The area depends mainly on ground water for irrigation, and in 1976 about 966,000 acre-feet of ground water was pumped from the area. As a result of the large-scale long-term withdrawal of ground water, water levels have declined , and the direction of ground-water flow has changed. Since 1923 , declines of nearly 500 feet have occurred near Stanfield. Information shown on the maps (scale 1:125,000) includes depth to water, altitude of the water level, specific conductance, fluoride concentration, change in water level (1923-77), and land use. The quadrangle is underlain chiefly by Precambrian layered metasedimentary and metavolcanic rocks that are intruded by plutons ranging in composition from gabbroic to granitic. The metasedimentary rocks include quartzite, phyllitic quartzite, phyllite, slate, argillite, granulite, schist, and marble. The metavolcanic rocks are mostly greenstone and greenstone tuff but include meta-andesite and metadacite. The rocks are in the greenschist and greenschist-amphibolite transition facies. \r\n\r\nThe major plutonic rocks are tonalite and quartz diorite, which form a large batholith in the western part of the quadrangle. Smaller bodies of diorite and gabbro, granite, and complexes of mixed rocks are also present. \r\n\r\nThe layered rocks are divided into sixunits that have been described in outcrop order, from east to west: 1) nearly all greenstone, 2) mixed metasedimentary and metavolcanic rocks, 3) nearly all metasedimentary rocks, 4) greenstone in eastern part, metasedimentary and metavolcanic rocks in western part, 5) nearly all metasedimentary rocks, and 6) metavolcanic rocks containing subordinate amounts of metasedimentary rocks. \r\n\r\nThe layered rocks have a northerly strike throughout the quadrangle except near the southwest corner where they strike northwest. The rocks are steeply dipping to vertical. Major deformation has produced isoclinal folds and shears, strike faults, and subordinate cross faults. A second stage of deformation resulted in local open folds. \r\n\r\nBasalt of Quaternary age covers the Precambrian rocks near the eastern margin of the quadrangle, and alluvium underlies major wadis and flats. \r\n\r\nThe main part of the Wadi Bidah mining district, including at least four ancient mining sites, is in the southeast part of the quadrangle. An alternative is needed to the empirical stage-fall-discharge computational method, which provides only daily mean discharges and requires frequent measurement over a 25- to 26-hour period of the tide-affected flow. Measurement of tide-affected flow involves use of a cable suspended across the river; this presents a hazardous navigational condition. Use of the model does not eliminate the hazardous navigational problem, but it significantly reduces the time that this condition exists. The model has demonstrated that it can provide reliable daily mean as well as instantaneous discharge data. The model also has the capability of providing discharge data for locations farther downstream in the tidal zone from the Sacramento stream gage; this is not possible with the stage-fall-discharge computational method. Well-log data and 18 surface-resistivity measurements at four localities indicate that the thickness of the alluvial aquifer is as much as 60 feet thick only near Burlington and Otto. The most favorable area for development of ground water from the alluvial aquifer is near Burlington and Otto where relatively large amounts of water can be obtained from the Greybull terrace deposits and the flood-plain alluvium. Elsewhere, the deposits of the alluvial aquifer yield only small amounts of water to wells. The model has \nbeen developed on the basis of an explicit scheme of the characteristics \nmethod with specified time intervals. The model combines one of the characteristic \nequations with the Rankine-Hugoniot shock equations to trace the \ncorresponding characteristic backward to the known state for solving the \ndepth and velocity of flow at the wave front. The previous version of \nthe model has called for a modification of the method of solution to \novercome the computational difficulty at the narrow breach and at any \ngeomorphological constraints where channel geometry changes rapidly. \nThe large reduction in the computational inaccuracies and oscillations \nwas achieved by introducing the actual \"storage width\" in the equation of \ncontinuity and the imaginary \"conveyance width\" in the equation of motion. \nClose agreement between observed and computed peak stages at several stations \ndownstream of the dam strongly suggests the validity and applicability of \nthe model. The Tribal leaders need this information to help them manage and protect their water resources against overdevelopment. The quantity of ground water that is estimated to be available for withdrawal on a long-term basis is about 600 million gallons per year in the western part of the reservation and 400 million gallons per year in the eastern part of the reservation. It should be possible, economically and practically, to capture at least 40 percent of this ground water with properly constructed and located wells before it is discharged into the sea. This is enough water to supply at least 5,000 and 3,500 people with domestic water in these respective areas—about four times the present population.