Fourteen interconnected lakes in and around the city of Winter Haven, Polk County, Fla., form the Winter Haven Chain of Lakes. Levels of the lakes during the spring of 1976 were at a record low stage for the 31 years of record. During 1960-76, rainfall had been below average for all but 2 years, and departure from average rainfall totaled 72.34 inches. Fluctuations in stage of Lake Howard, representative of the chain, and of Lake Otis, the nearest isolated lake that has a reasonably long record of stage , were compared with other hydrologic variables. Analyses of lake stage and rainfall records indicate that deficient rainfall has been the key factor in the decline of lake levels in the area. Manipulation of lake levels, pumpage from the lakes and underlying aquifer, and urbanization of the watershed probably have affected the lakes as well, but records are not available to determine the significance of their effects. The surficial aquifer drains to the lakes. Water level in the underlying Floridan aquifer is everywhere lower than in any of the lakes, thus water moves from the lakes and surficial aquifer through the confining clay layer to the Floridan aquifer.

Current surface-water, ground-water, and biological conditions are the easiest to define. Seasonal variations in surface-water flow can be estimated with some confidence, but seasonal variations in surface-water quality, biological quality, and ground-water levels and quality are difficult to estimate with the insufficient field data available. The effects of mining and reclamation cannot be predicted through the use of the scant data collected and current predictive tools.

Almost 350,000 people or 40 percent of Idaho's (estimating 1979 population from Rand McNally (1979)) live in the area, which constitutes about 30 percent of Idaho's land area.
The great majority of this population resides in the major irrigated agricultural areas along the Snake River between American Falls and Ashton and between Bliss and Lake Walcott, which contain the important and growing commercial centers of Rexberg, Idaho Falls, Blackfoot, Pocatello, Burley-Rupert, Twin Falls, and Jerome. These areas encompass almost two-thirds of Idaho's irrigated croplands, and, along with water, are the region's most important resource. Major products include potatoes, sugar beets, alfalfa, small grains, and other crops.
Along the margins of the Plain and in adjacent basins, smaller areas of irrigated farming and population are present, such as Teton Basin, Mud Lake area, Big and Little Lost River Valleys, Big and Little Wood River Valleys, and Raft River Valley. In several of these basins and in nearby upland areas, dry farming of grains is important. Some of these lands are now being converted to irrigated croplands. Grazing is the dominant economic use of grasslands on the Plain in adjacent basins and uplands. At present, industry assumes a minor role in the region's economy, although food processing and nuclear research at the Idaho National Engineering Laboratory (INEL) locally or important.

The probability of spill occurrences, likely movement of oil slicks, and locations of resources vulnerable to spilled oil were analyzed. The times between spill occurrence and contact with various resources were also estimated. The combined results yielded estimates of the overall risks associated with development of the proposed lease area. Assuming that oil exists in the lease area (a 40-percent chance) and depending upon the routes chosen to transport oil from OCS platforms to the shore, the leasing of the tracts proposed for OCS Sale 52 will result in an expected 10.2 oilspills (of 1,000 barrels or larger). The estimated probability that land will be contacted by one or more oilspills (of 1,000 barrels or larger) that have been at sea less than 30 days is 0.71. If existing transportation of oil in the area is considered, this probability increases greatly, to more than 0.99.

Projected maximum injection rate, if all sites become operational, will be about 40 million gallons per day. The injection zone at the proposed sites is in a consistently dolomitized section of the Avon Park Limestone in the lower part of the Floridan aquifer. The injection zone contains saline ground water that has a chloride concentration of 19,000 to 20,000 milligrams per liter. Pressure and velocity changes were computed at selected regional locations in the upper and lower parts of the Floridan aquifer. Results of the model computations suggest that the regional impact after 20 years of injection will be small. Three locations are proposed for regional monitoring of subsurface injection. They are in the vicinity of the intersection of highways U.S. 19 and U.S. 60 in Pinellas County, Sun City in Hillsborough County, and the intersection of Sheldon Road and Gunn Highway in Hillsborough County. This report presents the results of the first year (1979) of an ongoing study. By 1932, water in the Prairie du Chien-Jordan aquifer, the region 's major source of ground water, was contaminated 3,500 feet from the plant. The hydraulic characteristics of the Prairie du Chien-Jordan aquifer , its long contamination history, and fluctuating pumpage combine to creat a complex distribution of coal-tar derivatives observed in the aquifer. The Prairie du Chien-Jordan aquifer underlies the area at depths of 250 to 500 feet and is overlain by two bedrock aquifers (Platteville and St. Peter), two confining beds (Glenwood and basal part of St. Peter), and 70 to 100 feet of glacial drift. Multiaquifer wells in the area have permitted contaminated water from near-surface aquifers to flow downward into the Prairie du Chien-Jordan aquifer. Flow rates of 20 to 150 gallons per minute from the shallower aquifers into the Prairie du Chien-Jordan aquifer were observed in five wells. In the drift, a hydrocarbon fluid phase is moving vertically downward relative to the aqueous phase. Dissolved constituents in the drift and Platteville aquifer, the uppermost bedrock unit over most of the area, have moved at least 4,000 feet. Low-molecular-weight compounds are moving preferentially through the drift and Platteville aquifer system. (USGS)

Of 96 stations with available data, 53 stations or 55 percent were considered to have sufficient data for analysis. The classification of water type was based on the relation of the major ions: calcium, magnesium, sodium, carbonate, bicarbonate, sulfate, and chloride to each other within the range of measured specific conductance. The suitability of the water for use as a public supply was based on the concentration distribution of selected constituents. The constituents selected were those with maximum contaminant levels established by regulation, or constituents for which recommended maximum limits have been established and for which historic data are available. The irrigation-classification method of Wilcox was used to relate sodium, calcium, and magnesium concentrations and the salinity distribution to the use of the water for irrigation.
