The Panel Report (Bolt, 1980) addresses both the need and the scientific requirements for the new national network. The purpose of this study has been to translate the scientific requirements into an instrumentation concept for the NSDS. </p><p>There are literally hundreds, perhaps thousands, of seismographs in operation within the United States. Each serves an important purpose, but most have limited objectives in time, in region, or in the types of data that are being recorded. The concept of a national network, funded and operated by the Federal Government, is based on broader objectives that include continuity of time, uniform coverage, standardization of data format and instruments, and widespread use of the data for a variety of research purposes. A national digital seismograph network will be an important data resource for many years to come; hence, its design is likely to be of interest to most seismologists. </p><p>Seismologists have traditionally been involved in the development and field operation of seismic systems and thus have been familiar with both the potential value and the limitations of the data. However, in recent years of increasing technological sophistication, the development of data sstems has fallen more to system engineers, and this trend is likely to continue. One danger in this is that the engineers may misinterpret scientific objectives or subordinate them to purely technological considerations. Another risk is that the data users may misuse or misinterpret the data because they are not aware of the limitations of the data system. Perhaps the most important purpose of a design study such as this is to stimulate a dialogue between system engineers and potential data users. </p><p>The NDSN system concept presented in this report is intended to serve as a point of discussion -- a strawman, if you will. It is a feasible solution to what we perceive to be the objectives of the NDSN, but it is not a unique solution. Current technology offers a variety of choices in meeting design objectives. We have examined some but not all of these choices. Although our fundamental concept of the NDSN is based on current technology, we have anticipated developments in several fields where state-of-the-art is evolving rapidly, notably satellite communications and database management. If the installation of the NDSN is delayed 5 - 10 years, we anticipate that the methods proposed to record, communicate, and manage the data may change, but it is likely that the fundamental data requirements will be the same. Therefore, in this study we have concentrated more on the types of data that will be generated at the NDSN stations and less on specific hardware that might be used in the data system. This model, using a weekly time step, simulated the transient interactions of these two systems for an initial-fill condition and general-operational condition. A sensitivity analysis was made to test the effects of possible errors in the description of aquifer characteristics on the model results. The initial-fill simulation indicated that to fill the reservoir when hydraulic connection between the surface-water system and the aquifer is simulated would take 2 additional years than if no connection was assumed. Simulated ground-water return flow to the river downstream of the proposed dam was about 85 percent of the estimated maximum values, computed under steady-state conditions in an earlier study. The general operation simulation indicated that during the period of lowest reservoir contents the aquifer provided about 80,000 acre-feet of recoverable storage to the reservoir 's capacity. Average return flow was only about 70 percent of the estimated maximum values computed in the earlier, steady-state analysis. Monthly ground-water outflow from the reservoir to the aquifer ranged from 55,200 to -10,400 acre-feet. Parameters tested for sensitivity, in order of decreasing sensitivity, were: Hydraulic conductivity, specific yield, hydraulic connection between reservoir and aquifer, local recharge, boundary conditions, and dam permeability. The probable error in the parameters tested would not seem to warrant significant new data collection. Since that time more modern instrumentation has allowed modification and further development beyond the basic single-tube fluid tiltmeter with a mechanical surface sensor. A number of instruments are discussed in connection with thermal errors in a paper by Bevan and Bilham [2] including one due to Huggett, et al. [3]. This particular instrument, the two-fluid tiltmeter, is the subject of this project. A laboratory single leg prototype developed by Terra Technology Corporation [4] was modified and expanded for use in a field test site in central California.</p><p>The two major differences in this fluid tiltmeter are the use of two parallel tubes filled with fluids of different thermal properties experiencing the same thermal environment and the design of the level sensors in the reservoirs. The latter being piezoelectric acoustic drivers (sonar type transducers) submerged in the liquid which detect the change in the surface height in the Annual water-level measurements are made by personnel from the Division of Water Resources, Kansas State Board of Agriculture, and from the U.S. Geological Survey . State-agency support for this cooperative program is provided by the Kansas Geological Survey.