This study examines some of the intensive sediment erosion and deposition that resulted from the storm and flood.\r\n\r\nMost of the 150 people whom the flood killed in this mountainous area died from broken bones and other blunt-force injuries, rather than by drowning. The transport of sediment and other debris by the water therefore was very significant in loss of life and in property damage.\r\n\r\nErosion resulted mainly from debris avalanches down the mountain-sides and channel scour along streams and head-water tributaries. Total amounts of sediment yield from certain mountainous areas in Nelson County were about 3.2-4.6 million cubic feet per square mile, probably the equivalent of several thousand years of normal denudation.\r\n\r\nCharacteristics of the debris avalanches were that (1) they usually followed pre-existing depressions on hillsides and occurred on slopes greater than 35 percent, (2) the upslope tip of the avalanche scar tended to be located at the steepest part of the hillside, where the convex slope merged with the concave or planar zone immediately below, (3) hillsides facing north, northeast and east were more susceptible to avalanching than slopes facing other directions, and (4) debris-avalanches caused rapid and devastating surges of water and sediment in the mountain-stream channels. Such surges in some instances temporarily blocked the channel flow upstream.\r\n\r\nSlightly more than half of the total sediment contributed to the stream system was from erosion of stream channels. Channel erosion was very irregularly distributed; some ravines 10-20 feet wide and 5-10 feet deep were scoured in places which formerly had only a very small channel, whereas other channels only a few hundred yards away experienced little or no channel erosion.\r\n\r\nBy the use of figures for the total amount of sediment removed from a drainage basin and the duration of the storm, estimates were made of the storm-average sediment-transport rate at the mouth of various basins. For drainage basins ranging up to about 1.5 square miles, the estimated storm-average sediment-transport rates varied from practically nothing to as much as 172,000 pounds per second (7.4 million tons per day).\r\n\r\nThe types of sediment deposits were (1) debris-avalanche deposits, rather rare, at the base of hillslopes, (2) mountain-stream channel deposits, usually in scattered sediment patches but locally occurring as large wedge-shaped deposits behind debris dams, (3) alluvial fans, (4) delta-like deposits at the junction of a stream and major highway, where water backed up during the flood due to plugging of a culvert, and (5) accretion deposits on flood plains. The highway deltas and some downstream flood-plain sediments consisted mostly of sand-sized grains, but the other types of deposits usually contained particles ranging from silt or clay to boulders 5-10 feet in diameter. The subwatershed receives runoff from approximately 5 percent of the total area of the watershed.</p>\n<p>Most precipitation falling on subwatershed No. 5 does not flow through the reservoir. During this study approximately three-fourths (47,000 acre-feet) of the precipitation was lost by evaporation and transpiration; a small amount is lost by deep subsurface percolation.</p>\n<p>Fifty-nine percent of the total sediment load was discharged from the reservoir during four major outflow periods representing 34 percent of the outflow days. The highest percentage of runoff and sediment yield occurs from March through June. Fifty-three percent of the water discharged and 63 percent of the sediment yield occurred during this 4-month period. The average annual yield of fluvial sediment from watershed No. 5 was 607 tons per square mile, or 0.95 ton per acre.</p>\n<p>A total of 21,370 tons of fluvial sediment was transported into reservoir No. 5 and a total of 19,930 tons was deposited. Seventy-eight percent of the total fluvial sediment was deposited during the first 9.2 years, or 63 percent of time of reservoir operation. The eastern half of the quadrangle is a great desert, partly blanketed by sand dunes, but&nbsp; mostly an area of badlands multicolored cliffs and benches of virtually barren rock, and deeply incised canyons. In the west half of the quadrangle, rugged tree-covered foothills flank high forested plateaus rimmed by cliffs. On these High Plateaus, dense coniferous forest is interspersed with wide grassy parks, grazed in summer by sheep and cattle. The proper design of bridges, culverts, dams, highways, levees, reservoirs, sewage-disposal systems, waterworks and all structures on the flood plains of streams requires careful consideration of flood hazards. -1- By use of relations presented in this report, the extent, depth, and frequency of flooding can be estimated for any site along the reach of the Schuylkill River from Oaks to Pottstown. These flood data are presented so that regulatory agencies, organizations, and individuals may have a technical basis for making decisions on the use of flood-prone areas. The Delaware River Basin Commission and the U. S. Geological Survey regard this program of flood-plain-inundation studies as a positive step toward flood-damage prevention. Flood-plaininundation studies are a prerequisite to flood-plain management which may include a mixture of flood-control structures and/or land-use regulations. Both physical works and flood-plain regulations are included in the Comprehensive Plan for development of the Delaware River basin, of which the Schuylkill River is a part. Recommendations for land use, or suggestions for limitations of land use, are not made herein. Other reports on use and regulation of land in flood-prone areas are available (Dola, 1961; White, 1961; American Society of Civil Engineers Task Force on Flood Plain Regulations, 1962; and Goddard, 