This conclusion is supported by iron and manganese concentrations in soils and carbon and oxygen isotope ratios in rock samples. Seeping hydrocarbons provided reducing conditions sufficient to enable divalent iron and manganese to be organically complexed or adsorbed on solids in the soils. These bound or adsorped elements in the divalent state are essential to plants, and the plants readily assimilate them. Mapping of outwash sands and gravels delineated two distinct layers of sand and gravel in the southern and eastern parts of the county that merge into one aquifer more than 100 feet thick to the north and west. A digital model that simulates groundwater flow in three dimensions was used to integrate the geologic and hydrologic conditions into a suitable analog of the groundwater system surrounding Fort Wayne. The model consisted of three layers representing (1) the upper till, (2) the upper sand and gravel, and (3) the lower aquifer. The lower aquifer represents a combination of the lower sand and gravel and a section of limestone aquifer immediately underlying the glacial sediments. The model, calibrated against water-level and streamflow data collected during September 1976, was used to simulate pumping and to evaluate the effects of pumping on groundwater levels and streamflows. Two distribution schemes of pumping were tested, each with two different boundary conditions (constant heads and constant flows). The results of these simulated pumping schemes indicate that between 30 and 40 million gallons per day can be produced and that the streamflow losses resulting from this pumping would be between 17 and 25 million gallons per day. The amount of ground water withdrawn in 1978 decreased more than 1.2 million acre-feet from the amount withdrawn in 1977 and is the smallest amount withdrawn since the mid-1950 's except in 1966. Nearly all the decrease was in the amount of ground water used for irrigation in the Basin and Range lowlands province. Possible causes for the decrease include above-average precipitation, greater availability of surface water, and some comparatively new conservation practices. The Salt River Valley and the lower Santa Cruz area are the largest agricultural areas in the State; the amount of ground water withdrawn for agricultural use in the Salt River Valley and the lower Santa Cruz area decreased nearly 613,000 and 291,000 acre-feet, respectively, between 1977 and 1978. The report contains two small-scale maps of Arizona that show (1) pumpage of ground water by areas and (2) the status of the ground-water inventory in the State. The main map, which is at a scale of 1:500,000, shows potential well production, depth to water in selected wells in spring 1979, and change in water level in selected wells from 1974 to 1979. The brief text that accompanies the maps summarizes the current ground-water conditions in the State. The last known eruption occurred about 200 radiocarbon years ago. Eruptions during the last 10,000 years produced lava flows and domes on and around the flanks of Mount Shasta, and pyroclastic flows from summit and flank vents extended as far as 20 kilometers from the summit. Most of these eruptions also produced large mudflows, many of which reached more than several tens of kilometers from Mount Shasta. Future eruptions like those of the past could endanger the communities of Weed, Mount Shasta, McCloud, and Dunsmuir, located at or near the base of Mount Shasta. Such eruptions will most likely produce deposits of lithic ash, lava flows, domes, and pyroclastic flows. Lava flows and pyroclastic flows may affect low-and flat-lying ground almost anywhere within about 20 kilometers of the summit of Mount Shasta, and mudflows may cover valley floors and other low areas as much as several tens of kilometers from the volcano. On the basis of its past behavior, Mount Shasta is not likely to erupt large volumes of pumiceous ash in the future; areas subject to the greatest risk from air-fall tephra are located mainly east and within about 50 kilometers of the summit of the volcano. In the Pacific, State jurisdiction extends for 3 geographical (nautical) miles (5.56 km) from the coastline. The OCS, which comprises the submerged lands of the Continental Shelf seaward of the California, Oregon, and Washington State boundaries, is under Federal jurisdiction. Activities occurring offshore must be supplied and supported from land, and the onshore activities required may have significant effects on the communities in which they occur. For example, oil and gas production might involve the expansion of existing transportation and processing facilities and the construction of new ones, and it might trigger an influx of workers and change employment patterns. The strength of metal binding to the different sedimentary binding substrates controls this effect. Statistical studies that were spatially intensive (comparing 35 stations in 17 estuaries) and temporally intensive (2 stations through 2 years time) indicate that sediments control the availability of Ag, Cd, Co, Pb, Zn, Fe, and Mn, and possibly Cu to clams and polychaete worms in nature. Metal concentrations removed from sediments by chemical extractants generally follow availability better than do total metal concentrations, but the specific extractant differs among different metals. Concentrations of binding substrates (Fe, Mn, organic carbon, humic substances) also statistically explain a proportion of the variance of metal concentrations in the animals, suggesting that metal partitioning among substrates in sediments is an important control on metal availability. The specific substrates which contribute to availability also differ among metals. Statistical assessment of metal form in sediments suggested that different substrates compete for the partitioning of metals, that each metal is partitioned among a variety of forms in an oxidized sediment, and that partitioning will vary with the physicochemical characteristics of the sediments.
