Suggestions also are offered for estimating the effects of urbanization on flood characteristics in areas other than northeastern Illinois. </p><p>Three variables, drainage area, channel slope, and percent imperviousness (an urbanization factor), are used to estimate flood magnitudes for frequencies ranging from 2 to 500 years. Multiple regression analyses were used to relate flood-discharge data to the above watershed characteristics for 103 gaged watersheds. The model preserves the mean, variance, and cross correlations of the observed station data. In addition, it has a desirable blend of both high and low frequency characteristics and therefore is capable of preserving the Hurst coefficient, h. The generated annual flows are disaggregated into monthly sequences using a modification of the Valencia-Schaake model. The low-flow frequency and flow duration characteristics of the generated monthly flows, with length equal to the historical data, compare favorably with the historical data. Once the models were verified, 100-year sequences were generated and analyzed for their low flow characteristics. One-, three- and six- month low-flow frequencies at recurrence intervals greater than 10 years are generally found to be lower than flow computed from the historical flows. A method is proposed for synthesizing flows at ungaged sites. Variables predicted </span><span>include dissolved oxygen, biochemical oxygen demand, nitrogen forms, </span><span>total and fecal-coliform bacteria, orthophosphate-phosphorus, and various </span><span>conservative substances. The model is based primarily on the well known </span><span>Streeter-Phelps oxygen-sag equation. Special options of the program </span><span>include the capability of handling nonpoint source waste inputs and </span><span>anoxic conditions. </span></p><p><span>The model formulation is based on a steady-state assumption which requires constant flow rate of waste and stream discharges and associated parameters. To achieve a problem solution, each reach of a stream system is broken into a given number of subreaches, generally defined by locations of waste or tributary inflow points. Flood-frequency analyses determined river discharges having exceedence probabilities of 1, 2, 4, 10 and 20 percent (100-, 50-, 25-, 10-, and 5-year recurrence intervals) and tide elevations having exceedence probabilities of 1 and 50 percent (100- and 2-year recurrence intervals). A relationship was developed for determining river water-surface elevation for different combinations of river discharge and tide elevations. Ammonia and organic nitrogen, phosphorus, total organic carbon, chemical oxygen demand, and bacteria increased considerably during storm runoff, probably due to livestock wastes. Nitrogen and phosphorus concentrations are probably high enough to cause the proposed lake to be eutrophic. Minor-element concentrations were at or near normal levels in Center and Jones Creeks. The only pesticides detected were 0.01 micrograms per liter of 2, 4, 5-T in one base-flow sample and 0.02 to 0.04 micrograms per liter of 2, 4, 5-T and 2, 4-D in all storm-runoff samples. Fecal coliform and fecal streptococcus densities ranged from 2 to 650 and 2 to 550 colonies per 100 milliliters, respectively, during base flow , but were 17,000 to 45,000 and 27,000 to 70,000 colonies per 100 milliliters, respectively, during storm runoff. Water in Center Creek about 2.5 miles downstream from the proposed damsite is similar in quality to that upstream from the damsite except for higher concentrations of sodium, sulfate, chloride, fluoride, nitrogen, and phosphorus. These higher concentrations are caused by fertilizer industry wastes that enter Center Creek about 1.0 mile downstream from the proposed damsite. Plans have been made to recharge the aquifer with imported surface water. If this occurs, the rising water table will intercept soluble nitrate in the unsaturated zone. This study was made to quantify and delineate the distribution of the nitrate in the unsaturated zone. Thirteen test holes were drilled in areas of various land uses, and samples of the unsaturated-zone materials were obtained with depth. In 10 of the test holes, the maximum nitrate-nitrogen (N03--N) concentrations occurred within 10 feet of land surface suggesting N03--N sources at the surface. Ranking the test holes according to near-surface N03--N concentrations showed that, of the top six, only two are in irrigated citrus areas. One is in an abandoned feedlot. Of the lowest six, four are in irrigated citrus areas and one is in the Santa Ana River channel. The control test hole ranked fourth suggesting that relatively high N03--N concentrations can occur in near-surface soils even in the absence of human habitation. Analysis according to one conceptual model suggests that raising the water-table altitude by aquifer recharge will intercept N03--N now in the unsaturated zone causing increases in N03--N concentrations in water from wells of up to 48 milligrams per liter. The largest increases will occur in the vicinity of irrigated citrus areas. Pumping brine from the aquifer at a rate greater than 0.5 cubic feet per second lowered the potentiometric head in the confined aquifer.</p><p>From July 22, 1963 through December 1968, approximately 3,Et73 acre-feet of brine had been pumped. Total brine storage in July 1963 was 540 acre-feet, including about 200 acre-feet of salt precipitate. From 1963 to 1968, water downgradient of the storage depression increased in chloride concentration by amounts ranging from 1,500 to 99,400 milligrams per liter, and water levels near the depression increased over 3 feet.</p><p>For water years 1952-63, the Pecos River gained about 240 tons per day of chloride in the reach from Malaga gaging station to Pierce Canyon Crossing. In the same reach, the average chloride gain to the Pecos River from July 1963 to August 1966 was 167 tons per day; in 1967-68 the gain increased to 256 tons per day following a major flood in August 1966.