1963). These augmentation flows were retained undiminished through the 2-mile reach of stream monitored. Maximum stream temperatures were reduced as much as 5?F (3?C) at the augmentation site during the test period, although changes became insignificant more than 1 mile downstream. Maximum temperatures might be reduced as much as 10?F (6?C) during critical periods, based on estimates using a stream temperature model developed as part of the study. During critical periods significant temperature improvement may extend 2 miles or more downstream. Changes in minimum DO (dissolved oxygen) levels were slight, primarily because of the high natural DO levels occurring during the test period. Criteria for considering other streams for flow augmentation are developed on the basis of the observed hydrologic responses in the Little Plover River. Augmentation flows of nearly 2? cubic feet per second of ground water were introduced into the headwater reach of Black Earth Creek from the end of June through mid-October 1969. Streamflow ranged from 1 to 2 cubic feet per second at the augmentation site, and the average flow at the gaging station at Black Earth, approximately 8 miles downstream, ranged from 25 to 50 cubic feet per second. Augmentation flows were retained through the 8-mile reach of stream. Temperature of the augmentation flow as it entered the stream ranged from 60? to 70?F (about 16? to 21?C) during the test period, and minimum stream temperatures were raised 5?F (3?C) or more at the augmentation site, with changes extending from 2 to 3 miles downstream. Augmentation during critical periods could maintain stream temperatures between 40? and 70?F (4? and 21?C) through most of the study reach. DO levels were increased by as much as 2 milligrams per liter or more below the augmentation site, although the improvement diminished to approximately 1 milligram per liter downstream in the problem reach. During critical periods DO improvement in the problem reach would be somewhat greater. Flow augmentation would not be necessary during normal conditions in either of the streams studied. Critical DO and temperature levels are not known to occur in the Little Plover River. Since the construction of secondary treatment facilities at the Cross Plains sewage-treatment plant, critical DO levels are no longer expected to be a problem in Black Earth Creek. Although a reduction in streamflow probably has occurred, a complete loss of the low flow of the streams by infiltration to a lowered water table seems remote. The large ground-waterwithdrawals will continue to cause land-surface subsidence, which will range from 0.012 foot to more than 0.026 foot per year. A minimum of about 0.013 to 0.015 foot of annual subsidence at the upper ends of the proposed reservoir and a maximum of about 0.019 foot near the dam site can be expected. Structural failures of manmade features have not occurred from the subsidence, but regional changes in the land slope have occurred and will continue. Numerous fault traces have been mapped in the area, but most of the faults are inactive. Dak.</p>\n<p>The memorial comprises three main drainage basins: Starling basin, Lafferty Gulch basin, and East Boundary basin. Ground water is most prevalent in Lafferty Gulch basin but Starling basin contributes the most surface water.</p>\n<p>The total water supply was obtained from springs until 1967 when increasing numbers of visitors required development of additional sources. As a result of this investigation, wells 3 and 4 were drilled in Lafferty Gulch basin and East Boundary basin. Well 3 is 200 feet deep in mica schist and granite. It produced 7.3 million gallons of water in 1968 and 7.7 million gallons of water in 1969, the total supply for the memorial. Well 4 is 500 feet deep, also in mica schist and granite. It is not used at the present time (1970) but will be used in the future when more water is needed. Water from both wells is potable, but the quality of water from well 3 is superior to that from well 4.</p>\n<p>Mica schist is the most abundant rock in the memorial. The more prominent hills and mountains, however, are in large, northerly striking granite sills, some of which are several hundred feet thick. Pegmatite sills and dikes are also numerous. The western boundary of the memorial is at the east edge of the Harney Peak Granite batholith. The dip of schistosity and bedding in schist adjacent to the batholith is about 30 ? E. but increases across the memorial to about 65 ? E. in the northeast corner.</p>\n<p>At some locations in the memorial, granite or pegmatite sills act as ground-water dams preventing the movement of ground water down gradient. A pegmatite or granite sill is probably the cause of the accumulation of water in the vicinity of well 3. The well flows when it is not being pumped.</p>\n<p>The occurrence of ground water is dependent upon the presence of joints and fractures in the schist and granite bedrock. The rocks themselves are relatively impermeable and would yield little or no water in their unaltered state.</p>\n<p>Mica schist that has been intruded by granite and (or) pegmatite is more fractured and yields more ground water in the memorial than mica schist alone. This condition may be due to jointing and to the greater fracturability of the intruded rocks in the vicinity of granitic intrusions.</p>\n<p>Ground water is also available from alluvium in major valleys such as Starling basin and the valleys of Grizzly Bear Creek and Battle Creek.</p>\n<p>Evapotranspiration is the greatest use-item in the water budget. An approximation of evapotranspiration based upon an average annual precipitation of 19 inches is 1,600 acre-feet, or 80 percent of the annual precipitation.</p>\n<p>Several locations in the memorial have potential as future, sources of ground-water supplies.
