Proposed OCS Oil and Gas Lease Sale i54comprising approximately 20,000 sq km in the Beaufort Sea of northern Alaska, has good potential for petroleum in each of the three geologic provinces it contains. However, only about half of the proposed area underlies waters shallower than 20 m, the apparent present technologic limit for petroleum development in polar seas impacted by a drifting permanent ice pack.

A network of observation wells has been established near the sites, and data have been collected from the wells and from nearby streams. Ground-water mounds have built up under the lagoons as percolation of effluents occurred. Percolating effluents mix with ground water and form plumes of ground water that contain chemical constituents for the effluents. Each plume tends to move down the hydraulic gradient in a direction generally perpendicular to the water-level contours. Water-level contours and most likely areas of movement of the plumes are shown on maps. Tests using rhodamine WT dye and dissolved solids as tracers suggested that chemical constituents in the plumes travel at different velocities as a result of dispersion and adsorlption. Chemical constituents from effluent percolating from the Old Faithful lagoons probably discharge into nearby Iron Spring Creek. Constituents from lagoons at the other three sites studied probably have not reached nearby streams or lakes. About 29,000 acre-feet of irrigation waste water, 100 acre-feet of urban runoff, 400 acre-feet of septic-tank effluent, and 1,000 acre-feet of industrial waste water are injected annually. The quality of irrigation waste water is highly variable, depending upon its source, method and rate of application, amount of fertilizer added, and other factors. The quality of urban runoff water is generally much better than irrigation waste water. Septic-tank effluent is relatively high in nutrient concentrations. Chloride concentrations also are high, and bacterial concentrations are exceedingly high. The only industrial waste water sampled during this study had been used for cooling. No chemical changes were noted, but temperature was significantly increased. The data indicate that drain-well inflow does move appreciable distances through the aquifer and can be detected in downgradient wells. Field measurements included alkalinity , pH, specific conductance, temperature, and discharge. Samples were analyzed in the laboratory for major dissolved chemical constituents, selected plant nutrients, trace metals, suspended sediment, total organic carbon, and seston. Periphytic algae and benthic invertebrate samples were collected. A noticeable increase in the concentration of nitrogen was found in Roaring River immediately downstream from the Moraine Creek fire. The increase in the concentration of inorganic nitrogen compounds, however, was not great enough to pose a serious threat to the aquatic ecosystem. High total organic nitrogen concentrations may have been due, in part, to factors other than the effect of fire. The results of other water-quality measurements were typical of dilute Sierra Nevada streams and indicate that Roaring River was not adversely affected by the fires. The peak discharge of the probable maximum flood at Lake Chippewa was computed to be about 75,000 cubic feet per second, primarily caused by rainfall on the lake. A secondary peak of about 41,000 cubic feet per second was due to streamflow entering Lake Chippewa. The 14-day volume of this flood was 450 ,000 acre-feet. Using an assumed operating procedure for Winter Dam, the maximum lake stage for the probable maximum flood was computed to be about 1,318 feet above mean sea level--about 3 feet below the dam crest and 6 feet above the proposed normal summer operating level. The probability of this flood occurring in any year is less than 1 in 10,000. (Woodard-USGS)

The work for this sfurth annual data report was done in cooperation with the National Park Service. Continuous recorders were used to monitor water levels in Devils Hole, three observation wells, and the flow from four springs. Also, monthly readings were made on two wells to help define a general trend of ground-water levels. Monthly meter readings of six electrically powered irrigation wells provided a record of power consumption, which in turn, is an index of the amount of water pumped. The purpose of the work is to observe the effects, if any, of ground-water withdrawals from specified irrigtion wells in the Ash Meadows area on (1) the water level in Devils Hole, and (2) the flow of four springs in the area. Fairbanks Spring and Big Spring, which are in the extreme northern and southern parts of Ash Meadows respectively, show little effect of pumping. An increase in the monthly average flow at Fairbanks Spring in September can be attributed to runoff and surficial recharge in the surrounding area caused by a large cloudburst. Jack Rabbit Spring, which is about 1 mile southwest of the major pumping field, is affected strongly by pumping. Jack Rabbit Spring flowed during the winter months but flowed very infrequently during non-winter months. Point of Rocks Spring had a flow pattern similar to Big Spring and Fairbanks Spring. All the springs had a general increase in flow during the Winter months.
