The Wilderness Act (Public Law 88-577, September 3, 1964) and related acts require the U.S. Geological Survey and the U.S. Bureau of Mines to survey certain areas on Federal lands to determine their mineral resource potential. Results must be made available to the public and be submitted to the President and the Congress. This map presents an analysis of the oil and gas resources of the Cheat Mountain Further Planning Area in the Monongahela National Forest, Randolph County, West Virginia. The area was classified as a further planning area during the Second Roadless Area Review and Evaluation (RARE II) by the U.S. Forest Service, January 1979.

Cheat Mountain Further Planning Area comprises about 7,720 acres in the Monongahela National Forest in east-central West Virginia, southeast of Elkins. The study area lies on a northeast-trending linear ridge bordered on the west by the Right Fork of Tygart River and on the east by Shavers Fork. It averages about 2 mi in length and 1½ mi in width. Altitudes on Cheat Mountain range from about 2,550 to 3,900 ft.

A 3-year study in northwest Elkhart County, Indiana, was done to (1) de-fine the general flow and quality of water in the outwash aquifer system, (2) determine if a well field proposed for a site at the Elkhart Municipal Airport would draw leachate from the Himco landfill, and (3) define the areal extent of the ground water affected by the landfill and an east-side industrial-park area.

The outwash aquifers are mainly composed of sand and gravel and are separated by a silt and clay bed. The saturated thickness of these deposits averages 175 feet and ranges from 85 to 500 feet. Where present, the silt and clay bed confines the underlying aquifer. The confining bed is absent in the area underlying the landfill and part of the airport. Average hydraulic conductivities of the sand, and the sand and gravel, are 80 and 400 feet per day, respectively. Regional ground-water flow is toward the St. Joseph River.

A quasi-three-dimensional ground-water flow model, calibrated to match measured water levels and river seepages, was used to simulate proposed pumpings in the airport area. Drawdowns for simulated pumpings of 7.5-, 10-, and 20-million gallons per day were small percentages of the saturated thick-nesses of the unconfined aquifer underlying the airport area. Model-simulated streamflow reductions in Christiana Creek for these pumpings were 9, 12, and 23 percent of base flow, respectively. The model-simulated, steady-state water-level maps for the 7.5- and 10-million-gallons-per-day pumping experiments indicated that these pumpings would not draw water from the land-fill area to the pumping center at the airport. The simulated map for the 20-million-gallons-per-day pumping indicated that only a small part of the flow into the pumping center could come from the landfill area.

The general quality of ground water in the study area, defined by analyses of 68 water samples from 35 observation wells, included slightly basic pH (7-8), average hardness greater than 200 milligrams per liter as calcium carbonate, average alkalinity greater than 150 milligrams per liter as calcium carbonate, and, in more than 90 percent of the analyses, a calcium bicarbonate water type.

Eight volatile organic compounds were detected in water from 8 of 19 wells sampled in the industrial-park area. The health-effects advisory limit for chronic exposure to trichloroethylene was exceeded in samples from six of these wells. Areally, the results did not define a plume or a source of the volatile organic compounds.

Concentrations of dissolved solids, bicarbonate, bromide, chloride, sulfate, ammonia, calcium, magnesium, manganese, potassium, sodium, and dis-solved organic carbon in the leachate were at least five times their back-ground concentrations. Concentrations of bromide and dissolved solids were the best indicators of leachate. Bromide concentrations plotted areally indicated that the landfill was the source of the leachate, the leachate plume extended between 3,100 and 5,600 feet downgradient from the landfill, and the plume had not spread laterally much farther than the original width of the landfill. Bromide and dissolved-solids concentrations plotted in cross section indicated that the leachate plume was sinking as it spread downgradient in the shallow unconfined aquifer and the leachate was present in deep wells under and immediately downgradient from the landfill. All chemical constituents were attenuated within approximately 1 mile downgradient from the landfill.

Hydrologic data from Soldier Creek basin were compared with relations from statewide data. The quantity and quality of streamflow were affected mostly by soils, slopes, and land use. Average annual precipitation during the study (196476) was 35.12 inches, or 2.3 percent greater than the long-term (1929-76) average. The average streamflow in Soldier Creek at Topeka, Kansas, was 23 percent greater than the long-term average.

In general, frequency curves of annual peak discharges compared poorly with curves from statewide relations due to the absence of extremely low peaks during the short period. A comparison of low-flow frequency for drainage areas of more than 100 square miles indicated that reasonable results will not be obtained for estimates of 7-day and 30-day average annual minimum discharges by linear extrapolation to basins of less than 100 square miles. Comparison of flow-duration curves confirms the extrapolation for basins of less than 100 square miles, although the percentage duration of mean flow is variable.

Water surveys showed that calcium, bicarbonate, and sulfate were the predominant ions and dissolved solids were derived mostly from limestones and shales. Suspended sediment at gaged sites ranged from 9.94 to 848 tons per day; yield per unit area increased significantly between sites due to changes in hillside slopes and land use.

