Simulated water-resources use in the basin included private development of ground water for irrigation, Federal development of surface-water systems for irrigation, and development of ground water to supply municipal demands of Lincoln and Omaha.</p><p>Simulated future conditions indicate that significant permanent declines in ground-water levels and streamflows may occur as a result of private development of ground water for irrigation. The largest simulated declines in ground-water levels were more than 80 feet by the year 2020 in upland areas in the Elkhorn and Middle Platte subbasins under conditions of rapid development of all irrigable lands. Simulated depletion of perennial streamflows by ground-water withdrawals indicated that future surface-water supplies may be limited in parts of the basin. Simulated depletions to major streams exceeded 60 percent of average perennial flow in the Elkhorn subbasin under conditions of rapid private development of ground water for irrigation.</p><p>Simulations that evaluated the effects of combined private groundwater development with proposed Federal development of surface water for irrigation showed that in the project areas, ground-water level declines were reduced compared to \"without project\" conditions. In some project areas, simulated ground-water levels rose with the application of surface water in excess of consumptive-use requirements and soil-moisture storage capacities. An alternative is needed to the empirical stage-fall-discharge computational method, which provides only daily mean discharges and requires frequent measurement over a 25- to 26-hour period of the tide-affected flow. Measurement of tide-affected flow involves use of a cable suspended across the river; this presents a hazardous navigational condition. Use of the model does not eliminate the hazardous navigational problem, but it significantly reduces the time that this condition exists. The model has demonstrated that it can provide reliable daily mean as well as instantaneous discharge data. The model also has the capability of providing discharge data for locations farther downstream in the tidal zone from the Sacramento stream gage; this is not possible with the stage-fall-discharge computational method. Preliminary calculations of transmissivity along the Rustler-Salado contact range from 0.1 feet squared per day to 0.0001 feet squared per day. Fluids from the Rustler-Salado contact contain from 311,000 to 325,800 mg/l total dissolved solids. Fluids in the Culebra Dolomite Member move to the southeast at gradients ranging from 7 to 120 feet per mile. Preliminary transmissivity calculations range from 140 feet squared per day to 0.0004 feet squared per day. Total dissolved solids range from 23,721 to 29,683 mg/l. The extremely low vertical hydraulic conductivity within the Rustler Formation prevents fluid from communicating between the Magenta and Culebra Dolomite Members and between the Culebra and the Rustler-Salado contact. Heads are highest in the Magenta and lowest at the Rustler-Salado contact. The low-flow characteristics are the annual minimum 7-day mean flow below which the flow will fall on the average of once in 2 years (Q<sub>7,2</sub>) and the annual minimum 7-day mean flow below which the flow will fall on the average of once in 10 years (Q<sub>7, 10</sub>).</p><p>The low-flow characteristics at most sewage-treatment and industrial plants (project stations) were determined by correlating base-flow measurements at the project stations with the concurrent daily mean flow at continuous-record gaging stations in the area. The Q<sub>7, 2</sub> and Q<sub>7,10</sub> discharges determined by a frequency analysis at the continuous-record gaging stations were used to estimate the Q<sub>7,2</sub> and Q<sub>7,10</sub> at the project stations. For some project stations the low-flow characteristics also were determined by frequency analysis at nearby continuous-record gaging stations or correlation analysis at nearby low-flow partial-record stations. The Q<sub>7, 2</sub> values ranged from 0 to 3,770 ft<sup>3</sup>/s and Q<sub>7, 10</sub> values ranged from 2,790 ft<sup>3</sup>/s.</p><p>The accuracy of the estimated low-flow characteristics is evaluated according to the type and amount of data used to determine the low-flow characteristics. The accuracy determined by the standard error of estimate for the 10-year low flow (SE<sub>7, 10</sub>)) ranged from an average of 18 percent at continuous-record gaging stations to an average of h6 This area is underlain by unconsolidated deposits approximately 180 feet thick. NIPSCO accumulates fly ash from the burning of coal in electric-power generating units in settling ponds. Seepage from the ponds has raised ground-water levels above natural levels approximately 15 feet under the ponds and more than 10 feet within the Lakeshore. NIPSCO is presently (1977) constructing a nuclear powerplant, and construction activities include pumping ground water to dewater the construction site. The company has installed a slurry wall around the site to prevent lowering of ground-water levels within the Lakeshore. Plans call for continuous pumping through at least December 1979. A multilayered digital flow model was constructed to simulate the ground-water system. The model was used to demonstrate the effects of seepage from the fly-ash ponds on ground-water levels. Also, the model indicated a decline of 3 feet or less in the upper sand unit and 5 feet or less in the lower sand unit within the Lakeshore.</p>","language":"English","publisher":"U.S. Geological The model was also used to evaluate the possibilities of using treated waste water to recharge the aquifer. Three methods were considered: infiltration basins, injection, and irrigation. The tests were planned to determine what changes in water levels would result if certain rates of application were used. The water level in the canal on July 21, 1978, was above the water table along the entire reach of the canal upstream from the Fall Creek aqueduct, and, therefore, water was seeping downward from the canal into these deposits along this entire reach. Because of the highly variable lithology of the deposits underlying the canal, the seepage rate was probably also highly variable. Discharge measurements were made at selected points along the canal, and differences between successive measurements were calculated to determine the rate of water loss. The differences were smaller than the potential error in any of the measurements, however, and thus do not directly substantiate that water is being lost. The rate of water loss over the Fall Creek aqueduct by the skimming process could be as high as 43 cubic feet per second, assuming a 5% potential error for discharge measurements made at both ends of the aqueduct. Lower stages and water temperatures would decrease the rate of water loss. Observed ground-water levels were above the canal bottom at three locations along the canal.