</p><p>Seepage investigations made prior to pumping of the brine aquifer show that the main area contributing brine to the river was located between the Malaga gage and well USGS 11. In 1968 most of the brine inflow apparently entered the river downstream of the Malaga-USGS 11 reach. The head in the brine aquifer was lowered and discharge to the river was decreased above the Malaga gage. The equations were developed from regression analyses that used the logarithms of the longitude indexes of gaged sites, forest cover, and drainage areas of the upstream basins as independent variables and the logarithms of the discharges for selected exceedance-probabilities at the gaged sites were used as dependent variables. These equations may be used to estimate floodflows with probabilities of being exceeded in any year of 50, 20, 10, 4, 2, and 1 percent in natural-flow ephemeral streams that drain relatively undeveloped basins with areas and forest covers less than about 40 square miles and 30 percent, respectively. The standard errors of estimate for the equations range from 57 to 100 percent. Equations that use longitude index as a surrogate for a precipitation index more accurately estimate floods than do equations that use mean annual precipitation, which, in turn, are better than the equations that use the 24-hour precipitation with an exceedance probability of 50 percent. These deposits have an estimated average transmissivity of 400 feet squared per day and represent the major source of ground water. Well yields range from a few gallons per minute to as much as 900 gallons per minute, with average potential yields ranging from about 100 to 200 gallons per minute in areas of greatest saturated thickness. Additional large quantities of water are available for short-term supplies from the saturated basaltic cinders west and northwest of the town of Capulin. Wells completed in the cinders reportedly have produced as much as 2,000 gallons per minute. The chemical quality of water in the alluvium and cinder aquifers appears to be chemically satisfactory for municipal use. The ground water in storage is sufficient to supplement Raton, New Mexico's water needs to the year 2030 at the water demand rate projected by the Bureau of Reclamation. The aquifer is composed of colluvium of Holocene age. The impermeable Cretaceous Niobrara Formation underlies the saturated zone basinwide. The ground-water system is shallow, unconfined, and locally recharged. Ground-water levels and size of the saline seeps respond rapidly to precipitation in the basin. The appearance and growth of saline seeps are related to precipitation patterns; the agricultural practice of summer follow; topography; the presence of a shallow, unconfined, and locally recharged ground-water system; and a soluble salt source. Continuous cropping could reduce the amount of water percolating beneath local recharge areas, and thus minimize the water available for seep formation and growth. The lateral variation in chemical quality of water from wells suggests a shallow flow system. The field specific conductance of 29 ground-water samples collected in 1976 ranged from 2,160 to 14,000 micromhos per centimeter and averaged 6,660 micromhos per centimeter. Water from saline seeps in the study area contains principally sodium, magnesium, calcium, and sulfate. Nitrate is present in the ground water in concentrations of as much as 855 milligrams per liter. The high nitrate concentrations are interpreted to originate primarily from oxidation of organic material once native sod is broken by cultivation. The relation between raw materials, energy and ingenuity is such that use of a large amount of one may offset the need for large amounts of others. The most vital raw materials are water, soil, and construction materials, for these are needed in large quantities and are hard to import. Metals, chemicals, and inanimate energy are necessary for industrialization. The more of these minerals a nation possess, the better, but not nation can hope to be self-sufficient in all of the m and therefore must trade for some essential materials.</p>\n<br>\n<p>Jordan’s natural resources have been little explored. The grantitc-metamorphic terrane in the southeastern part of the Kingdom could contain deposits of tungsten, rare earths, feldspar, mica, fluorite etc. and the sedimentary terrane over much of the rest of the county is favorable for the occurrence of oil. Even if none of these minerals is found, however, Jordan’s other mineral resource, if fully explored and developed in the light of modern technology, will support a far higher level of living than her people now enjoy. Very likely she can increase her rainfall by about 10 percent by cloud seeding, and she undeveloped supplies in both surface and ground water that are sufficient to nearly double her usable water supply. Even if she does not have oil or have it in large quantities, she can buy it cheaply from neighboring counties, and in addition has undeveloped sources of hydroelectric power, large reserves of bituminous limestone, large reserves of nuclear power as uranium in phosphate rock, and can use solar and wind power for special purposes. Her large supplies of construction, fertilizer, and other chemical raw materials will not only satisfy her own needs, but will yield both raw materials and some manufactured products for export. And she has valuable resource of touristic interest in the form of incomparable scenery, antiquities, and holy places, which, if properly advertised, could well become her largest single source of foreign currency. Revenues obtained from this source and from the export of agricultural products, nonmetallic minerals, and mineral products should support foreign oil purchase of oil, machinery, and other products not mined or produced internally.</p>\n<br>\n<p>Full development of Jordan’s economic potential will take years to achieve and involves many complex activities. One of the most essential is one that can be pressed in the early years, namely the gathering of facts and basic data concerning the character, extent, and distribution of her resources, and the uses that can be made of them. Without each fundamental data or the understanding of their meaning or the ways to use and apply them, costly developmental projects and similar efforts to raise the level of living are likely to have limited success at best.</p>\n<br>\n<p>Basic data and mineral resources are best gathered and published by permanent government agencies, for private organizations and individual cannot afford to take the risks involved in gathering data that may not have an immediate economic return; and even if private parties  do collect such data they are not likely to make them general available.</p>\n<br>\n<p>Of the activities needed in the field of mineral resources, some are already underway as the established function of government agencies. No bureau however, seems to have responsibility for making geologic maps and for gathering data on such things as steam flow, composition and properties of minerals and rocks, or for investigating the uses to which Jordan’s minerals might be put. To satisfy these needs, a Geological Survey and a Bureau of Mineral Industries should be formed and placed in operation as quickly as possible.</p>\n<br>\n<p>The task of collecting and interpreting basic data or mineral resources must be done largely by Jordanians, for only in this way will Jordan acquire the technical competence needed to use the information. Few Jordanians have enough training or experience to work independently in these fields now, however, so help from outside technicians would be necessary over an initial training period of several years.
