Administrators and planners concerned with future land development may use the map report to determine the approximate areas that are subject to inundation by the 100-year flood. Avra Valley is drained mainly by Brawley Wash; Blanco Wash drains the west side of the valley. Most of the natural drainage system consists of small braided channels bordered by narrow bands of dense vegetation, which cause floodwater to spread over wide areas of shallow depths. During the 100-year flood, the areas inundated by Brawley and Blanco Washes may join in several places. The three stages are interdependent, occur in sequence, and are of different duration. Deposits of the first stage--the largest in size--are removed to positions further downstream by the activity of second- and third-stage landslides. \r\n\r\nFirst-stage landslides are represented by huge slumped masses derived from steep bedrock slopes in the canyon heads; the material moves down the principal stream drainage, which may be completely filled with debris. Second-stage activity develops as streams cut a network of branching channels into the massive first-stage deposit. The second-stage landslides are chiefly slumps from the older slide mass and from adjacent bedrock slopes. The movement of these slides generally is downslope toward actively eroding drainages. Third-stage activity includes mudflows that accompany the spring melting of snowpack. The debris moves down the stream channels to depositional reaches on major fans. Removal of sufficient amounts of the first-stage landslide mass to the fan by second- and third-stage events resets the bedrock slope of the main drainage for another first-stage event.\r\n\r\nThe first-stage landslides in the Wrightwood area are of prehistoric origin, and their recurrence interval in any one canyon is probably several thousand years. The active duration of a first-stage landslide is one to several thousand years. Second-stage landslides last one to several years and are apparently preceded and triggered by a series of high-precipitation winters. The study analyzed the probability of spill occurrence, likely paths of the spilled oil, and locations in space and time of recreational and biological resources that are likely to be vulnerable. These results are combined to yield estimates of the overall oilspill risk associated with development of the proposed lease area. The analysis implicitly includes estimates of weathering rates and slick dispersion and an indication of the possible mitigating effects of cleanups. Assuming that economically recoverable amounts of petroleum are found in the area, the leasing of the tracts proposed for sale 49 will increase the expected number of spills by about 20-25 percent over the number expected from the existing (sale 40) leases. The probability that an object such as land will be contacted by a spill is increased by at most five percentage points. Twenty-eight wells, 1.25 inch in diameter, were driven to selected depths in 11 of the 12 trenches to obtain gas and water samples for chemical and radiochemical analysis, water-level measurements for evaluation of trench-cover permeability. Gas from unsaturated refuse above the trench water level was detected in nearly all wells. Rapid water-level response in most wells to pumping of water from trench sumps 20 to 275 feet distant showed the refuse to be highly permeable. Described in detail are the methods and equipment used to (1) install the wells, (2) collect gas and water samples, and (3) monitor radiation and methane concentrations while driving wells into trenches. A record of each well driven into the burial trenches is included. The method was developed by multiple-regression techniques. The State is divided into two regions and sets of equations for calculating peak discharges based on physical basin characteristics are provided for each region. The boundary between regions generally corresponds with the division between the Piedmont and Coastal Plain provinces. In the northern region, flood-peak discharges were related to basin drainage area and storage. In the southern region, flood peaks were related to drainage area, slope, storage, forest cover, and two composite soil categories. Standard errors of estimate for the regression equations in the northern region ranged from 30 to 39 percent. For the southern region, the standard errors of estimate varied from 38 to 40 percent. Without using the two soil parameters in the southern region, the standard errors of estimate varied from 57 to 70 percent. Annual flood peaks, basin characteristics, and flood-frequency distributions are tabulated for the 60-gaged sites used in the regression analysis. At 23 of these sites, a rainfall-runoff model generated additional flood-peak data which were used in defining the flood-frequency distributions. The objective of this cruise was to study in detail specific potentially hazardous environmental conditions identified as a result of the first reconnaissance geo-environmental cruise conducted from June 18 through July 30, 1976 (Bouma and Hampton, 1976; Hampton and Bouma, 1976). In particular, the distribution and movement of seafloor bedforms were studied in lower Cook Inlet, and sediment dispersal patterns and submarine sediment slides were investigated on the Kodiak shelf and slope. High resolution seismic profiling (sparker, uniboom, minisparker, 3.5 khz, 12 khz) and side-scanning sonar surveys formed the basis for selecting stations for observations with bottom television and 70 mm bottom camera as well as for different types of sampling of surficial sediments (piston corer, gravity corer, hydroplastic corer, Soutar grab sampler). The success of the 1977 cruise was limited by adverse weather conditions.

Stage and discharge data were collected during 1973-77 at 6 recording and 45 crest-stage gages within the basin and combined with discharge records on the main channel of the Sacramento River to determine total flow and flow distribution at the latitudes of Ord Ferry, Butte City, and Gridley Road. Water-surface profiles throughout the basin, inflow/change-in-storage/outflow relations of the Butte Sink, and channel changes of the Sacramento River are shown. During 1973-77, total peak flows decreased an average of 7 percent between the latitudes of Ord Ferry and Butte City, with measured peaks from 100,000 to 200,000 cfs (cubic feet per second). The largest floodflow measured was 195,000 cfs on January 17, 1974, at the latitude of Ord Ferry. For a given flood, overland flow did not change significantly in peak magnitude between Afton Boulevard, Butte City, and Gridley road. Overland flows of about 45,000 and about 24,000 cfs were measured on January 18 and April 1, 1974, respectively. These spacecraft have demonstrated the effectiveness of Earth sensing, which must now move from the research to the operational phase. Landsat-D is designed to continue the research effort, but NASA, whose charter precludes operations, has not defined an operational system. An operational Landsat has previously been proposed in technical terms, but this concept was limited to the orthographic (2-dimensional) mode demonstrated by Landsat-1, -2, and -3. Mapping involves topography as well as planimetry, and a satellite compatible with the Landsat that also resolves the 3-dimensional mode of topography is proposed. Such a satellite requires very high stability and pointing accuracy. The current state-of-the-art permits such a satellite to be built and flown in a mode suitable for automated modeling of the Earth's surface in 3- as well as 2-dimensional modes. The satellite would be complementary to or could be combined with the operational Landsat previously proposed and it is suggested it be designated the Automated Mapping Satellite or Mapsat.

The oil in shallow basins is directly associated with faulting extending out of the deepest parts of the basin. Evidence exists that some of these shallow basins have been much hotter in the past either from igneous activity or from a higher geothermal gradient. Uplift and erosion may also have removed substantial thicknesses of sediments in some of these basins. Oil on the stable shallow shelves of deep basins may have originated in the deeper part of the basin and undergone long lateral migration to the traps where it is now found.
