A magnitude 8 earthquake on the nearby San Andreas fault could produce ground acceleration in the range 0.18 to 0.31 g, and an expectable larger earthquake on that fault could produce larger accelerations. Ground motion from possible smaller but closer earthquakes ranges up to 0.49 g for an earthquake of magnitude 6.5 on the adjacent \"Burro Flats fault\".</p>\n<br/>\n<p>Estimation of these accelerations is dependent on determining the geologic environment of the site, the appropriate earthquake magnitudes to be assigned significant faults in that environment, and the attenuation of shaking between the earthquake epicenters and the site. The site lies within a tectonically active region--the historically active San Andreas fault is only 34 miles to the northeast, and lesser faults showing evidence of late Quaternary displacement are located closer to the site. Evidence for youthfulness of these lesser faults varies, and except for the active Newport-Inglewood zone and the Santa Ynez fault, they qualify as possible but as yet-unproven active faults. All known faults with appropriate length to site-distance ratios that are reasonably classed as late Quaternary faults are discussed, and are included as potential earthquake generators.</p>\n<br/>\n<p>Earthquakes of appropriate magnitude to be assigned to each fault are determined by assuming rupture in one event of half the map length of the fault, and applying relations (determined by several authors) between earthquake magnitude and rupture length in historic events to determine magnitudes. These magnitudes are, for the purposes of this brief review, probably reasonable estimates of the capabilities of each fault, although earthquakes of larger magnitude are possible. Accelerations are then determined by assuming earthquakes of the above determined magnitude placed at the closest point to the site on the fault trace, and applying attenuation curves of three different authors.</p>\n<br/>\n<p>Considerable uncertainty is inherent in the rough estimates of seismic accelerations made herein, for they are dependent on a chain of judgments, each of which, in itself, is uncertain. Present knowledge of the geology of the region is incomplete, so that geometry and structural relations of the faults are in part uncertain, and much evidence bearing on the youth of the faults has yet to be gathered and evaluated. Estimation of earthquake magnitude is also uncertain, and even assuming that approximate magnitude is known rather than estimated from fault length, estimates of maximum ground acceleration may differ greatly depending on the authority used. Further consideration of ground acceleration at the site might refine the estimates made herein and resolve the apparent contradictions between the authorities cited. Attention to frequency and duration of strong shaking would also be appropriate.</p>\n<br/>\n<p>This study was undertaken at the request of A. J. Pressesky, Assistant Director for Nuclear Safety, Division of Reactor-Development and Technology, U.S. Atomic Energy Commission, in March, 1969. It is based on a brief review of pertinent literature to which the authors had immediate access during the few weeks (April-May, 1969) available for report preparation. Because the report is limited both in scope and thoroughness, it must be considered no more than a first estimate of the tectonic and seismic environment of the Burro Flats site, and should not be considered sufficient, in itself, as a basis for design. The report is intended, however, to indicate the breadth of inquiry that is necessary in the consideration of ground acceleration at sites in California, and to indicate the incomplete status of geologic mapping and other geologic studies in the region. The purpose of this report is to present an interpretive summary of the data collected, which will provide answers to the following questions:</p>\n<p>What is the chemical quality of the water in the basin?</p>\n<p>What areal and seasonal differences exist?</p>\n<p>What causes the differences?</p>\n<p>What chemical constituents, if any, are present in the water that would affect its usefulness for domestic, industrial, or agricultural purposes?</p>\n<p>Data are presented on maps, graphs, and charts. The relation is affected by changes in bed roughness and changes in bed elevation because of scour and fill. An artificial control on a sand-channel stream must control both the resistance to flow and the bed elevation in order to stabilize the relation between water-surface elevation and water discharge. \r\n\r\nThe weir (control structure) in the Rio Grande conveyance channel near Bernardo, N. Mex., was designed on the basis of a model study and field data (Harris and Richardson, 1964). About 72 percent of the measurements used to define the base relation between water-surface elevation and water discharge falls within plus or minus 5 percent of the mean relation for the prototype. The