Various changes in the management practices for the Winnebago pool have been proposed. The objectives of the proposed changes are protecting wetlands adjacent to the lakes in the pool and assuring adequate flow in the Fox River downstream from Lake Winnebago. Three proposed operation plans for the Winnebago pool were studied to determine the effects on lake stage and discharge. A digital reservoir model simulated daily lake stage and discharge from the Winnebago pool.

\n

Inflow for this simulation was computed from daily discharge, recorded at Rapide Croche Dam, and daily stage, recorded at Oshkosh. This computed inflow is net inflow, combining the effects of streamflow, precipitation, evaporation, and net ground-water inflow.

\n

The model was adapted to simulate operation of the Winnebago pool according to each of the proposed plans. Because the important features of each operation plan were expressed in terms of stages to be attained at certain dates, simulated discharge was adjusted daily to keep simulated lake stage close to that specified in the plan.

\n

The simulated lake stage for each of the proposed plans exceeded the allowable maximum in some years. However, the simulated stage exceeded the allowable maximum less frequently and for shorter periods than did the observed stage.

\n

For the 61 years simulated (water years 1918-78), the simulated 7-day, 10- year low flow ((57,10) at Rapide Croche Dam was 1,000 ft^/s compared with 900 ft^/s for the observed record. The 7-day, 2-year low flow (Qy 2) was 1,500 ft^/s (simulated) versus 1,600 ft3/s (observed).

\n

The model predicted that executing the proposed operation plan would result in monthly Q7 JQ for August and September of 1,100 ft-Vs. This is no change for August and a 12-percent increase for September.

\n

In addition, the study illustrated that the discharge from the Winnebago pool could be managed to guarantee that the discharge in the Fox River downstream would not fall below a specified discharge up to 1,500 ft^/s. In most years this would have no effect on the stage of the pool. In a few years there would be a conflict between releasing water from the pool to maintain the desired discharge and maintaining water levels above the required minimum stage. The frequency of this possible conflict varies with the level of discharge desired in the Fox River from 1 year in 60 for a discharge of 1,100 ft^/s to about 1 year in 15 for a discharge of 1,500 ft^/s.

The total-sediment discharge was computed by the Colby method and modified Einstein method so that comparisons could be made with the measured total-sediment discharge. The results agreed closely. The Colby method is the simplest and most convenient to use. The mean annual total-sediment discharge for the four sites investigated ranged from 150 tons per day for the South Platte River at North Platte to 1,260 tons per day for the Platte River near Grand Island. The effective discharge at the sites ranged from 41 to 158 cubic meters per second. The probability of the effective discharge being equaled or exceeded ranged from 1 to 30 percent for the four sites. This report presents a modification of the short-term hydrometeorological model (Tangborn, 1978) for estimating river-basin snowmelt runoff. A multiple linear regression replaces a nonlinear regression scheme to correct for temperature effects of snowmelt runoff. Results based on data from the Baker River basin, Washington, indicate that model performance is improved by the modification in a majority of applications, and, additionally, use of the model is simplified and computer time is reduced.

An unsteady-flow simulation model was applied to a 19.5-mile reach of Saginaw River. The model provides a method of determining instantaneous discharge for flows from -8,000 to 12,000 cubic feet per second. The currently used slope-rating method can be utilized to compute discharge only under steady and high-flow conditions. Unsteady flow frequently occurs in the Saginaw River as a result of lake seiching.

Model computations are based on solution of the continuity and momentum flow equations, on hydraulic characteristics of Saginaw River, and on time-dependent boundary conditions. An implicit, finite-difference technique is used to solve the one-dimensional flow equations. Channel storage and conveyance characteristics were obtained from data collected during a 1979 field survey and through model calibration. Boundary conditions are specified by stage or discharge data at the model extremities. Optionally, wind velocity data are incorporated in the flow simulations.

The model can simulate instantaneous stage and discharge data and summarize or plot the data. Simulations of low-flows are sensitive to small errors in stage data and to gentle breezes. Simulation of high flows for present channel conditions requires additional data and further study.

Floods in the Maumee River basin in northeastern Indiana in March 1978 resulted in heavy damage in Fort Wayne and surrounding areas. Flood damage in Fort Wayne was estimated by the Mayor to be 11 million dollars. Approximately 15 percent of the city was inundated, and 2,400 of its 190,000 residents were forced to leave their homes. The estimate of damage in Adams and Allen Counties by Civil Defense officials was 44 million dollars. The Maumee River at New Haven exceeded the peak stage of record, 21.4 feet, by 2.2 feet. The peak discharge at this stream-gaging station, 22,400 cubic feet per second, was about equal to that of a 75-year flood. Recurrence intervals of peak flows on streams tributary to the Maumee River ranged from 5 to 50 years. Records of peak and daily discharges and some precipitation data are given in this report.
