To supplement the instrumental record, reconstructions of past climate are made from natural recorders such as trees, ice, corals, and microfossils preserved in sediments. These proxy records provide information on the rate and magnitude of past climate variability, factors that are critical to distinguishing between natural and human-induced climate change in the present. However, the value of proxy records is heavily dependent on calibration between the chemistry of the natural recorder and of the modern environmental conditions. The Gulf of Mexico Climate and Environmental History Project is currently undertaking a climate-history calibration study with material collected from an automated sediment trap. A critical goal is to return more natural patterns of flow through south Florida wetlands and into the estuaries, but development of realistic targets requires acknowledgement that ecosystems are constantly evolving and changing in response to a variety of natural and human-driven stressors.\r\n\r\nExamination of ecosystems over long periods of time requires analysis of sedimentary records, such as those deposited in the wetlands and estuaries of south Florida. As sediment accumulates, it preserves information about the animals and plants that lived in the environment and the physical, chemical, and climatic conditions present. One of the methods used to interpret this information is paleoecology-the study of the ecology of previously living organisms. \r\n\r\nPaleoecologic investigations of south Florida estuaries provide quantitative data on historical variability of salinity and trends that may be applied to statistical models to estimate historical freshwater flow. This network is operated in cooperation with over 850 Federal, tribal, State, and local funding partners. The streamflow information provided by the USGS is used for the protection of life and property; for the assessment, allocation, and management of water resources; for the design of roads, bridges, dams, and water works; for the delineation of flood plains; for the assessment and evaluation of habitat; for understanding the effects of land-use, water-use, and climate changes; for evaluation of water quality; and for recreational safety and enjoyment.\r\n\r\nUSGS streamgages are managed and operated to rigorous national standards, allowing analyses of data from streamgages in different areas and spanning long time periods, some with more than 100 years of data. About 90 percent of USGS streamgages provide streamflow information real-time on the web. Physical measurements of streamflow are made at streamgages multiple times a year, depending on flow conditions, to ensure the highest level of accuracy possible. In addition, multiple reviews and quality assurance checks are performed before the data is finalized.\r\n\r\nIn 2006, the USGS reviewed all activities, operations, equipment, support, and costs associated with operating and maintaining a streamgage program (Norris and others, 2008). A summary of the percentages of costs associated with activities required to operate a streamgage on an annual basis are presented in figure 1. This information represents what it costs to fund a 'typical' USGS streamgage and how those funds are utilized. It should be noted that some USGS streamgages have higher percentages for some categories than do others depending on location and conditions. Forty-one percent of the funding for the typical USGS streamgage is for labor costs of the USGS staff responsible for the measurement of the streamflow in the field and the time in the office to quality assure and finalize the data. It is reasonable that funding for the entire national streamgage network would closely follow the percentages shown in figure 1 as to how the funds are invested in the network. The Nation is becoming more resilient to these emergencies through better preparedness, reduced duplication, and establishing better communications so every response and recovery effort saves lives and mitigates the long-term social and economic impacts on the Nation. The National Response Framework (NRF) (http://www.fema.gov/NRF) was developed to provide the guiding principles that enable all response partners to prepare for and provide a unified national response to disasters and emergencies. The NRF provides five key principles for better preparation, coordination, and response: 1) engaged partnerships, 2) a tiered response, 3) scalable, flexible, and adaptable operations, 4) unity of effort, and 5) readiness to act. The NRF also describes how communities, tribes, States, Federal Government, privatesector, and non-governmental partners apply these principles for a coordinated, effective national response. The U.S. Geological Survey (USGS) has adopted the NRF doctrine by establishing several earth-sciences, discipline-level teams to ensure that USGS science, data, and individual expertise are readily available during emergencies. The Geospatial Information Response Team (GIRT) is one of these teams.\r\n\r\nThe USGS established the GIRT to facilitate the effective collection, storage, and dissemination of geospatial data information and products during an emergency. The GIRT ensures that timely geospatial data are available for use by emergency responders, land and resource managers, and for scientific analysis. With its origins in the meteorological discipline, NetCDF was created by the Unidata Program Center at the University Corporation for Atmospheric Research, in conjunction with the National Aeronautics and Space Administration and other organizations. NetCDF is a portable, scalable, self-describing, binary file format optimized for storing array-based scientific data. Despite attributes which make NetCDF desirable to the modeling community, many natural resource managers have few desktop software packages which can consume NetCDF and unlock the valuable data contained within. The U.S. Geological Survey and the Joint Ecosystem Modeling group, an ecological modeling community of practice, are working to address this need with the EverVIEW Data Viewer. Available for several operating systems, this desktop software currently supports graphical displays of NetCDF data as spatial overlays on a three-dimensional globe and views of grid-cell values in tabular form. More than 97 percent of the undiscovered gas occurs in continuous accumulations-70 percent in shale gas formations, 18 percent in a basin-centered accumulation with tight sandstone reservoirs, and 9 percent in coal beds. The Intergovernmental Panel on Climate Change projects that unprecedented rates of climate change will result in increasing average global temperatures; rising sea levels; changing global precipitation patterns, including increasing amounts and variability; and increasing midcontinental summer drought (Intergovernmental Panel on Climate Change, 2007). Increasing temperatures, combined with changes in rainfall and humidity, may have significant impacts on wildlife, domestic animal, and human health and diseases. When combined with expanding human populations, these changes could increase demand on limited water resources, lead to more habitat destruction, and provide yet more opportunities for infectious diseases to cross from one species to another.