stage-discharge relation is not affected by backwater for values of submergence less than 90 percent. There is no consistent relation between the ratio of measured discharge to rated discharge and submergence for values of submergence greater than 90 percent. \r\n\r\nThe control does not restrict the channel capacity to less than the stated design capacity of 2,000 cubic feet per second. When the control is drowned out, or ineffective, the relation of water-surface elevation to water discharge is virtually the same as that prior to construction of the control for discharges greater than 1,500 cubic feet per second. When the control is not drowned out--that is, free-fall conditions exist--the water-surface elevation for a discharge of 2,000 cubic feet per second is greater than the minimum elevation, but is less than the maximum elevation that occurred at that discharge prior to construction. \r\n\r\nThe model study was only partially successful in predicting the operating characteristics of the prototype. Some of the differences between prototype operation and model predictions may exist because the prototype was not built exactly as recommended on the basis of the model study. The mollusks indicate that the oldest possible age for the lowest plant assemblage is middle Eocene (Domengine) and that the youngest possible age for the highest Paleogene plant assemblage is middle Oligocene (Lincoln).</p><p>Paleobotanical correlations indicate that the lowest plant assemblage is of early late Eocene (early Ravenian) age and the highest plant assemblage is of early Oligocene (Kummerian) age. A new provincial stage--the Angoonian--is proposed, based on assemblages from rocks in southeastern Alaska. The Angoonian is thought to be of late Oligocene (early Blakeley) age. Only one stratigraphically isolated assemblage from the Gulf of Alaska region has been recognized as of Angoonian age. The biostratigraphy of the Gulf of Alaska region and of other regions in Alaska indicates that the Seldovian, Homerian, and Clamgulchian Stages are probably entirely of Neogene age.</p><p>The early Ravenian assemblages represent Paratropical Rain forest (that is, similar to vegetation of a narrow region bordering the Tropical Rain forest) based on the physiognomic analysis of foliage; the most diverse families represented are Menispermaceae and Icacinaceae. These are accompanied by palms, Anonaceae, tjristicaceae, Dipterocarpaceae, Barringtoniaceae, and Myrtaceae. A minor element is represented by broad-leaved deciduous plants. The middle Ravenian was somewhat cooler, as indicated by foliar physiognomy, the fewer Tropical Rain forest elements, and the diversity of Lauraceae. The late Ravenian assemblage represents a broad-leaved deciduous forest indicating a temperate climate. The Kummerian assemblages were again dominated by Lauraceae, and the physiognomic characters of the foliage indicate that Subtropical forest was again represented.</p><p>The existence of a broad-leaved evergreen forest in Alaska such as that of the early Ravenian indicates that extended periods of darkness could probably not have existed at that time. The Alaskan Paleogene floras, as well as those from other regions, indicate that the earth's axis of rotation may not have had as great an inclination in the past. Strong climatic fluctuations evidenced by foliar physiognomy of Tertiary floras is thought to have been the result of changes in the inclination of the earth's axis.</p><p>The history of the development of the Arcto-Tertiary concept is reviewed, and the fundamental lack of evidence for this concept is shown. An alternative, more complex, concept is proposed for the development of the Mixed Mesophytic forest. Paleobotanical evidence indicates that tolerances of many genera have changed during the Tertiary. Many Mixed Mesophytic genera--particularly those that are today temperate outliers of basically tropical groups--may have had a wide distribution in the Paleogene Paratropical Rain and Subtropical forests and have entered the warm temperate forests only during the later Paleogene or Neogene. Some Mixed Mesophytic groups appear to be of later Neogene origin and have been significant members of the warm temperate forests since that time. Some Mixed Mesophytic genera apparently were members of the Paratropical Rain forest only in the earliest Paleogene and became adapted to warm temperate climates by the late Eocene or perhaps even earlier. The factors that control the concentration of dissolved oxygen were also evaluated because of the importance of dissolved oxygen to the salmonid populations that migrate through the estuary. \r\n\r\nPhytoplankton blooms, primarily of diatoms, occurred in the lower estuary during August 1965 and 1966. No bloom occurred during 1964, but the presence of oxygen-supersaturated surface water in August 1963 indicates that a bloom did occur then. \r\n\r\nNutrients probably were not the primary factor