This report provides a record of the flood of September 16, 1975, and associated hydrologic data. These data can be used in making rational decisions in formulating effective flood-plain regulations that would minimize flood problems in the Tallaboa Valley.
The Tallaboa Valley (fig. 1) lies on the southwestern coast of Puerto Rico about 12 km (7.5 mi) west of the city of Ponce. The climate is semiarid with a mean annual precipitation of about 1,020 mm (40 in). It is a relatively small valley which until the late fifties was dedicated mainly to the product ion of sugarcane. Since then, the economy started changing from agriculture to industry. At present the lower part of the valley is completely industrialized. The upper part of the valley is used for agriculture--mostly as pastureland. The reach from Highway 132 downstream to the new Highway 2 is mainly agricultural with a few scattered communities. The lower part of the valley that includes the area from the Highway 2 bridge to the mouth is covered with heavy industry concerned with the refinement of oil, and associated industries.
The continuous growth of industry and consequently of the urban area of Peñuelas has encouraged growth onto the
flood plain. The study area is subject to flooding by the Rio Tallaboa and the Rio Guayanes, its main tributary. The Rio Guayanes is the- cause of flooding in the urban area of Penuelas, encompassing the reach from the northern edge of town downstream to Highway 132 where it joins the Rio Tallaboa.
Data are generally referred to in SI (International System) units followed by corresponding inch-pound units in parentheses. The SI units.may be converted to inch-pound units by multiplying the units given by the factors shown.

Most of the sites were selected on the basis of carefully developed concepts of groundwater occurrence. These wells range from 20 to 400 feet deep and average 276 feet deep. The yields range from 0 to 300 gal/min and average 69 gal/min, with 6 wells yielding more than 100 gal/min. The water-bearing zones in rock that yield more than 50 gal/min are all between 100 and 200 feet below land surface. Sulfur gas was detected in two of the wells and large concentrations of iron were present in other wells. Capacity tests were conducted on those wells which yield more than 100 gal/min. The specific capacities of these wells range from 1.36 to 8.11 and average 3.46 gal/min for each foot of drawdown.

State and Federal regulations favor land-application methods over other advanced waste water treatment practices. Despite the increasing use of this alternative technology, little is known about localized effects on groundwater quality. This report documents the extent of land-application practices in Florida and summarizes case study information on some of the more adequately monitored site throughout the State. More than 2,500 sites in Florida are permitted by the Department of Environmental Regulation for applying domestic waste water to the land. The majority (more than 1,700 sites), classified as infiltration ponds, are concentrated in central and southern Florida. More than 560 sites classified as drainfields, and more than 250 sites classified as irrigation sites, are located primarily in central Florida. An estimated 150 million gallons per day of domestic waste water, after required secondary treatment, are applied to Florida soils. Despite the large numbers of sites and the considerable volume of waste water utilized, little is known about potential impact on groundwater quality. At the few sites where observation wells have been drilled and local groundwater quality monitored, no significant deterioration of water quality has been detected. On both reservations fractured and weathered igneous and metamorphic rocks and alluvium are water bearing; however, no wells are known to derive their water entirely from alluvium. Well yields range from 2.5 to 250 gallons per minute. Springs occur where saturated fractured or weathered material intersects the land surface. Spring discharge ranged from 0 gallon per minute (November 1979) to 9.4 gallons per minute (November 1979). Few data are available for the surface water characteristics of the study area. One-time measurements of discharge at selected stream sites were made in late November 1979 and late May 1980; discharges ranged from less than 0.01 cubic foot per second to an estimated 3 cubic feet per second. Further study of the surface-water systems would provide a basis for estimating their development potential. The existing water-supply development on the Santa Ysabel Indian Reservation is adequate for the present residents. The Mesa Grande reservation was unoccupied in 1952, was reportedly unoccupied in November 1979, and has no developed water supply. Additional water can be developed for both reservations from the igneous and metamorphic rock, from presently undeveloped springs, and from perennial reaches of the larger streams. Except for excessive iron and sodium at some ground-water sites and excessive sodium at a few surface-water sites, the water is of suitable quality for domestic and agricultural use. The results indicate that there is a 73 percent probability that the three major New York City reservoirs (Pepacton, Cannonsville, and Neversink) would be full by June 1, 1981, and only a 9 percent probability that storage would return to the \"drought warning\" sector of the operations curve sometime in the next year. In contrast, if restrictions are lifted and there is an immediate return to normal operating policies, the probability of the reservoir system being full by June 1 is 37 percent and the probability that storage would return to the \"drought warning\" sector in the next year is 30 percent.

Presently about 3,000 earthquake-related publications (including meeting abstracts) are produced yearly. In order to keep up with this current literature, a computer-based bibliographic system was implemented as part of a research project called \"Worldwide Earthquake Research Databases\" under the direction of W.H.K. Lee. This bibliographic system is called the Current Earthquake Literature (CEL) Database. From this database, a quarterly Author Index and an Annual Index (including author, keyword and address listings) are prepared. The CEL Index will no longer be distributed on a bimonthly basis, it will be published quarterly in order to save on cost. Because there are large amounts of data entries, errors are unavoidable and any corrections from the readers are welcome.

The occurrence of this lignite has been known for many decades, but not until the energy crisis was it considered an important energy resource. In recent years, several energy companies have conducted extensive exploration programs in western Tennessee, and tremendous reserves of lignite have been found.\r\n\r\nFrom available information, Lauderdale County was selected as one of the counties where strip-mining of lignite will most likely occur. Lignite in this county occurs in the Jackson and Cockfield Formations, undivided, of Tertiary age. The hydrology of the county is known only from regional studies and the collection of some site-specific data. Therefore, in anticipation of the future mining of lignite, a plan is needed for obtaining hydrologic and geologic information to adequately define the hydrologic system before mining begins and to monitor the effects of strip-mining once it is begun.\r\n\r\nFor this planning effort, available hydrologic, geologic, land use, and associated data were located and compiled; a summary description of the surface and shallow subsurface hydrologic system was prepared: the need for additional baseline hydrologic information was outlined; and plans to monitor the effects of strip-mining were proposed. Five zones can be defined by species distribution and density, diversity, equitability, and biogenic sedimentary structures.
The numbers of species and individuals per unit area correlate locally with substrate characteristics (particularly sand-to-mud ratios). Sandier substrates have more species and individuals than muddier ones. In the study area, sand-to-mud ratios generally decrease as water depth increases. Consequently, the numbers of species and individuals decrease away from land.
Diversity (H\") is higher in sandier substrates than in muddier substrates. Overall diversity decreases in a seaward direction. Equitability increases as sand-to-mud ratios decrease and thus tends to increase as water depth increases.
Biogenic sedimentary structures on the South Texas Outer Continental Shelf result from the interaction of biologic and geologic processes. The zonation of the structures is useful in overall environmental interpretations of Holocene events and processes. The zonation can be defined in terms of diversity, density, and distribution.
Zonation of biogenic sedimentary structures parallel macrobenthic infaunal zonation. Substrates with diverse and dense biogenic sedimentary structures are associated with diverse, dense macrobenthic infaunal assemblages. The distribution of biogenic sedimentary structures is similar to the distribution of sediment types. Diversity and density of biogenic sedimentary structures decrease away from land. Locally, individual biogenic sedimentary structures become more obvious and distinct in finer sediments and deeper water.
