The model is divided into two units. The lower unit is confined in the western part of the study area by a confining clay bed; elsewhere in this unit the aquifer is unconfined. The upper unit represents an unconfined aquifer and lies above the clay bed or its extension. Where the clay bed is absent the upper and lower units are considered as a single aquifer. The model, as calibrated, can evaluate with reasonable accuracy the effects on water levels of changing stresses and stress patterns only within the area of primary interest for the upper unit. In other areas of the upper unit and for the lower unit, predicted changes should be looked upon as, at best, representing only general trends. Streamflow was measured and water samples were collected three times during the study period. Samples of bottom material were collected in September. Concentrations of dissolved solids ranged from 45 to 391 milligrams per liter. Water hardness ranged from 31 milligrams per liter (soft) to 280 milligrams per liter (very hard). Fecal-coliform bacteria densities ranged from 40 to an estimated 540 colonies per 100 milliliters and may have exceeded the U.S. Environmental Protection Agency criterion for bathing waters. Total nitrogen concentrations ranged from 0.90 to 2.2 milligrams per liter. Total phosphorus concentrations often exceeded the State standard and ranged from 0.08 to 0.46 milligrams per liter. Low dissolved-oxygen concentrations (2.5 to 5.4 milligrams per liter at midday) were measured in Larkin Creek and a major tributary. Iron (290 to 9,800 micrograms per liter), manganese (60 to 3,100 micrograms per liter), and mercury (0.0 to 0.2 micrograms per liter) concentrations at times exceeded Environmental Protection Agency criteria for domestic use or freshwater aquatic life. High concentrations of toxaphene (20 to 170 micrograms per kilogram dry weight) were present in all bottom-material samples. In two water samples, concentrations of dieldrin (0.01 micrograms per liter) exceeded the Environmental Protection Agency criterion for freshwater aquatic life. Polychlorinated biphenyls, several insecticides, and several herbicides (including 2, 4, 5-T) were present in water or bottom-material samples. Eight water samples were collected during periods of low to moderate streamflow (less than 19 cubic feet per second). The water was hard to very hard (100 to 220 milligrams per liter as calcium carbonate) and dissolved-solids concentrations ranged from 112 to 244 milligrams per liter. Suspended-sediment concentrations were low (generally less than 5 milligrams per liter). Total phosphorus concentrations did not exceed 50 micrograms per liter, and total nitrogen concentrations were less than 1.9 milligrams per liter. Concentrations of most metals were less than 5 micrograms per liter, the exceptions being iron (110 to 210 micrograms per liter), manganese (20 to 80 micrograms per liter), and zinc (0 to 30 micrograms per liter). During the summer field seasons of 1976, 1977, 1978, and 1979, the U.S. Geological Survey under contract with the Bureau of Land Management through the National Oceanic and Atmospheric Administration conducted geo-environmental studies in lower Cook Inlet (note Table 1) (Bouma and Hampton, 1976; Bouma and others, 1978, Hampton and Bouma 1979, 1980).</p><p>The USGS research vessel SEA SOUNDER was used to obtain continuous seismic reflection profiles and to collect seafloor sediment samples. In addition, bottom samples were taken by the University of Alaska during benthic biological studies aboard the R/V MOANA WAVE (April 1976) and the NOAA vessel MILLER FREEMAN (October1976, Feder,1977). Textural analyses were carried out on sediment samples taken at 117 station locations. Sample collection was influenced by the nature of the substrate, texture, equipment malfunction and weather. Figure 2 presents a map with station locations. Station locations and other data are tabulated in Appendix I.</p><p>A modified Van Veen grab sampler, capable of taking an undisturbed surface sample of 40X60X30 cm was used to collect unconsolidated sediment. In addition, a 3-m gravity corer and a 2-m vibracorer were used at selected sites. The top ten centimeters of each sample were used for grain size analysis. Most samples were taken from bedform fields that occupy much of central lower Cook Inlet. Water depths in the lower inlet range from 40 to 170 m, averaging approximately 70 m. Strong tidal currents are present and surface water velocities of 3-5 knots (150-250 cm/sec) are common during flood and ebb tides (Bouma and Hampton, 1978).