An integral part of this study will be a simulation of the ground-water flow regime using the Geological Survey's three-dimensional finite-difference model. The first step in the modeling effort is the design and development of a systematic set of processes to facilitate the collection, evaluation, manipulation, and use of large quantities of information. A computerized data-base system to accomplish these goals has been completed for the northern Midwest RASA.</p>\n<p>The input to the data-base system consists of either point values or contour maps of the hydrogeologic data required by the model. Digital samples of contoured surfaces are obtained by machine digitization. Uniformly spaced model-node values are then computed from the discrete data by two-dimensional interpolation. The interpolator uses the regional (long wavelength) characteristics of the data to compute a surface with minimum total curvature. Local (short wavelength) data are merged with the regional surface to produce the model-node values at the desired spacing. Nonuniformly spaced nodal values may be obtained by fitting two-dimensional polynomials (bicubic splines) to surfaces formed by uniformly spaced points and solving for the surface values at the node locations. The uniformly or nonuniformly spaced node values constitute the output of the data-base system and in turn are the input arrays of data values for the ground-water flow model.</p>\n<p>Management of the data base is facilitated by forming a data file for each model input parameter and for other hydrogeologic data used in the study. The data files are subdivided into elements consisting of individual model-layer arrays. In this form the data base can be readily accessed and edited. Since the mid-1950 's dissolved oxygen quality has gradually improved owing to low-flow augmentation, the achievement of basinwide secondary treatment, and the use of other waste-management practices. As a result, summer dissolved-oxygen levels have increased, salmon runs have returned, and the overall effort is widely regarded as a singular water-quality success. To document the improved dissolved-oxygen regimen, the U.S. Geological Survey conducted intensive studies of the Willamette during the summer low-flow seasons of 1973 and 1974. During each summer the mean daily dissolved-oxygen levels were found to be higher than 5 milligrams per liter throughout the river. Because of the basinwide secondary treatment, carbonaceous deoxygenation rates were low. In addition, almost half of the biochemical oxygen demand entering the Willamette was from diffuse (nonpoint) sources rather than outfalls. These results indicated that point-source biochemical oxygen demand was no longer the primary cause of dissolved-oxygen depletion. Instead, the major causes of deoxygenation were nitrification in a shallow ' surface active ' reach below Salem and an anomalous oxygen demand (believed to be primarily of benthal origin) in Portland Harbor. The extensive riverine flood plain is subject to seasonal flooding which transports large quantities of accumulated, decaying leaf litter from the flood plain into the river and ultimately into Apalachicola Bay. The Apalachicola River Quality Assessment has four major objectives; (1) Determine the accumulation of organic substances and trace elements in benthic organisms and fine-grained sediments; (2) Define the distribution of the major tree communities on the flood plain; (3) Assess the role of leaf fall and decomposition on nutrient yield; and (4) Identify and quantify major sources and pathways of nutrients to the river. Flow data include measurements of highly dynamic stage and discharge at five stations during the period March 21-23, 1976. Flow data were collected at 5-minute intervals and are listed accordingly. Coordinate data for 39 cross sections in the study reach are also listed. A mathematical model is developed and applied whereby stage data collected at a single station can be used to compute highly dynamic discharge at the station. The model is based on the continuity and momentum equations that describe unsteady, one-dimensional flow in open channels. Both equations are transformed to a single quadratic equation which describes mean flow velocity at a single station. Flow-geometry parameters used by the model are computed using cross-section coordinates and the equation which describes the area of an irregular polygon. Use of the model in conjunction with highly dynamic stage data collected on March 23, 1976, provided close agreement between measured and computed discharges. The model was also used to investigate the sensitivity of highly dynamic discharge to channel and flow parameters. Suspended-sediment concentrations, particle size, and streamflow characteristics were measured at gaging stations upstream and downstream from the reservoir from November 1975 through September 1977. Characteristics of the sediments were determined from borings and samples taken while the reservoir was drained in September 1976. The sediment surface and the pre-reservoir topography were mapped. Sediment thickness ranged from less than 1 foot near the shore to more than 20 feet in the old stream channel. The original reservoir capacity and the volume of deposited sediment were calculated to be 815 acre-feet and 487 acre-feet, respectively. Sediment size ranged from clay and silt in the pool area to large cobbles and boulders at the upstream end of the reservoir. Analyses of all samples averaged 43 percent sand, 40 