Concentrations of sulfate increased in Filson Creek and Omaday Lake during snowmelt from less than 2 to 12 milligrams per liter in 1977 and from less than 2 to 4 milligrams per liter in 1979. Hydrogen-ion activity increased from 10<sup>-6.5</sup> to 10<sup>-5.0</sup> during snowmelt in 1977 and from 10<sup>-6.5</sup> to 10<sup>-6.0</sup> in 1979. The magnitude of the increases of sulfate and hydrogen-ion concentrations depend on the (1) timing of the snowmelt, (2) concurrent precipitation, and (3) antecedent soil-moisture conditions. Alkalinity and concentrations of total calcium, magnesium, and sodium in the creek during snowmelt reflect the simple dilution of streamflow with more dilute precipitation. The mixing process is defined by hyperbolic curves of concentration versus discharge and can be modeled by use of a mass-balance equation. Concentrations of silica and total potassium in the creek during snowmelt are less than that at base flow because of dilution and uptake by diatoms and plants, respectively.</p><p>A quality-assurance study was made to determine the accuracy and precision of the turbidimetric, complexometric (methylthymol blue), and ion-chromatographic methods used to determine concentrations of sulfate in water. Results suggest that the ion-chromatographic method is more accurate and more precise in the detection of sulfate at concentrations of 5 milligrams per liter or less. To obtain accuracy with either the turbidimetric or the complexometric methylthymol blue method, color blanks and turbidity should be determined if concentrations of sulfate are expected to be low, such as in precipitation, or where water is colored by organic material. The probability of spill occurrences, likely movement of oil slicks, and locations of resources vulnerable to spilled oil were analyzed. The times between spill occurrence and contact with various resources were also estimated. The combined results yielded estimates of the overall risks associated with development of the proposed lease area. Assuming that oil exists in the lease area (a 40-percent chance) and depending upon the routes chosen to transport oil from OCS platforms to the shore, the leasing of the tracts proposed for OCS Sale 52 will result in an expected 10.2 oilspills (of 1,000 barrels or larger). The estimated probability that land will be contacted by one or more oilspills (of 1,000 barrels or larger) that have been at sea less than 30 days is 0.71. About one-half of this water was used to artificially recharge the Upper Penitencia Creek alluvial fan in Santa Clara Valley. In order to determine the relative amounts of local ground water and recharged imported water being pumped from the wells, stable isotopes of oxygen and hydrogen were used to trace the movement of the imported water in the alluvial fan. To trace the movement of imported water in the Upper Penitencia Creek alluvial fan, well samples were selected to give areal and depth coverage for the whole fan. The stable isotopes of oxygen-16, oxygen-18, and deuterium were measured in the water samples of imported water and from the wells and streams in the Santa Clara Valley. The d18oand dD compositions of the local runoff were about -6.00 o/oo (parts per thousand) and -40 o/oo, respectively; the average compositions for the local native ground-water samples were about -6.1 o/oo and -41 o/oo, respectively; and the average compositions of the imported water samples were -10.2 o/oo and -74 o/oo, respectively. (The oxygen isotopic composition of water samples is reported relative to Standard Mean Ocean Water, in parts per thousand.) The difference between local ground water and recharged imported water was about 4.1 o/oo in d18o and 33 o/oo in dL.\r\n\r\nThe isotopic data indicate dilution of northern California water with local ground water in a downgradient direction. Two wells contain approximately 74 percent northern California water, six wells more than 50 percent. Most (3,868) of these samples are grab and dredge samples collected by the U.S. Geological Survey in an earlier cooperative program with the Woods Hole Oceanographic Institution (WHOI) and are stored at WHOI. Samples collected since 1974 are stored by the U.S. Geological Survey. Almost 350,000 people or 40 percent of Idaho's (estimating 1979 population from Rand McNally (1979)) live in the area, which constitutes about 30 percent of Idaho's land area.</p><p>The great majority of this population resides in the major irrigated agricultural areas along the Snake River between American Falls and Ashton and between Bliss and Lake Walcott, which contain the important and growing commercial centers of Rexberg, Idaho Falls, Blackfoot, Pocatello, Burley-Rupert, Twin Falls, and Jerome. These areas encompass almost two-thirds of Idaho's irrigated croplands, and, along with water, are the region's most important resource. Major products include potatoes, sugar beets, alfalfa, small grains, and other crops.</p><p>Along the margins of the Plain and in adjacent basins, smaller areas of irrigated farming and population are present, such as Teton Basin, Mud Lake area, Big and Little Lost River Valleys, Big and Little Wood River Valleys, and Raft River Valley. In several of these basins and in nearby upland areas, dry farming of grains is important. Some of these lands are now being converted to irrigated croplands. Grazing is the dominant economic use of grasslands on the Plain in adjacent basins and uplands. The probability of spill occurrences, likely movement of oil slicks, and locations of resources vulnerable to spilled oil were analyzed. The model predicted movement of the center of spill mass and estimated the times between spill occurrence and contact with various resources, to allow a qualitative assessment of oil characteristics at the time of contact; no direct computation was made of weathering and cleanup. The model also assumed that any oil spilled under ice would remain in place, unchanged, until spring breakup. Ice movements, or travel of oil under ice, if occurring, would affect the results in a manner not directly predictable at this time. The combined results of spill occurrence and spill movement predictions yielded estimates of the overall risks associated with development of the proposed lease area. Assuming that oil exists in the lease area (a 99.3-percent chance) it is estimated that the leasing of the tracts proposed for OCS Sale 71 will result in an expected 9.2 oilspills (of 1,000 barrels or larger) over the lease lifetime of 25 years. This estimate is based on historic oilspill accident data for platforms and pipelines on the U.S. OCS (Gulf of Mexico and California). The estimated probability that land will be contacted by one or more oilspills (of 1,000 barrels or larger) that have been at sea less than 30 days (not counting any time trapped under ice) is greater than 99.5 percent. If oilspill accident data for Prudhoe Bay, Alaska, is used in the analysis, it is estimated that 5.6 oilspills (1,000 barrels or larger) will occur over the lease lifetime. The estimated probability that one or more oilspills (1,000 barrels or larger)will occur and contact land is99 percent. The results of a recent experimental cleanup operation for oilspills under ice in Canadian Arctic waters showed a substantial degree of success; this should be considered in evaluating impacts of spills predicted by this model. As a result, the volcanic ash fell some 50 miles to the south in the Bull Run watershed, the principal water-supply source for the metropolitan area of Portland, Oreg. Water samples collected from three stream sites within the watershed were compared with samples collected during the same season in previous years. No detectable changes were noted in chemical characteristics. Precipitation samples collected immediately after the June 12-13 ash fall ranged in specific conductance from 20 to 41 micromhos per centimeter at 25C and in pH from 4.0 to 4.3 pH units. Stream samples collected during the May-June period ranged in specific conductance from 18 to 28 micromhos per centimeter at 25C and in pH from 6.7 to 7.5 pH units. Volcanic-ash samples were collected and analyzed for particle size, chemical composition, and weight. Significant differences in particle size of ash were found in samples from two separate eruptions.