</p><p>The bottom of central lower Cook Inlet is almost completely covered by sand. Bedrock material can be observed at the seafloor on seismic records in isolated areas. The sand occurs in bedform patterns; textural data are important when determining the relationship between the currents and migrating sand bodies patterns. Immediate and long-term effects of sand movement over and around obstructions placed on the seafloor should be studied to prevent damage or destruction to the sensitive ecosystem of lower Cook Inlet.</p><p>This report presents textural grain-size data that have been gathered for lower Cook Inlet samples, the method of collection, and analytical processes. The probability of spill occurrences, likely movement of oil slicks, and locations of resources vulnerable to spilled oil were analyzed. The times between spill occurrence and contact with various resources were also estimated. The combined results yielded estimates of the overall risks associated with development of the proposed lease area. Assuming that oil exists in the lease area (a 40-percent chance) and depending upon the routes chosen to transport oil from OCS platforms to the shore, the leasing of the tracts proposed for OCS Sale 52 will result in an expected 10.2 oilspills (of 1,000 barrels or larger). The estimated probability that land will be contacted by one or more oilspills (of 1,000 barrels or larger) that have been at sea less than 30 days is 0.71. Concentrations of sulfate increased in Filson Creek and Omaday Lake during snowmelt from less than 2 to 12 milligrams per liter in 1977 and from less than 2 to 4 milligrams per liter in 1979. Hydrogen-ion activity increased from 10<sup>-6.5</sup> to 10<sup>-5.0</sup> during snowmelt in 1977 and from 10<sup>-6.5</sup> to 10<sup>-6.0</sup> in 1979. The magnitude of the increases of sulfate and hydrogen-ion concentrations depend on the (1) timing of the snowmelt, (2) concurrent precipitation, and (3) antecedent soil-moisture conditions. Alkalinity and concentrations of total calcium, magnesium, and sodium in the creek during snowmelt reflect the simple dilution of streamflow with more dilute precipitation. The mixing process is defined by hyperbolic curves of concentration versus discharge and can be modeled by use of a mass-balance equation. Concentrations of silica and total potassium in the creek during snowmelt are less than that at base flow because of dilution and uptake by diatoms and plants, respectively.</p><p>A quality-assurance study was made to determine the accuracy and precision of the turbidimetric, complexometric (methylthymol blue), and ion-chromatographic methods used to determine concentrations of sulfate in water. Results suggest that the ion-chromatographic method is more accurate and more precise in the detection of sulfate at concentrations of 5 milligrams per liter or less. To obtain accuracy with either the turbidimetric or the complexometric methylthymol blue method, color blanks and turbidity should be determined if concentrations of sulfate are expected to be low, such as in precipitation, or where water is colored by organic material. Almost 350,000 people or 40 percent of Idaho's (estimating 1979 population from Rand McNally (1979)) live in the area, which constitutes about 30 percent of Idaho's land area.</p><p>The great majority of this population resides in the major irrigated agricultural areas along the Snake River between American Falls and Ashton and between Bliss and Lake Walcott, which contain the important and growing commercial centers of Rexberg, Idaho Falls, Blackfoot, Pocatello, Burley-Rupert, Twin Falls, and Jerome. These areas encompass almost two-thirds of Idaho's irrigated croplands, and, along with water, are the region's most important resource. Major products include potatoes, sugar beets, alfalfa, small grains, and other crops.</p><p>Along the margins of the Plain and in adjacent basins, smaller areas of irrigated farming and population are present, such as Teton Basin, Mud Lake area, Big and Little Lost River Valleys, Big and Little Wood River Valleys, and Raft River Valley. In several of these basins and in nearby upland areas, dry farming of grains is important. Some of these lands are now being converted to irrigated croplands. Grazing is the dominant economic use of grasslands on the Plain in adjacent basins and uplands.
