Many of the technical issues raised during the conference are less controversial now because of new information and insights gained during the first three years of the expanded research program conducted under the Earthquake Hazards Reduction Act. Utilization of research results by many groups of users has also improved during this period and further improvement in utilization appears likely.</p>\n<br/>\n<p>Additional research is still required to resolve more completely the many complex technical issues summarized above and described in the papers contained in the proceedings. Improved certainty of research results on the evaluation of regional seismic hazards and risk is required before full utilization can be made by state and local governments who deal. with people frequently having a different perception of the hazard and its risk to them than that perceived by scientists or engineers.</p>\n<br/>\n<p>Each of the papers contained in the proceedings contain throughtful recommendations for improving the state-of-knowledge. Two papers, in particular, focussed on this particular theme. The first was presented by Lynn Sykes in the Geologic Keynote Address. He identified geographic areas throughout the world which may be considered as counterparts or analogues of seismic zones in the United States. He concluded that much can be learned about prediction, tectonic settings, earthquake hazards, and earthquake risk for sites in the United States by studying their tectonic analogues in other countries. The second paper was presented by John Blume in the Engineering Keynote Address. He suggested 20 specific research topics that, in his opinion, will significantly advance the state-of-the-art in earthquakeresistant design. Gas flows in two wells were announced in November, but neither has been shown to be commercial at this time.</p><p>A third lease sale in the Mid-Atlantic Region, Lease Sale 59, is scheduled to be held in December 1981. The proposed sale area is in deeper water, seaward of existing leased tracts. Knowledge of these climatic characteristics will aid in determining the amount of water that may be transferred from agricultural use in South Park to municipal use in the Denver metropolitan area. Daily minimum air temperature, daily average air temperature, cumulative wind, daily relative humidity, and daily solar radiation were statistically different between the three stations at the 1-percent level of significance. Daily maximum air temperature and daily pan evaporation were not significantly different between some stations. Daily precipitation was not significantly different between the three stations. Estimates of potential evapotranspiration made using the Penman equation were not significantly different between the three stations. The lack of spatial variations in the estimated potential evapotranspiration shows that no one climatic characteristic can be used as an indicator of spatial variation of potential evapotranspiration. Large variations in solar radiation between the three stations indicate that solar radiation needs to be measured at sites where evapotranspiration is being determined. Well yields from the aquifer commonly are from 1,000 to 2,000 gallons per minute. Flow toward the main area of pumping stress is eastward from the Cache River and westward from the St. Francis River. The Memphis aquifer acts as a conduit through Crowleys Ridge for induced flow from the St. Francis River basin to the Cache River basn. Water use from the alluvial aquifer since the early 1900 's has been mostly for rice irrigation. Total pumpage for rice in 1978 was about 1,650 ,000 acre-feet, of which about 88 percent was pumped from the aquifer west of Crowleys Ridge. Water levels in wells west of the ridge in parts of Poinsett, Cross, and Craighead Counties in 1978 were 75 feet below land surface and declining about 2 feet per year. Digital-model analysis indicated that at the end of 1978 water was being removed from aquifer storage at the rate of 540,000 acre-feet per year, and streamflow, mostly from the Cache River and Bayou DeView, was being captured at the rate of 430,000 acre-feet per year. Precipitation averages 32 inches per year. </p><p>Bedrock and glacial deposits contain materials that are good aquifers. Sedimentary bedrock units generally yield sufficient water for domestic supply and, in places, may yield more than 100 gallons per minute to large-diameter wells. In the glacial deposits, sand and gravel beds are the principal aquifers; yields to wells range from less than 10 to 200 gallons per minute. Igneous and metamorphic rocks yield little or no water to wells. </p><p>Suitable sewage and refuse disposal sites are not readily available because of the abundance of wetlands, streams, and lakes The drainage basin is 17.7 mi<sup>2</sup> at the outlet of Lake Cochituate in Framingham. Principal tributaries to the lake are Beaverdam, Course, Pegan, and Snake Brooks. Beaverdam and Course Brooks flow into Fisk Pond, which empties into Lake Cochituate, whereas Pegan and Snake Brooks flow directly into Lake Cochituate. Surface drainage from the outlet of Lake Cochituate flows along Cochituate Brook into the Sudbury River at Framingham. Included are estimates of low-flow frequency at 34 gaging stations, flow duration at 24 gaging stations, and low-flow frequency characteristics at 18 low-flow partial-record stations and 131 miscellaneous sites.</p>\n<p>Due to the large variability in low-flow characteristics, the central Wisconsin River basin was divided into four areas of similar geologic and topographic conditions.</p>\n<p>Separate equations are provided for each area to estimate low-flow characteristics at ungaged sites and at sites where one base-flow discharge measurement is available. The equations were determined from multiple-regression analyses that related the low-flow characteristics at gaging stations and at low-flow partial-record stations to basin characteristics. Drainage area (A), hydraulic conductivity (K), soil-infiltration capacity (l), forest cover (F), base-flow index (Bf), and drift thickness (H) were the most significant characteristics in explaining the variations in low flow at ungaged sites.</p>\n<p>The standard error of estimate (SE), provided for each equation, ranged from 10 to 140 percent. Equations with the lowest SB's were for the central sand plain area that contains relatively thick sand aquifers. The highest SB's were associated with equations for the area west of the Wisconsin River where thin glacial drift with fairly low permeability overlies crystalline rock.</p>\n<p>The low-flow characteristics determined for all types of sites in the central sand plain area have the lowest SE's compared to other basins in the State.