percent silt, and 17 percent clay, and particle size typically increased upstream. Cobbles, boulders, and gravel deposits were not sampled. The average density of the deposited sediment was about 80 pounds per cubic foot for the entire reservoir. The reservoir was able to trap about 80 percent of the sediment entering from upstream, early in its history. This trap efficiency has declined as the reservoir filled with sediment. Today (1976), it traps only sand and silt-sized sediment, or only about 20 percent of the sediment entering from upstream. Data collected during this study indicate that essentially all of the clay-sized sediment (&lt;0.062 mm) passes through the reservoir. The gross rate of deposition was 7.0 acre-feet per year over the reservoir history, 1907-76. Rates during 1907-63 and 1963-76 were 7.4 and 5.7 acre-feet per year, respectively, determined by the cesium-137 method. Based on scant data, the average annual sediment yield of the total 279 square mile drainage area above the gaging station at the powerhouse was about 50 tons per square mile. The study area (23.7 square kilometers) </span><span>consists of agricultural and undeveloped land and the residential </span><span>community of Willingboro. From October 1975 to September 1976, </span><span>stream discharge and 86 water-quality constituents were measured </span><span>during five base flows and five storms at nine sites within the </span><span>basin. Only 38 of the measured consitituents were detected in </span><span>significant amounts. </span></p><p><span>Insignificant amounts of pesticides, except 2,4-D and silvex, and the metals cadmium, chromium, cobalt, copper, mercury, selenium, and carbonate were measured even during heavy runoff. All other constituents showed an increase in concentration with increasing streamflow and the corresponding loads usually correlated with streamflow. </span></p><p><span>Runoff from the nonresidential part of the study area in the upstream part of the drainage basin had a more significant impact on the stream quality than did the runoff from the residential area. The nonresidential area contributed more nutrients, common inorganics, sediment, and organic carbon than the residential area. The residential area contributed more calcium, nitrite, lead, iron, BOD, 2,4-D, and silvex. </span></p><p><span>With the exception of suspended iron, fecal coliform bacteria, suspended lead, and suspended phosphorus, all recorded concentrations under all streamflow conditions met the recommended limits set by the U.S. Environmental Protection Agency and the New Jersey Department of Environmental Protection for domestic water supplies or streams not discharging directly into a lake or reservoir. Very short-term exceptions were recorded during peak storm runoff. </span></p><p><span>Iron concentrations exceeded recommended limits of the U.S. Environmental Protection Agency. Occasional releases of suspended iron from the water-treatment plant in the lower part of the drainage basin contributed to this high concentration. However, Mill Creek and its tributaries will still have naturally occurring high suspended iron concentrations even after the water-treatment plant eliminates its sludge-holding pond. </span></p><p><span>Fecal coliform bacteria affected the quality of water in the Mill Creek basin more than any other constituent measured. It exceeded recommended limits by as much as two orders of magnitude and was found in equal amounts throughout the streams in the basin. The source of the bacteria could not be identified. </span></p><p><span>Runoff from the Willingboro residential area produced mean suspended lead concentrations up to three times greater than the 50 micrograms per liter criteria set for domestic water supplies. Mean concentrations of suspended phosphorus throughout the basin were 2.5 times greater than the recommended limit of 0.1 milligrams per liter. Sediment concentrations and loads increased with increasing streamflow. However, the amounts are not considered unusual for a developed area. The only sediment deposition occurred at the downstream end of the study area, which is slightly affected by tide. The study was also designed to evaluate the effectiveness of different erosion-control measures in reducing sediment discharge. Although highway construction increased suspended-sediment discharges from two to four-fold, the rate of sediment discharge quickly returned to pre-construction levels when construction ended. The most effective sediment control evaluated was offstream ponds, which were designed to trap and store sediment laden water from the construction area. The offstream ponds trapped about 70 percent of the sediment that reached them during most storms. Seeding and mulching generally reduced sediment loads about 20 percent. Rock dams and bales reduced loads about 5 percent. An onstream pond, constructed on a large stream below the construction area, reduced sediment loads about 80 percent. As ground water progresses downdip, the calcite matrix dissolves and hydrolyzes, releasing bicarbonate, hydroxyl, and calcium ions. The calcium ions are immediately exchanged for sodium ions adsorbed on sodium-rich clays, and the bicarbonate ions accumulate. As the shark teeth are exposed, the hydroxyl ions in solution exchange with fluoride ions on fluorapatite surfaces. Experiments using fossil shark teeth show that sodium chloride in solution inhibits the rate of exchange of fluoride ions from tooth surfaces for hydroxyl ions in solution.