</p><p>Of nine stream sites that were studied on and near the reservation, the lowest average streamflows for a 7-day period estimated to occur an average of once in 2 years were 1.3 cubic feet per second or less. Streams at three of the sites have been observed dry at least once. The short period of data collection during this study limits the accuracy of statistical estimates of low flows.</p><p>Both surface and ground water were found to be of good quality with no unusual or harmful constituents; there was no evidence of major pollution in 1977. A digital model calibrated to conditions in Cedar Creek was used to develop alternatives for future waste loadings that would be compatible with Indiana stream water-quality standards defined for two critical hydrologic conditions, summer and winter low flows. All point-source waste loads affecting Cedar Creek are in the four incorporated municipalities of Auburn, Garrett, Huntertown, and Waterloo, in a primarily agricultural area. Avilla, because of its distance from Cedar Creek, does not significantly affect the water quality of the modeled segment.</p><p>The model indicates that the dissolved-oxygen concentration of the Auburn wastewater effluent and nitrification are the most significant factors affecting the dissolved-oxygen concentration in Cedar Creek during summer low flows. The observed dissolved-oxygen concentration of the Auburn wastewater effluent was low, and averaged 30 percent of saturation. Whether the effluent is aerated before discharge will ultimately define the waste-load assimilative capacity of Cedar Creek. Projected nitrogenous biochemical-oxygen demand loads, from the Indiana State Board of Health, for the Auburn and Waterloo wastewater-treatment facilities will result in violations of the current instream dissolved-oxygen standard (5 milligrams per liter), even with an effluent dissolved-oxygen concentration of 80 percent saturation.</p><p>Natural streamflow for Cedar Creek upstream from the confluence of Willow and Little Cedar Creeks is small compared with the waste discharge, so benefits of dilution for Waterloo and Auburn are minimal. Stream reaeration capacity is not sufficient to maintain an average dissolved-oxygen concentration of at least 5 milligrams per liter, the State's water-quality standard for streams.</p><p>The model also indicates that, during winter low flows, ammonia toxicity, rather than dissolved oxygen, is the limiting water-quality criterion in the reach of Cedar Creek downstream from the wastewater-treatment facility at Auburn and the confluence of Garrett ditch. Consequences of possible rupture of the dam have long concerned the residents of the river valley. The presence of reactors and of a management complex for nuclear wastes on the reservation of the Idaho National Engineering Laboratory (INEL), near the river , give additional cause for concern over the consequences of a rupture of Mackay Dam. The objective of this report is to calculate and route the flood wave resulting from the hypothetical failure of Mackay Dam downstream to the INEL. Both a full and a 50 percent partial breach of this dam are investigated. Two techniques are used to develop the dam-break model. The method of characteristics is used to propagate the shock wave after the dam fails. The linear implicit finite-difference solution is used to route the flood wave after the shock wave has dissipated. The time of travel of the flood wave, duration of flooding, and magnitude of the flood are determined for eight selected sites from Mackay Dam, Idaho, through the INEL diversion. At 4.2 kilometers above the INEL diversion, peak discharges of 1,550.2 and 1,275 cubic meters per second and peak flood elevations of 1,550.3 and 1,550.2 meters were calculated for the full and partial breach, respectively. Flood discharges and flood peaks were not compared for the area downstream of the diversion because of the lack of detailed flood plain geometry.