controlling the timing of phytoplankton blooms. Ammonia ,and phosphate concentrations increased significantly downstream from the Municipality of Metropolitan Seattle's Renton Treatment Plant outfall after the plant began operation in June 1965, and concentrations of nitrogen and phosphorus were relatively high before operation of the Renton Treatment Plant and during nonbloom periods. The consistent coincidence of blooms with minimum fresh-water discharge and tidal exchange during August throughout the study period indicates that bloom timing probably was controlled mostly by hydrographic factors that determine retention time and stability of the surface-water layer. This control was demonstrated in part by a highly significant correlation of gross productivity with retention time (as indicated by fresh-water discharge) and vertical stability (as indicated by the difference between mean surface and mean bottom temperatures). The failure of a bloom to develop in 1964 is related to a minimum fresh-water discharge that was much greater than normal during that summer. Hydrographic factors are apparently important because, as shown by studies of other estuarine environments by other workers, phytoplankton production increases when the zone of vertical turbulent mixing is not markedly deeper than the compensation depth. \r\n\r\nPhytoplankton cells produced in the surface waters sink, thereby contributing oxidizable organic matter to the bottom saline-water wedge. The maximum BOD (biochemical oxygen demand) in this bottom wedge occurs in the same section of the estuary and ,at the same time as the maximum phytoplankton biomass (as indicated by chlorophyll a) and minimum DO (dissolved oxygen). Other sources of BOD occur in the estuary, and conditions of minimum discharge and tidal exchange assist in reducing DO. Nonetheless, the highly significant correlation of chlorophyll a with BOD throughout the summer indicates that respiration and decomposition of phytoplankton cells is dearly an important contributor of BOD. \r\n\r\nIncreases in the biomass and resultant B0D of blooms because of increased effluent nutrients presumably would further decrease the concentration of DO. This possible effect of effluent nutrients was evaluated by laboratory .bioassays and by a comparison of mean annual biomasses in the estuary. A green algal population in vitro did increase in response to added effluent nutrients; however, the available field data suggest that a 46-percent increase in effluent discharge between 1965 and 1966 did not increase the estuary's phytoplankton biomass significantly.","language":"ENGLISH","publisher":"U. The specific objectives of the study were (a) to relate indices of urban development to increases in the volume of annual direct runoff to the stream; (b) to compare hydrograph features at different periods during the transition of the drainage basin from rural to urban conditions; and (c) to compare the rainfall-runoff relations for periods before and after urban development.</p><p>Periods of housing and street construction in the drainage basin correspond to three distinct periods of increased direct runoff after the base period 1937-43-namely, 1944-51, 1952-59, and 1960-62. During each period, the average annual direct runoff increased because of an increase in the area served by storm sewers that discharged into East Meadow Brook. The amount of land served by sewers increased from about 570 acres in 1943 to about 3,600 acres in 1962, or about 530 percent. During this same period, the average annual direct runoff increased from about 920 acre-feet per year to about 3,400 acre-feet per year, or about 270 percent.</p><p>The shape of direct-runoff unit hydrographs of East Meadow Brook also changed during the period of study. The average peak discharge of a 1-hour-duration unit hydrograph increased from 313 cubic feet per second, for storms in 1937-43, to 776 cubic feet per second, for storms in 1960-62, or about 2.5 times. In addition, the widths of the unit hydrographs for 1960-62 at values of 50 and 75 percent of the peak discharge were 38 and 28 percent, respectively, the comparable widths of the unit hydrographs for 1937-43.</p><p>An analysis of the rainfall-runoff relations for both preurban and urban conditions indicates that the direct runoff for both periods increased with the magnitude of the storm. However, the direct runoff during a period of urbanized conditions (1964- 66) was from 1.1 to 4.6 times greater than the corresponding runoff during the preurban period 1937-43, depending on the size of the individual storm.</p><p>The volume of direct runoff from the parts of the subarea equipped with storm sewers that discharged into East Meadow Brook is estimated to have been roughly 3,000 acre-feet per year in 1960-62, or about 20 percent of the precipitation on those parts of the area.</p><p>The increase in direct runoff probably represents a loss of ground-water recharge.