</p>\n<p>&nbsp;</p>\n<p>Awareness has been growing in recent years about zoonotic diseases&mdash; that is, diseases that are transmissible between animals and humans, such as Lyme disease and West Nile virus. The rise of such diseases results from closer relationships among wildlife, domestic animals, and people, allowing more contact with diseased animals, organisms that carry and transmit a disease from one animal to another (vectors), and people. Disease vectors include insects, such as mosquitoes, and arachnids, such as ticks. Thus, it is impossible to separate the effects of global warming on wildlife from its effects on the health of domestic animals or people.</p>\n<p>&nbsp;</p>\n<p>Climate change, habitat destruction and urbanization, the introduction of exotic and invasive species, and pollution&mdash;all affect ecosystem and human health. Climate change can also be viewed within the context of other physical and climate cycles, such as the El Ni&ntilde;o Southern Oscillation (El Ni&ntilde;o), the North Atlantic Oscillation, and cycles in solar radiation that have profound effects on the Earth&rsquo;s climate. Resource planners, managers, and policymakers in the U.S. Departments of the Interior (DOI) and Agriculture (USDA), State and local agencies, as well as international agencies use information from PASA studies to make informed natural resource management and policy decisions. PASA scientists' primary functions are to conduct both theoretical and applied social science research, provide technical assistance, and offer training to advance performance in policy relevant research areas. Management and research issues associated with human-resource interactions typically occur in a unique context, involve difficult to access populations, require knowledge of both natural/biological science in addition to social science, and require the skill to integrate multiple science disciplines. In response to these difficult contexts, PASA researchers apply traditional and state-of-the-art social science methods drawing from the fields of sociology, demography, economics, political science, communications, social-psychology, and applied industrial organization psychology. Social science methods work in concert with our rangeland/agricultural management, wildlife, ecology, and biology capabilities. The goal of PASA's research is to enhance natural resource management, agency functions, policies, and decision-making. As a consequence, a need surfaced for additional tools to view and manipulate NetCDF datasets, specifically to filter the files by creating subsets of large NetCDF files. The U.S. Geological Survey (USGS) and the Joint Ecosystem Modeling (JEM) group are working to address these needs with applications like the EverVIEW Slice and Dice Tool, which allows users to filter grid-based NetCDF files, thus targeting those data most important to them. The major functions of this tool are as follows: (1) to create subsets of NetCDF files temporally, spatially, and by data value; (2) to view the NetCDF data in table form; and (3) to export the filtered data to a comma-separated value (CSV) file format. The region contains 52 historically active volcanoes, 14 of which have had at least one major eruptive event since 1990. Despite the high frequency of volcanic activity in Alaska, comprehensive studies of how ecosystems respond to volcanic eruptions are non-existent. On August 7, 2008, Kasatochi Volcano, in the central Aleutian Islands, erupted catastrophically, covering the island with ash and hot pyroclastic flow material. Kasatochi Island was an annual monitoring site of the U.S. Fish and Wildlife Service, Alaska Maritime National Wildlife Refuge (AMNWR); therefore, features of the terrestrial and nearshore ecosystems of the island were well known. With their unique skills and perspective, only geologists have the tools necessary to delve into the distant past (long before instrumental records were collected) in order to better understand global environmental conditions that were very different from today's conditions. Paleoclimatologists are geologists who study past climates to answer questions about what the Earth was like in the past and to enable projections, plans, and preparations for the future. \r\n\r\nThe Intergovernmental Panel on Climate Change (IPCC) has projected a future warmer climate that has the potential to affect every person on Earth. Extreme weather events, rising sea level, and migrating ecosystems and resources could result in worldwide socio-economic stresses if not met with prudent and proactive action plans based on quality scientific research. Still, the most dangerous aspect of our changing climate is the uncertainty in the exact nature and rate of projected climate change.\r\n\r\nTo reduce the uncertainties, USGS paleoclimatologists are studying a possible analog to a future warmer climate. The middle part of the Piacenzian Stage of the Pliocene Epoch, about 3.3 to 3.0 million years ago, is the most recent period in Earth's history in which global warmth reached and remained at temperatures similar to those projected for the end of this century, about 2 degrees C to 3 degrees C warmer on average than today over the entire globe. This past warmer time interval preceded the ice ages but was recent enough, geologically, to be very similar to today in terms of ocean circulation and the position of the continents. This report was published in 2010 as a U.S. Geological Survey Scientific Investigations Report (available online at http://pubs.usgs.gov/sir/2009/5247). The report was produced through a collaborative effort led by the Bureau of Reclamation and U.S. Geological Survey, with critical contributions from the U.S. Department of Agriculture and from university researchers.\r\n\r\nThe document synthesizes the state of the science and key research needs on the following topics related to management of saltcedar (Tamarix spp.) and Russian olive (Elaeagnus angustifolia) in the Western United States: their distribution and abundance (extent); the potential for water savings associated with controlling these species; considerations related to wildlife use of saltcedar and Russian olive habitat and restored habitats; methods of control and removal; possible utilization of dead biomass following control and removal; and approaches and challenges associated with site revegetation or restoration.
