarez.</p>\n<p>Ground water in the lower Mesilla Valley is pumped for municipal and industrial supply and also for supplemental crop irrigation during years of inadequate surface-water supply in the Rio Grande. The 1979-80 withdrawals in the valley averaged about 31,000 acre-feet per year (38 cubic hectometers). Most of the water, about 21,000 to 22,000 acre-feet per year (26 to 27 cubic hectometers), was pumped from shallow, medium depth, and deep wells in the Canutillo field. Dissolved-solids concentrations from recent samples from Canutillo wells ranged from 252 to 1,854 milligrams per liter.</p>\n<p>Flow in the Rio Grande is diverted for crop irrigation in the United States and the Republic of Mexico, and for limited municipal supply in El Paso. The flow is regulated by releases from reservoirs in New Mexico and varies widely in both quantity and quality (dissolved-solids concentrations). Additional study and monitoring are needed to detect possible hydrologic changes caused by coal mining.</p><p>Much of the ground-water discharge from the Star Point Sandstone in the Mesaverde Group in the Wasatch Plateau occurs along faults. In the Book Cliffs, where faulting is less extensive, most of the ground-water discharge is from the Flagstaff Limestone. The Flagstaff Limestone is greatly diffusive, has a small storage coefficient, and contains water which is perched.</p><p>Springs issuing from the Star Point Sandstone in the Mud Creek drainage (Wasatch Plateau) had recession indexes greater than 365 days per log cycle. Springs issuing at higher altitudes from the Colton Formation and the Flagstaff Limestone in the Soldier Creek area (Book Cliffs) have great seasonal variability, with recession indexes ranging from 24 to 115 days per log cycle. Estimated transmissivities in the Soldier Creek area ranged from 0.003 foot squared per day in the lower part of the Castlegate Sandstone to 0.07 foot squared per day in the Price River Formation.</p><p>Seepage from the Star Point Sandstone is the major contributor to base flow of the stream in Eccles Canyon (Wasatch Plateau). Gains of as much as 230 gallons per minute occurred near a fault zone which crosses Eccles Canyon at the junction with South Fork Canyon.</p><p>The potentiometric surface of water in the Blackhawk Formation in the Wasatch Plateau (Mud Creek drainage) and the Book Cliffs (Soldier Creek area) generally is above the coal zones, and dewatering will be necessary in most places during mining. The total reported mine discharge during 1980 was about 2,800 acre-feet.</p><p>During the 1980 water year, ground-water discharge from the Flagstaff Limestone contributed about 4,400 acre-feet, or 41 percent of the combined streamflow of Coal, Soldier, and Dugout Creeks. Discharge from the Blackhawk and other formations contributed about 2,200 acre-feet, or 21 percent of the streamflow. The recharge to a 4,020-acre outcrop of the Flagstaff Limestone in the Soldier Creek area was determined from measurements of the discharge of springs and seepage gains in streams. The estimated recharge was 2 inches per year, or 12 percent of the April 1 snowpack, or 9 percent of the precipitation during 1980.</p><p>Benthic-diversity indexes at streams in the Book Cliffs and Wasatch Plateau are related to the size of the bed material. The Shannon-Weiner diversity index for five sites in the Mud Creek drainage ranged from 1.57 to 4.20 during four sampling periods in 1979-80. In the Soldier Creek drainage, the diversity index for four sampling sites ranged from 0.8 to 2.3 during three sampling periods in 1979-80.</p><p>Sediment deposition in Scofield Reservoir during 1943-79 was estimated to be 3,000 acre-feet but most of the coal deposition in the reservoir occurred prior to about 1950. Continuous streamflow data were collected at three gaging stations during March through September 1982. Suspended-sediment samples were collected at two of the gaging stations. Samples were collected manually at weekly intervals. During periods of rapidly changing stage, samples were collected at 30-minute to 12-hour intervals by stage-activated automatic samplers. The samples were analyzed for suspendedsediment concentration and particle-size distribution. Particlesize distributions were also determined for one set of bedmaterial samples collected at each sediment-sampling site. The streamflow and suspended-sediment-concentration data were used to compute records of mean-daily flow, mean-daily suspended-sediment concentration, and daily suspended-sediment discharge. The district employs 67 people to work on 24 funded projects that are organized under the general categories of data-collection programs, problem-oriented studies, areal appraisals, coal-related studies, research projects, and hydrologic studies and research performed under a system of contracts to research organizations. Observations during drilling and initial development indicated small formation yields which would require considerable test times by conventional open-casing methods. A pressure-monitoring system was assembled for performance evaluation utilizing commercially available components. Formation pressures were monitored with a down-hole strain-gage transducer. An inflatable packer equipped with a 1/4-inch-diameter steel tube extending through the inflation element permitted sensing formation pressures in isolated test zones. Surface components of the monitoring system provided AC transducer excitation, signal conditioning for recording directly in engineering units, and both analog and digital recording. Continuous surface monitoring of formation pressures provided a means of determining test status and projecting completion times during any phase of testing. Maximum portability was afforded by battery operation with all surface components mounted in a small self-contained trailer. These data were collected for a peat bog hydrology study conducted in cooperation with the Maine Geological Survey. The data network consisted of climate information from three rain gages, an evaporation pan and two maximum-minimum thermometers; surface water information from two continuous gaging stations and 19 partial record sites; groundwater information from an observation well equipped with a continuous recorder and 106 piezometers. Methods used for the collection and analyses of data included standard Survey techniques modified for the unique hydrologic environment of the study area.