</p><p>Water-level measurements are made in mid-winter of each year, mostly in January, to minimize the effect of seasonal pumping. However, a few water-level measurements that are made in mid-winter of some years may reflect either the effects of recent pumping by the observation well or by nearby wells, or the effects of barometric-pressure changes. Thus, a significant change in water-levels for a particular well during a 1-year period may represent only a temporary condition, and any indication of a developing trend should be based on a comparison of changes that occur over a period of several years.</p><p>Hydrologic data in this report relate water-level changes from: (1) A \"base-reference year\" ( predevelopment year), (2) a year of abnormally high rainfall and minimum pumpage (1966 or 1974) , and (3) each of seven consecutive years of measurement (1975-81). The \"base-reference year\" is designated as 1940 for the southwestern area, 1944 for the south-central area, and 1950 for the northwestern and west-central areas (fig. 1). Water levels for the \"base-reference year\" are established by measurements made during that year and by interpretation of maps showing water-level altitudes. The saturated thickness of these deposits averages 175 feet and ranges from 85 to 500 feet. Where present, the silt and clay bed confines the underlying aquifer. The confining bed is absent in the area underlying the landfill and part of the airport. Average hydraulic conductivities of the sand, and the sand and gravel, are 80 and 400 feet per day, respectively. Regional ground-water flow is toward the St. Joseph River.</span></p><p><span>A quasi-three-dimensional ground-water flow model, calibrated to match measured water levels and river seepages, was used to simulate proposed pumpings in the airport area. Drawdowns for simulated pumpings of 7.5-, 10-, and 20-million gallons per day were small percentages of the saturated thick-nesses of the unconfined aquifer underlying the airport area. Model-simulated streamflow reductions in Christiana Creek for these pumpings were 9, 12, and 23 percent of base flow, respectively. The model-simulated, steady-state water-level maps for the 7.5- and 10-million-gallons-per-day pumping experiments indicated that these pumpings would not draw water from the land-fill area to the pumping center at the airport. The simulated map for the 20-million-gallons-per-day pumping indicated that only a small part of the flow into the pumping center could come from the landfill area.</span></p><p><span>The general quality of ground water in the study area, defined by analy</span><span>ses of 68 water samples from 35 observation wells, included slightly basic pH </span><span>(7-8), average hardness greater than 200 milligrams per liter as calcium car</span><span>bonate, average alkalinity greater than 150 milligrams per liter as calcium </span><span>carbonate, and, in more than 90 percent of the analyses, a calcium bicarbon</span><span>ate water type.</span></p><p><span>Eight volatile organic compounds were detected in water from 8 of 19 wells sampled in the industrial-park area. The health-effects advisory limit for chronic exposure to trichloroethylene was exceeded in samples from six of these wells. Areally, the results did not define a plume or a source of the volatile organic compounds. </span></p><p><span>Concentrations of dissolved solids, bicarbonate, bromide, chloride, sulfate, ammonia, calcium, magnesium, manganese, potassium, sodium, and dis-solved organic carbon in the leachate were at least five times their back-ground concentrations. Concentrations of bromide and dissolved solids were the best indicators of leachate. Bromide concentrations plotted areally indicated that the landfill was the source of the leachate, the leachate plume extended between 3,100 and 5,600 feet downgradient from the landfill, and the plume had not spread laterally much farther than the original width of the landfill. Bromide and dissolved-solids concentrations plotted in cross section indicated that the leachate plume was sinking as it spread downgradient in the shallow unconfined aquifer and the leachate was present in deep wells under and immediately downgradient from the landfill. The quantity and quality of streamflow were affected mostly by soils, slopes, and land use. Average annual precipitation during the study (196476) was 35.12 inches, or 2.3 percent greater than the long-term (1929-76) average. The average streamflow in Soldier Creek at Topeka, Kansas, was 23 percent greater than the long-term average.</p><p>In general, frequency curves of annual peak discharges compared poorly with curves from statewide relations due to the absence of extremely low peaks during the short period. A comparison of low-flow frequency for drainage areas of more than 100 square miles indicated that reasonable results will not be obtained for estimates of 7-day and 30-day average annual minimum discharges by linear extrapolation to basins of less than 100 square miles. Comparison of flow-duration curves confirms the extrapolation for basins of less than 100 square miles, although the percentage duration of mean flow is variable.</p><p>Water surveys showed that calcium, bicarbonate, and sulfate were the predominant ions and dissolved solids were derived mostly from limestones and shales.
